The project site currently is a paved parking lot with small medians and slopes that are covered with grass and tree plantings. Sidewalks and narrow grassy strips border the street sides. The present Phase 1A archaeological survey addendum is an addition to the previously conducted Phase 1A archaeological survey (Curtin 2014). The previous Phase 1A archaeological survey included the north section of the existing parking lot. The addendum includes the southern section of the existing parking lot. The southern section contains two existing parking areas separated by a grassy slope. These areas are referred to as the northern and southern sections of the presently considered Area of Potential Effect(APE). Previously, based upon the review of the 2014 Phase 1A archaeological survey, the New York State Historic Preservation Office determined that the parking garage project as it had been proposed at that time would have no effect/no impact upon archaeological sites. The present APE is the area south of the previous survey area. Current plans indicate that the southernmost part of the APE fronting on Lake Avenue will be a park referred to as Flat Rock Park. The parking area to the north will be retained and continued in use as a small, open parking lot. Trail, market, and landscaped space will border High Rock Avenue. The Phase 1A archaeological survey addendum was conducted to meet the procedures and information requirements of all federal, state and local regulatory processes. The report content and format follow the standards adopted by the New York State Archaeological Council (NYAC) and recommended by the New York State Office of Parks, Recreation, and Historic Preservation (OPRHP). Purpose and Scope of Work The purpose of this Phase 1A archaeological survey is to assess the archaeological sensitivity of the project's APE and to identify conditions such as indications of prior disturbance within the project APE. The scope of work for this undertaking includes: (1) assessment of the environmental setting and indications of prior disturbance; (2) compilation and interpretation of background information including a site file search and map research; and (3) a report of findings with recommendations. ENVIRONMENTAL SETTING The APE for the currently proposed southern extension of the project is located in an urban setting within the City of Saratoga Springs. This setting includes the late 19th-early 20th century structures across Lake and Maple Avenues such as The Saratogian building and Saratoga Springs City Hall (Photos 1 and 2). More broadly, the urban setting of this southern section includes the Broadway Historic District to the west. This district is bounded in the vicinity of the proposed project by the west side of Maple Avenue. In addition, the project site is immediately adjacent to large, modern buildings including the Hampton Inn and High Rock Condominiums, LLC, located to the east across High Rock Avenue, and other recent development in this vicinity (Photos 4-6). The controlling, local environmental influence is the location of the project within Saratoga's valley of the springs bordered by the escarpment on the west side of the project location. The valley of the springs contains a series of springs where mineral water seeped to the surface during precontact and early historic times, or where wells have been piped or drilled during the historic and recent eras to access the spring water. The occurrence of the springs 1 results from bedrock faulting that created the low limestone and dolostone escarpment that runs through the project site and opened the surface to spring water. The escarpment and valley continue north and south of the project site. The exposed rock of the escarpment is seen a short distance to the north in High Rock Park. An early view of the escarpment and adjoining High Rock Spring were published in the Columbian Magazine in 1797 and has been reproduced in Swanner(1988:19). Swanner (1988:73) showed another view from 1840 in which the settlement on top of the escarpment and the undeveloped, park-like setting of the spring valley are observed. Swanner(1988:29) identified the escarpment in High Rock Park as part of the Saratoga Fault. One of the earliest identified and frequented springs is Flat Rock Spring, which reportedly ran dry in 1839 due to the tubing and exploitation of the Pavilion Spring nearby on the other side of Lake Avenue. According to Swanner(1988:63-64), Flat Rock Spring was discovered soon after High Rock Spring was visited by Europeans in 1767. The Flat Rock Spring was located on the edge of the marsh that formed at the foot of the escarpment. It was a popular spring enclosed in a Chinese-style pagoda with a dipper boy assigned to assist the many visitors. Gardner Bullard built a bathhouse next to it(Swanner 1988:64). Swanner(1988:64) quoted a report from 1880 that noted that"The Flat Rock Spring still exists but it is covered by the tanneries". Flat Rock Spring and the adjoining bathhouse are shown on an 1848 map of Saratoga Springs (this report, Figure 8). The"tanneries" probably refers to the hide and wool rendering