20190395 Wesley PUD Amendment Creighton Manning Corr 3-27-19 ENGINEERS Creicjhton PLANNERS March 27, 201 V40 Manning 9 SURVEYORS Mr. David Carr The LA Group 40 Long Alley Saratoga Springs, NY 12866 RE: Trip Generation Evaluation, Wesley Health Care Center Expansion, City of Saratoga Springs,Saratoga County, New York; CM Project No. 119-022 Dear Mr. Carr: Creighton Manning Engineering, LLP (CM) has conducted a Trip Generation Evaluation for the proposed expansion of the existing Westley Health Care Center located at 131 Lawrence Avenue in the City of Saratoga Springs. This assessment is based on information provided in the "Sketch Plan," prepared by your office included under Attachment A. 1.0 Project Description The existing Wesley Community is a health and housing development that is comprised of Woodlawn Commons which includes senior apartments and assisted living units, Embury Apartments that consists of affordable senior housing, and the Wesley Health Care Center which provides long term nursing care for aging adults who have significant chronic medical needs. The proposed expansion includes the following projects: • Project E — Expansion of the Wesley Health Care Center from 84,050 square-feet (SF) to 103,550 square-feet; however, the number of available beds will be reduced from 342 to 318 in order to accommodate larger rooms (2019). • Project F—Construct 2,000 SF maintenance garage (2020). • Project G—Construct 100,000 SF apartment building with 100 rooms (2020). • Project H—Construct a 25,000 SF memory care building with 52 beds (2021). • Project I —Construct an 8,000 SF office building (2021). Access to the site is currently provided via Daniel Street to the north, Embury Drive to the east, and Lawrence Street to the south. The site plan indicates that Lawrence Street will be extended through the development to intersect Clement Avenue creating a new access into the site approximately 315-feet west of Clinton Street. As noted above, the proposed expansion is expected to be completed in 2021.The project location is shown Figure 1. 2.0 Trip Generation Assessment Trip generation determines the quantity of traffic expected to travel to/from a given site. The Institute of Transportation Engineers (ITE) Trip Generation, 10th edition, is the industry standard used for estimating trip generation for proposed land uses based on data collected at similar uses. The trip generation for the proposed expansion of the Wesley Community was estimated using the following land use codes (LUC): • LUC 255—Continuing Care Retirement Community— Project E • LUC 221— Multifamily Housing (Mid-Rise)—Project G 2 Winners Circle • LUC 254—Assisted Living—Project H Albany,NY 12205 • LUC 710—General Office Building—Project I 518,446.0396(p) 518A46,0397 (f) www.crnellp.ccrn Mr. Dave Carr March 27,2019 Page 2 of 3 It can be expected that there is the potential for interaction among the residential and office land uses within the multi-use site. An internal capture rate can generally be defined as a percentage reduction that can be applied to the trip generation estimates for individual land uses to account for trips internal to the site that are not made on the neighboring street system; however, in order to provide a conservative assessment, an internal capture rate was not applied to the trip generation estimate. Traffic generated by the proposed project was distributed onto the surrounding roadway network based on probable travel routes of residents and employees. It is expected that approximately 30 percent of site generated traffic is expected to travel to and from the east via Embury Drive, approximately 50 percent will travel to and from the south via Lawrence Street, while the remaining 20 percent will travel to and from the north via Daniel Street and the new access connection. This distribution of traffic results in 14 new vehicle trips to and from the east, 24 new trips to and from the south, and nine new vehicle trips to and from the north of the site during the AM peak hour.The distribution of traffic also indicates that the site will result in 19 new vehicle trips to and from the east, 32 new trips to and from the south, and 13 new vehicle trips to and from the north of the site during the PM peak hour. The magnitude of the new vehicle trips generated by the site is less than the New York State Department of Transportation (NYSDOT) and ITE threshold of 100 site generated vehicles on any one intersection approach for needing off-site intersection analysis.This guidance was developed as a tool to identify locations where the magnitude of traffic generated has the potential to impact operations at off site intersections and screen out locations from requiring detailed analysis that do not reach the 100-vehicle threshold and are unlikely to require mitigation. The anticipated traffic volumes from the proposed expansion of the Wesley Community will be well below the 100-vehicle threshold indicating that additional detailed intersection analysis is not needed and that the site generated traffic will be accommodated by the existing roadway network. 3.0 Conclusions Based on a review of site generated traffic, it is not anticipated that the proposed development will have an adverse impact to adjacent intersections on Clement Avenue, Clinton Street,and Van Dam Street.The trip generation estimate indicates that this project will generate a total of 47 new vehicle trips during the AM peak hour and 63 new vehicle trips during the PM peak hour. The anticipated overall trips and distributed trips to the surrounding roadways are well below the ITE Mr.Dave Carr March 27,2019 Page 3 of 3 and NYSDOT 100-vehicle threshold indicating that the site generated traffic will be accommodated by the existing roadway network.
