Phila Street is every bit as culturally important to the history of Saratoga Springs as Broadway, Union Avenue or Franklin Square. It represents an important component of the city's history. The owner of the two above buildings purchased them with the knowledge of their condition and their location within designated historic districts. Any attempts to justify de- molition due to their current condition should be denied. It is a self imposed hardship which the owner was aware of and could have rectified.