operations a little to the north of the spring area. These are shown on a series of maps from 1876 onward, where this operation is first labeled soap and candles in 1876 (This report, Figure 11), and soon after by various iterations of"hides, skins and wool" (1884-1950, Figures 12-18) The site of Flat Rock Spring is beneath the southern part of the present-day parking lot within the current APE. Various other springs located farther north in the valley include High Rock, President's, and Red Springs (among others)while to the south are Congress and Columbian Springs (among others). The effect of the concentration of springs at the foot of the escarpment was to turn the valley swampy, and this situation is alluded to repeatedly, in particular when the swamp was drained in places in order to develop specific springs for use by tourists. The area around the original location of High Rock Spring (which featured a cone of mineral precipitate)was so wet that it sometimes resembled a lake (Swanner 1988:177-178). The initial settlement of Saratoga Springs was located on top of the escarpment (north of the project site)where a tavern with rooms served visitors to High Rock Springs (Sylvester 1878) in the swampy lowland. The well-drained surfaces within the valley today are the result of draining and substantial filling. Elevations within the APE range from approximately 270 feet above mean sea level (amsl) along High Rock Avenue to approximately 280 feet at Maple Avenue (and there is a notable rise proceeding north along Maple Avenue). North of the APE, the parking lot is well characterized as divided into a lower lot along High Rock, and an upper lot along Maple (C.T. Male 2013). Although the ground rises gently to the west across the lower lot, much of the change in elevation (as much as 15-18 feet north of the APE) occurs with the rise of the escarpment above the lower lot. The escarpment here has a very steep slope covered with earth or fill and grass and weeds. The height of the escarpment decreases to the south toward the current APE. This topography as it exists today has been much-modified from natural conditions by the process of urban development, including the leveling of the lower parking lot. This lowered (and previously disturbed) lower lot extends into the northern section of the present APE. It is separated from the southern section of the present APE by a sloped grassy area (indicating a deeper cut for parking lot construction north of this grassy slope). The geoengineering study for the larger parking garage project found fill composed of sand, silt, gravel, cobbles, brick, concrete, ash, glass, and other materials (as summarized in 2 Curtin 2014). The reported thickness of the fill is 5.5-12 feet(below up to1 foot of asphalt pavement and sub-base material). Standard penetration resistances show that the fill varies from loose to very compact. Below the fill occurred silt with variable amounts of clay and sand, inter- bedded in places with peat layers usually less than 6 inches thick. The silt underlying the fill ranged from 3-8 feet deep. At one test boring (B-12), sand with relatively thin seams of peat was directly below the fill; the sand occurred above the silt layer observed elsewhere. Limestone bedrock occurred below the silt(or in test boring B-8, directly below the fill). Archaeological investigation across High Rock Avenue from the project site found fill soils surmounting soils in different states of prior disturbance or preservation. Some test areas only encountered fill, and these were the most deeply disturbed locations tested. Where sub-fill deposits were reached, the depth of fill generally ranged from about 2.5 feet(0.8 m) to about 5 feet(1.5 m). The lowest strata encountered did not contain artifacts and were composed of clay or silty clay (Curtin et al 2006). Artifacts occurred in fill soils (or possibly in deposits above built land). According to the county soil survey, the soil types associated with this project site and adjoining properties are Deerfield loamy fine sand and Windsor loamy sand. Soil information based upon the county soil survey (USDA 1992) is presented in Table 1. The spatial distributions of these and surrounding soils in the vicinity of the project site are shown in Figure 3. The higher slope associated with Windsor loamy sand, rolling appears to reflect the presence of the escarpment, yet does not actually reflect the near-vertical rock face along the escarpment, as can be observed in High Rock Park. The archaeological investigation performed for the large area directly across High Rock Avenue found silty-sandy upper soils often in disturbed condition, as well as artifactually sterile lower clay and silty clay soils. The finding of silty-sandy soil above clayey soil probably reflects filling as well as the formation of soils in a swampy environment(as recorded by early accounts). Since the sand contains middle 19th century to early 20th century artifacts, it appears that the sand was deposited during the period of 19th-20th century human occupation, perhaps after draining had lowered the water table. Within the