20200809 Simpson Request for Demolition- 65 Phila Street Plans Supplemental Information for 65 and 69 Phila St. "Good Faith" efforts to seek alternatives that preserve the structures: 1. 69 Phila as a 3 Unit apartment house. By creating 3 units the project would eventually become profitable. This plan was interrupted when a tree damaged the rear of the building and the city directed the affected area be demolished thereby cutting the square footage to where a three unit was not longer feasible. Before this plan could be reworked, 65 Phila came up for sale. 2. During discussions with the City we were advised that demolition of 65 and 69 would not occur with out opposition from City Commissions and Foundations. Working closely with the City Planner a plan was developed to restore the current truncated footprints of 65 and 69 Phila, perhaps add garages, and construct a third structure located to the rear of the greenspace between the two structures, essentially creating 67 Phila St. This plan was not approved. 3. A third plan did call for the demolition of the two existing structures, combining the Iots and the construction of a single family residence of a larger scale more in keeping with the adjacent properties. An obvious alternative to this would be a single structure with multiple units, either Condo type or apartments. This was not pursued as it called for removal of 65 and 69 Phila. Efforts to find a purchaser: 1. Attached are Showing Time logs and MLS Listing Activity Reports for both 65 and 69 Phila. The vast majority of people on the list were seeking to restore the properties, either one or both. This effort has resulted in only one bona fide offer to date that was ultimately not closed due to purchaser requesting owner financing. 2. There have been several verbal "standing"offers from well respected home builders in town but these all contained contingencies that included the demolition of the existing structures. Adaptation of structures for other permitted use: 1. Phila Street is a narrow, one way street with parking on both sides. There are few buildings on the block between Henry and Circular with off street parking access. This factors heavily on alternative permitted uses. 2. 65 and 69 are too small and there is not enough parking available in the vicinity to create a private school. 3. While 65 and 69 Phila have been affiliated with religious organizations, they were sold by these because they no longer satisfied their requirements) 4. While a bed and Breakfast or rooming house are permitted with a Special Use Permits,the structures are not large enough and there is not enough parking available to make these uses profitable. 5. Senior housing and assisted senior care also run into the same issues, they cannot be make large enough to accommodate sufficient clientele and there is not enough parking to make these uses profitable. Earning a reasonable return: 1. Attached please find: A. Estimates for the restoration of 65 and 69 Phila Street. B. Basic square foot estimates for new construction of 2,200 square foot houses,ranging from basic entry level construction to semi custom with historical finishes and details. C. Competitive Market Analysis' of similar properties. 2. As can be seen from the estimates and Competitive Market.Analysis', it is unlikely that 65 and 69 Phila will ever be able to achieve a reasonable rate of return,whether they are restored or demolished.
