Project Name Final Draft of the Unified Development Ordinance (UDO) Project Number 20210472 Project Address xxxx Comments Dear Planning Board Members: The comments below represent an update to my earlier com- ments (5/27/21) concerning Article 9.4 of the current UDO draft that address the issue of exterior lighting. Please review them as you move forward in your advisory capacity. 1) A recent article in the BBC addresses the dangers that artifi- cial lighting presents to the natural world. It comports with what the 2020 Natural Resources Inventory from the Open Space Advisory Committee has found (Ch. 10: Dark Skies). It is sober- ing. I would urge you to read it and to keep in mind the effects of outdoor lighting on the natural environment. BBC, 7/19/21: "The argument for switching off lights at night" "It is estimated that between 100 million and one billion birds die every year from flying into buildings in the US, with artificial lights thought to play a major role in the death toll. But the ef- fects of light pollution on the natural world is thought to be far greater still." https://www.bbc.com/future/article/20210719-why_l iig ht-poll u- tion-is-harming-our-wildlife 2) I agree with the Design Review Commission that 1 foot-can- dle at any property line is far too excessive (9: Section 12.4.E). 3) While I agree with the DRC that color temperature should be carefully considered (10. Section 12.4E), but the upper level they recommend (3500 Kelvin) is still too high. Best practices are more like 2700K ... as I believe are currently being used in the newer street lights here in Saratoga Springs. Thank you for your attention to this updated information.