parking garage project site, the sub-fill soils are primarily silt with some clay and sand as well as peat layers. These sub-fill soils within the project site seem to 3 correspond best with the artifactually sterile clay and silty clay characterizing the deepest soil found at the Hampton Inn-High Rock Condominiums Project site across High Rock Avenue. The sand found within the project site tends to occur in the fill, except for the deposit interspersed with peat at Boring B-12. The thin layers of peat within this sand speak to sequences of faster and slower flowing water and vegetation growth consistent with the fluctuating action of a spring within a swampy environment. Within the parking garage project site, the kinds of soil layers consistent with 19th-20th century site use were not identified as stable surfaces within the geoengineering data. Plausible explanations for this are that the corresponding sand strata have been removed or mixed with building material within the project site. SITE FILES RESEARCH The archaeological site files of the New York State Museum (NYSM) and the Office of Parks, Recreation, and Historic Preservation (OPRHP), both maintained by OPRHP, were reviewed in order to identify whether archaeological resources have been reported previously within or adjacent to the project boundaries. Seven previously recorded archaeological sites occur within a one-mile radius. These sites are identified in Table 2. Two of the precontact period sites are depicted as more than %/ mile away. The project site is within a recorded precontact period archaeological site identified in the New York State Museum site file as NYSM No. 6907, described as ACP Sara 3B "along the escarpment". ACP refers to the inventory of early 20th century New York State Museum archaeologist Arthur C. Parker. Sara 3 refers to Saratoga County Site 3 in his inventory. B is a designation later assigned to part of Sara 3 by the New York State Museum. NYSM No. 6907 is depicted as covering a large area in the general vicinity of the escarpment referred to in the Environmental Context section of this report, as well as the continuation of the escarpment. However, as noted in Curtin (2014), the NYSM depicted the archaeological site as an area much broader than the location of the escarpment. Accordingly, NYSM 6907 is considered to be a vague designation in terms of spatial data. It may refer to more than one location along the escarpment, but it probably does not refer to the majority of locations along the escarpment. This information therefore vaguely indicates the sensitivity within the project area for the occurrence of precontact period archaeological sites. PREVIOUS ARCHAEOLOGICAL RESEARCH Curtin (2014) examined the area north of the present APE in a Phase 1A archaeological survey. This survey found that the APE considered in that report, which is the northern part of the currently proposed project, was too disturbed to warrant a Phase 1B archaeological survey. SHPO concurred with this finding. Curtin et al (2006) reported an archaeological investigation immediately east of the project site. This investigation was located at the present-day site of the Hampton Inn and Suites 4 and the High Rock Condominiums LLC, which occupy the block between Lake Avenue and York Street on the east side of High Rock Avenue. This investigation included a Phase 1 Archaeological Survey and a Phase 2-3 Data Recovery. The results of this investigation are drawn upon and cited in several sections of the present report, especially as they aid interpretation of environmental setting and evaluation of evidence of prior disturbance. The archaeological investigation on the east side of High Rock Avenue examined an area of similar size to the parking garage parking site (including the parking lot to be maintained or modified into park area, as well as the parking structure). The Phase 1 investigation found that the area that had been razed, graded, and paved over for parking was too disturbed for intact archaeological sites to occur. An additional 10 test trenches were placed in the area to the north that also had been used as a parking lot, but which had a gravel surface where evidence of foundations was visible at ground surface in one area. Most of these trenches also found extensive evidence of prior disturbance. However, five areas were examined further. While additional evidence of severe disturbance was found in all areas, an area of intact foundations proved to be associated with a late 19th-early 20th century iron-clad tenement building. This foundation was placed in sandy soil that had a Terminus Post Quem (TPQ) date of 1885. This late date is identified by the occurrence of an artifact or artifacts of well-documented periods of manufacture, hence the designation of terminus post quem, the time after which the archaeological context was open for depositional events to occur. This information indicated the approximate time when the fill was deposited to raise the surface above poorly drained soil, i.e., 1885 or later. All soil strata above this sandy soil had similar or later TPQ dates, indicating that