It is critical to mention that all this information verifies our good faith efforts in describing the existing conditions, and most importantly the attempt to salvage what we can and is reasonable of the existing structure at 206 Nelson Avenue. Our primary priority (as our professional responsibility) is the safety of the structure; not just to the Owner but also the neighbors and the City. We do not agree leaving the site and structure exposed for any extended period is to the benefit of the existing structure, so we appreciate any effort to expedite the process. It is important to understand what has transpired to date, thus I have put together a timeline. The current construction is consistent with the Building permit drawings (approved by the building department on September 30, 2020), and most recently in a letter dated 1/15/2020. Apparently, this letter was not forwarded to you (as I was unaware that Brad Birge was no longer working for the City.) At this point, we propose to keep the proposed roof consistent with the height that was the original roof. The plate height will not increase, (yet will need to be replaced and leveled.) We greatly appreciate your consideration to our request to expedite the process as much as possible—as the site is currently exposed to the elements. Susan L. Project was not presented to the DRC due to concerns over total demolition. It was not known that the building was listed as a contributing building to the National Register of Historic Places(along with 340 other properties) until the SSPF was contacted by SD Atelier. January 2020 Revised Submission was submitted and presented as a "sketch discussion" April 2020 Revised submission to DRC submitted.As there was water damage, client is requesting to be placed on a May meeting. (or as soon as feasible during this time with COVID-19) May 2020 Project Received DRC approval for mass and scale—and authorized to proceed with Building permit July 2020 Submission made to the City for a building/demolition permit September 2020 SD Atelier answered questions from building department and revised set of construction documents was issued to the buiding deparment. It was made clear that new addition would be in compliance with zoning. The existing roof suffered water damage and thus new structural roof members were specified for the existing roof. The permit set was approved. September 2020 Construction commences November 2020 SD Atelier addressed concern over foundation and proximity property line to north neighbor side. January 15,2020 SD Atelier sent e-mail to city expressing concern over existing roof and need to replace due to structural deficiencies.There was no response. January 26, 2020 Contractor is told to stop work on the project until DRC Approval. SD Atelier reached out to the city for explanation.John Barney sent e-mail stating DRC approval will be required, and if there is an increase in height to the roof, zoning would be required as well. SD Atelier reaches out to the city for clarification,especially considering that the permit set had called new roof framing. No mention was made for zoning approval at the time of permit review. The project was initially approved with the intent to retain as much of the original house as feasible-with the new addition to be designed to integrate and tie into the existing house. At this stage, the new addition is under construction and it is apparent that the existing roof structure has serious structural issues. In some locations, it is inadequate, under-sized and deficient to current building codes. It is rough sawn 2 x 6's rafters that are structurally inadequate. The existing walls are rough sawn lumber 4 inches out of plumb on the north side and the west side with the siding is acting as the sheathing. The stud walls are cut and butchered beyond salvaging. Our solution is to raise the plate height slightly from 6'-1" to 6'-S" and replace the existing roof rafters with a size (2 x 8) that will provide sufficient strength to the roof. In addition, it will allow for the proposed bedrooms to have an 8'-0" ceiling height with a slight slope down to the 6'-S" plate height. (as per the minimum ceiling height as required by code.) The historic returns on the gable ends will be replicated and the original walls will remain. Overall, this will not impact the overall size and aesthetic that was approved by the DRC. There have been significant attempts to retain the original foundation and walls as required, however the existing roof does not meet today's current codes and will not allow for appropriate headroom. We are bringing this to your attention at this stage so that it meets with your approval and will not raise questions or concerns in the future. Reference# 82001267.) There are no photos or supporting documentation for 206 Nelson Avenue.We have reached out to the Saratoga Springs Preservation Foundation,the Library and SHPO for additional documentation and original photos, however the only information is the house is indicated on a Sanborn Map dating back to 1900. In consideration of this,we are proposing to retain the front portion of the residence. (as indicated above.)and remove the rear portion.The rear portion has undergone interior renovations and modifications over time and does not have any original architectural features that are significant.
