Re: SCPB Referral Review# 19-101 - Site Plan Review - Larkin Hospitality (VT)
Demolition of existing structure and construction of a new 4-story hotel with 120
room accommodations and 126 parking spaces (66 surface, 60 below grade) on 1.4
acres/3 parcels in city's T-5 District.
Location: South Broadway (US Route 9), east side, south of Lincoln Avenue, adjacent
to Todd Street and Gurtler Lane
Received from the City of Saratoga Springs Planning Board on February 6, 2020.
Reviewed by the Saratoga County Planning Board on February 20, 2020.
Decision: Approve
Comment:
The site location is that of the previous Turf and Spa Motel of 43 units. The SCPB
previously reviewed a similar application in July, 2016 (#16-135) and approved both
the application for a SUP and Site Plan Review. That project, however, which involved
a hotel with 50,000 s.f. on 5 stories with 89 rooms and 93 parking spaces, did not
proceed to approval. The current plan, submitted by a new applicant was reviewed in
June, 2019 for a permanent SUP, with site plan review and a lot line adjustment now
following.
As regards the city's review standards for a special use permit, we then noted our
primary concern relative to site design to be impacts of use on vehicular congestion
and parking. We understand that the city and the applicant have worked together
regarding the Lincoln Avenue access to Gurtler Lane along with a design to close off
the alley access from Lincoln that is presently used for access to parking for the
Thirsty Owl.
We previously advised that the city planning board should consider with the applicant
aspects of streetscaping amenities such as street trees, site lighting,
sidewalks/pedestrian connections, and provision or access to the CDTA bus route.

The site's stormwater will be collected to an underground detention area and then
connected to the city system.