this site was used soon after filling. At the iron-clad tenement building, the close proximity of the top of the foundation to the present-day ground surface permitted excavation from the ground surface without the need to remove deep fill with a backhoe. One hand excavated 1x2 meter unit found a layer of fill 10 cm thick over a builder's trench along the foundation wall. The builder's trench contained 6 distinct backfill deposits referred to as Strata 2-7. The TPQ date of the deepest of these (Stratum 7)was 1887. The TPQ of the fill capping the builder's trench was 1888. These dates closely approximate the time when the iron-clad tenement building first appeared on Sanborn Insurance maps: 1896-1900. This clustering of TPQ dates in the late 1880s is indicative of extensive transformative events about this time, which apparently included the built land event as well the construction of the building itself. The other excavation area at the tenement building site was 1x3 meters in size and oriented perpendicular to the foundation. The upper two strata were fill deposits consisting of very dark brown silty sand and crushed stone (Stratum 1) underlain by coal ash (Stratum 2). Their TPQ dates are 1923 and 1920, respectively. Both depositional events occurred above the foundation. Stratum 3 was mottled (i.e., at least somewhat disturbed) dark gray brown and dark yellow brown silty sand found in a thin layer above the foundation that thickened to the west away from the foundation. Its TPQ date is 1920. It may have been a context open during the last stage in the existence of the tenement house. The iron-clad building disappeared from the Sanborn mapping between 1909 and 1926, approximating the ages of the fill layers covering the foundation. Below these, Stratum 4 was coal ash with a TPQ date of 1915. This layer seems certainly contemporary with the occupation of the building. The lowest stratum, Stratum 5, was dark yellow brown silty sand with a TPQ date of 1885. The main importance of the iron-clad tenement site for the present analysis is that its existence outside of a cut-down and paved parking lot provides a contrast with conditions within the proposed parking facility that is the current subject of analysis. Although most of the Hampton Inn-High Rock Condominiums project site was disturbed, the tenement house foundation was relatively well-preserved, probably because the existing grades in this location were suitable for use as a parking lot without cutting the surface down, and because this section of the larger lot was never graded for asphalt paving. Also, it is possible that the large, strong foundation that supported iron-clad walls is an anomaly that was not removed due to the relatively massive scale of construction. 5 The clearest picture of the soil stratigraphy, albeit showing evidence of disturbance, is the area behind a former blacksmith shop near the corner of High Rock and York. The clearly undisturbed level of this site contained a toppled pile of roof slates (some drilled/punctured) lying on top of the basal clay to silty clay soil that underlies local sands. Four soil strata lay above the top of this clay. Immediately on top of the clay was a very dark gray brown silty sand. Although a fill soil (it was deposited above the layer of roof slates) its dark color indicates that it may have been a stable topsoil for a while. Its TPQ date is 1885, indicating that there also was extensive late 19th century activity at this site, leading to soil deposition (the short time frame of decades at most after the slates toppled indicates that this is primarily a fill deposit, rather than the development of a topsoil per se). Above this ca. 1885+ silty sand occurred yellow hard-packed sand with a TPQ of 1855. The reversed TPQ sequence in comparison to the stratigraphic order indicates that this yellow sand was re-deposited. It seems also to have been compressed. It even may have been trucked in from off-site to raise the grade due to wet conditions. Above the hard-packed yellow sand occurred two different soils at the same depth but in different locations. These soils include yellow brown silty sand with an 1860 TPQ (apparently another episode of re- deposition), and dark brown to dark gray silty sand and clay with a TPQ date of 1885 (but most likely deposited sometime after 1885, since the 1885 TPQ also occurs substantially below this stratum). Above this, was a layer of dark yellow brown silty sand with ash and charcoal. Its TPQ is 1891. Fill deposits removed with a backhoe occurred above this. This excavation showed that significant late 19th century activity involved moving soil around here (as well as at the iron-clad tenement site). Its main importance with respect to the present analysis of the proposed parking structure is two-fold: (1) it illustrates the fill nature of the sandy soils above the clays and silts, and (2) it shows that the poorly drained basal clay/silty clay underlying the sandy soil deposits do not contain precontact or historic period artifacts. Summary, East Side of High Rock Ave The Hampton Inn-High Rock Condominiums site across High