DESIGN GUIDELINES: The Design Review Commission will evaluate whether the proposed action (construction, alteration or demolition) is compatible with existing structures and surrounding properties using the following criteria: • Height— consistent with historic form and context of site and surrounding properties • Scale— relationship of structure and its architectural elements to human size, form, perception • Proportion — relationship among building elements including front facade, windows, and doors • Rhythm— pattern resulting from repeating building elements such as door/window openings, columns, arches, and other facade elements • Directional Expression — compatibility with horizontal &vertical expression of surrounding structures • Massing & Open Space— relationship of structure to open space between it and adjoining buildings • Setback—compatibility with surrounding structures • Compatibility of the following with surrounding structures/properties: - Major building elements (storefronts, doors, windows, roof) - Building materials - Color— (in non-residential zoning districts only) 5. DECISIONS: The Design Review Commission may approve, approve with conditions, or disapprove an application. The DRC may impose appropriate conditions and safeguards in connection with its approval including nature/quality of materials, manner of construction, and design. An applicant may appeal a denied DRC application on the grounds of hardship. Application approvals shall expire within 18 months of approval unless the project has sufficiently commenced (i.e. building/demolition permits obtained and construction/alteration begun). Design Guidelines: The new pool/cottage will be subordinate to the main house and will be similar in construction as to color, building materials and a reduced proportionate scale. The proposed new construction of 1,536 sq. ft. is 146 sq. ft. larger than the previous pool cottage. The new pool/cottage is approximately 36% smaller in overall square footage than the main house. The height of the new structure is the same as the main house however, the grade of the new construction is 2 feet lower. The proportional relationship among building elements will be similar to the main house. There is a definite pattern from repeating the building elements of the main house in the use of the same double hung Andersen awning windows and sliding casement windows as seen on the South Elevation drawings. The west elevation illustrates two French doors (Andersen) flanking a two-way Rumford fireplace. The design for the chimney will be scaled to the dimensions of the cottage. http://www.rumford.com/backtoback.html The east elevation will have a covered passage door and an overhead garage door. The same color 50yr architectural shingles and ice and water barrier will be used and snow slides will be incorporated on the overhang portion of the gable roof and over the total of the overhanging porch on the west face of the cottage. The proposed cottage is compatible with the horizontal and vertical expression of the surrounding structures. The exterior building elements will be the same as the main house as a wood framed structure with grey stucco siding and white cedar shakes on the gable ends and extended portion of the garage. The pitch of the new pool/cottage roof facilitates the space for the loft and a cathedral ceiling in the great room. The gambrel roof on my neighbor's house and garage is larger in size and scale compared to the proposed structure, (See Photos.) There is 90' between the main house and the new cottage and 78' to the existing garage/shed. The new pool house/cottage will be in keeping with the character of the existing neighborhood. The view of the new construction will be obstructed from Rt. 9-P due to the significant elevation change and large number of trees. The North side property line setback will be increased from 8ft. to 15ft and the Northwest portion of the North fence will be move to align with the surveyed property line.