Rock Avenue from the present report's APE showed a high level of prior disturbance. Areas of good archaeological preservation were encountered in places, but these were places where the ground was not cut down for asphalt-paved parking lot construction. A poorly-drained, clay or silty clay underlay sandy fill soil at the Hampton Inn-High Rock Condominiums site. This silty-clayey soil did not contain precontact period or historic period artifacts. NATIONAL REGISTER OF HISTORIC PLACES SITES The project site is located near the National Register of Historic Places-listed Broadway Historic District, which has an eastern boundary along a part of the west side of Maple Avenue. Photos 2 and 3 show the adjoining east side of the historic district, including the rear view of the City Hall building as well as other structures more distant in the background. The East Side Historic District begins some 74 m (243 ft) to the east. Photos 4-6 look in this direction, but the historic district is rather effectively screened by taller, more modern buildings. Where possible, maps were rectified using GIS software. Historic map coverage is inclusive for the years 1779 to 1954. Not all maps contained useable information, while some, such as the Sanborn insurance maps presented redundant information. The maps that provide 6 information useful for analysis in this report are presented here as figures. The figure numbers are included in Table 4. Spatial distortions in the underlying historic maps may be apparent in comparison to the APE outline once rectified. The Sauthier map predates the permanent settlement of Saratoga Springs. The Burr map typically does not show house locations. These maps are presented to show general information from these periods. The 1793 Saratoga Springs map, the 1813 map of the lands of Walton, the 1879 Cramer and Mott map, and the 1881 Lawrence maps were reviewed, but since they do not show structures within the project site, they were of little use and are not depicted as figures here. On the 1839 map public space is indicated in the project APE where the former Flat Rock Square had been developed around Flat Rock Spring. A slight inflection in the street orientation is associated with this square and Flat Rock Street (no longer existing) north of it. A small structure appears to be oriented diagonal to the street pattern. This may have been a spring house or pavilion. There is no other development within the APE. The 1848 Bevan map shows Flat Rock Spring in the southern part of the APE. To the north is the American Bath House, which fronted on the spring. A small building in the same lot but north of the APE may have been as associated dwelling. The 1856 Geil map shows this area transformed, with the spring not indicated, and 5 structures at various corners and locations within the APE (the American Bath House appears to have been razed). A street crosses through the APE, but seemingly north of the earlier Flat Rock Street. The 1866 Beers atlas shows a similar pattern, although a little more filled in. Importantly, however, this map shows a church in the location later occupied by the African Methodist Episcopal Zion Church. This structure is depicted as oriented roughly parallel to High Rock Avenue, but a little askew, perhaps influenced by the escarpment behind it. A street separated the church from the square formerly around Flat Rock Spring, which had small structures hugging the streets, perhaps avoiding the spring location. The 1876 map shows the Zion Church in the same location with the same orientation. The street has disappeared, and a large building labeled Alberdiek or Albendiek is where its Maple Ave. outlet would have been. Fewer but larger structures occupy the former block to the south. These structures are associated with the name Rawson Merchant, and a label for soap and candle manufacturing. The 1884 map is the first of the Sanborn Insurance maps (which typically contain significant detail). The African-American church is shown in similar size and orientation to the earlier maps. The business to the south appears somewhat expanded, and the soap and candle manufacturing has been replaced by work with skins, hides, and wool. A stylized view of how the project site looked in the late 19th century is shown in the 1888 perspective drawing by Burleigh. In the Burleigh drawing, A.M.E. Zion Church is apparent and oriented perpendicular to High Rock Ave. Its roof is labeled 9 in relation to the key. The detail of the 1889 Sanborn map shows a striking change since 1884: the African- American church is present but now oriented perpendicular to Maple Avenue. Armstead (1999:126) reported that the congregation moved into a new building in 1888, consistent with the history recoded by the Sanborn maps 1884-1889. The old church building or site is marked on the map close to High Rock("Spring")Avenue. The new church building's location close to but perpendicular to Maple Avenue suggests that it may have taken advantage of the escarpment to 8 open on Maple while providing a lower story opening toward High Rock. In 1888 the Church was named Dyer Memorial A. M. E. Zion to recognize the donation from hotel owner Mrs. Benjamin Dyer that allowed the purchase of the new building (Armstead 1999). According to author Myra B. Young Armstead (1999:126) the more recent name, Dyer-Phelps A.M.E. Zion, appears to also recognize a donation ca. 1900 associated with a descendant of philanthropist and abolitionist Anson Green Phelps, who left money to his grandchildren intended for them to spend on evangelical activities. Also in 1889, industrial and commercial buildings continued to be located south of the church, but a large building has been constructed along Lake Ave. toward High Rock. This appears to be labelled Imperial Spring (Imperial Spring was another name for Flat Rock Spring; Swanner 1988:63). The A.M.E. Zion Church continues to be shown in the same location on all subsequent Sanborn Insurance maps, 1900-1954. However, there were subsequent changes to the south, first by 1900, and later there was major change 1950-1954. The complex of buildings to the south changed by about 1900 in that the large building fronting on Lake Ave that appeared on the 1889 map was replaced by several smaller structures sharing common walls on the 1900 map. By the same time (1900) the large building at the corner of Lake and Maple was subdivided for different functions. Small, connected buildings also appeared on the south end of High Rock by 1900, rather filling the available space of earlier decades. Immediately south of the Zion Church there was long-term continuity in the presence of a long, narrow building associated with hide and wool processing. Immediately northeast of the church a 2-story dwelling appeared on the church lot on the 1900 Sanborn map. Although it isn't clear in the labeling of the 1889 map, it is possible that this dwelling was built in the site of the older church. This dwelling also continued on through 1954. It is assumed to be a rectory due to its location; it was a bit askew of the church because it fronted on High Rock, which isn't exactly parallel to Maple Avenue at the Lake Avenue end. Following these developments, the street-scape here changed little if at all from 1900-1950. Despite the long-term continuity of the first half of the 20th century, major change is depicted on later Sanborn maps. Although the Zion Church, the dwelling on its lot, and the structure immediately to the south remain, the hide and wool processing building has been converted into a police station (or police garage by one account), while all of the buildings to the south were removed. In this southern area a new structure appeared. It was small compared to some of the buildings previously on the site. It appears to have been one-story and it was constructed turned at a 45-degree angle to the street pattern. Its "C.B." label indicates that it was a concrete block structure. Although the function of this building was not labeled, it sits in a relatively expansive area from which all the earlier buildings had been razed, suggesting a commercial building with entrances from both Lake and High Rock, plus room for parking. This would seem to be the gas station referred to in a newspaper article obtained during earlier research at the Saratoga Room of the Saratoga Public Library (this report, Appendix C). The clipping is labeled "The Saratogian 1/25/56" in a hand annotation. This date creates a discrepancy with the Sanborn map which is copyrighted 1954 and was contained under a cover with that date. The caption to the photo indicates that negotiations to acquire and raze the buildings at 21-29 Lake Avenue were on-going and expected to conclude soon. The caption noted that the buildings would be demolished to make way for a gas station. The depiction on the Sanborn map believed to date to 1954 is consistent with the razing of this part of the block and the construction of a gas station, although facilities such as gas pumps are not shown. The label "VAC" associated with this building indicates that it was vacant (http://web.mit.edu/thecity/resources/abbreviationsfor sanbornmaps.pdf). This building itself was razed at a later date, probably in association with construction of the present parking lot. PRIOR DISTURBANCE The project site was razed of many buildings during the 1950s and others during urban renewal in the 1970s. Since then a parking lot composed of two parking areas accommodating 9 topography and different periods of razing (1950s v. 1970s) has been constructed within the cleared area. Appropriately captioned photos documenting the extent of prior disturbance are shown in Appendix B. The construction of the parking lot involved leveling the portion along High Rock Ave. back to the escarpment and establishing a grassy steep slope from the sidewalk area along Maple Avenue to the parking lot. This cut area extends south into the present APE to a cut bank planted with grass and small trees that separates 2 sections of the parking lot. The cut bank separating these parking areas is shown in several of the photos in Appendix B, including Photos 7, 8, and 10, where it is in the far or mid-range background, respectively, as well as Photo 12 which shows it lengthwise from High Rock Avenue westward, illustrating the greater depth of the cut to the north (on the right side of the photo), respectively. The cut and landscaped bank along the escarpment is shown on the right side of Photo 8, in the background of Photo 9, in the area to the left of the sidewalk in Photo 10, along the slope bordering the right side of the parking lot in Photo 11, in the background of Photo 12, and in the area to the right of the sidewalk in Photo 14. Although both parking areas were cut down and graded, the northern area was cut deeper. The Dyer-Phelps Zion A.M.E. Church and associated dwelling were in this area, as were the hide and wool rendering facility, and eventually the police station. This area was cut as deep by the razing associated with urban renewal as the parking lot to the north. The extent of disturbance in this continuation of the parking lot has been documented by Curtin (2014) using a similar review of the constructed landscape accommodating the present-day parking facility, as well as a review of soil borings from the part of the project site in this parking lot, as well as conditions encountered in extensive archaeological investigations on the other side of High Rock Ave. (Curtin et al 2006). The parking area to the south contained Flat Rock Spring as well as the changing sequence of commercial buildings that eventually was razed ca. 1950s prior to the construction of the one-story concrete block building (possibly a gas station)that commanded an expansive view of the corner of Lake and High Rock. ARCHAEOLOGICAL SENSITIVITY Prior to constructing buildings in the APE during the 19th century, the low-lying valley of the springs was wet and swampy and therefore probably not attractive for settlement. Archaeological investigation in razed lots on the other side of High Rock Avenue illustrated that generally land-filling was necessary in order to construct dwelling or commercial building sites under these conditions (Curtin et al 2006). Deep fill over bedrock, clay, or periodically flooded surfaces of sand and peat also characterizes the material under the parking lot on the west side of High Rock, where the current project is planned (Curtin 2014). The project APE has been subjected to multiple episodes of prior construction, with earlier structures (such as Bullard's bath house) having been razed for later structures, such as the hide and wool rendering facilities referred to as tanneries in the passage from 1880 quoted earlier in this report. Eventually the street-side along Lake Avenue and adjoining parts of Maple and High Rock became densely packed with commercial structures and occasional dwellings, while the Dyer-Phelps A.M.E. Zion church operated over several decades immediately north of the hide and wool rendering facility (although its structure was replaced in the 1880s). Occupation layers on top of 19th century fill would be considered archaeologically sensitive within the APE if these layers had not been subjected to extensive prior disturbance during periods when the buildings were razed, and the surfaces remade by cutting and grading to create the parking lots. The area north of the grassy slope separating the parking areas has been cut particularly deep. This is where the Dyer-Phelps A.M.E. Zion Church as well as other structures once stood. The area south of the grassy slope is cut less deep in comparison to the 10 area to the north, although it was subject to a similar process of parking lot construction in the 1950s and was razed again subsequently. Taking the extent of prior disturbance into consideration, and the likelihood that archaeological deposits on top of the fill likely have not survived the excavation and bulldozing associated with leveling and constructing the parking lots, the project APE is not considered archaeologically sensitive. PHASE IA SUMMARY AND RECOMMENDATIONS A complete and comprehensive Phase 1A archaeological survey has been conducted. All evidence indicates that the project area has been previously disturbed. It is noted that the north parking area, which has been cut deeper than the south, is planned to remain a parking lot without additional construction. It is also noted that the south parking area will be converted into a park. As a result of prior disturbance and limited or no anticipated additional disturbance, no further archaeological investigation is recommended. Although no further archaeological investigation in recommended, the present APE was once the site of places important in the history of Saratoga Springs. These are Flat Rock Spring and the 19th-early 20th century site of the Dyer-Phelps A.M.E. Zion Church. It is therefore recommended that, if it is consistent with the design and intended use of park and greenspace associated with this project, historic markers should be erected to commemorate these sites and provide information about them. The historic markers should be in reasonably close proximity to the actual sites of the spring and the church, in places where they would be readily encountered by pedestrians. 11 REFERENCES Armstead, Myra B.
