Cover Sheet 2. Layout Plan 3. Existing Conditions and Removals Plan 4. Proposed Utility Easement Plan 5. Grading Plan North 6. Grading Plan South 7. Utility Plan North 8. Utility Plan South 9. (New York) Chazen Engineering Consultants, LLC(Tennessee) Susan Barden,AICP Regatta View, 7th Submittal March 27,2020 Page 2 of 3 The numbers correspond to our previous review letter dated February 17, 2020. Items that have been satisfactorily addressed are not repeated. New comments are presented in bold: Subdivision Plans 8. The grading plan has been modified from what was shown on the site plans last reviewed by our office, dated May 15, 2019. The locations, sizes, and number of underground infiltration practices have also been modified. However, an updated SWPPP has not been provided so we can't confirm that it still meets the NYSDEC SWMDM requirements. Please provide the updated SWPPP reflecting all the changes noted. An updated SWPPP has been provided (note that a revised SWPPP was submitted directly to Chazen by email on March 27, 2020). The following new comments are noted: a. The WQU inverts in the HydroCAD model appear to be inconsistent with the plans; please check all inverts for consistency and revise as necessary. b. The applicant has indicated that the SWPPP revisions from the approved version will be handled as revisions rather than seeking approval on a new SWPPP. The title of the SWPPP should be revised to"SWPPP Amendment-1". A brief narrative summarizing the SWPPP modifications and indicating that the accompanying SWPPP, entitled SWPPP Amendment -1 replaces in its entirety the original SWPPP. The Amended SWPPP must be maintained with the Site Log Book. c. A hard copy of the final SWPPP Amendment must be submitted to the City for the record. 13. Al Flick with the City of Saratoga Springs has also provided technical comments for the applicant to address which are listed below: a. Sheet 2-Note#1 states the HOA not responsible for snow/ice removal from multi-use path. Confirm NYSDOT is in agreement since path lies in their ROW? Per correspondence with the City (Al Flick)on March 4, 2020, the City is opposed to making an exception to its code requirements for seasonal maintenance and long-term repair of the path. The applicant has indicated that Note 1 on Sheet 2 will be removed. b. Sheet 2-Landscape median at entrance from Dyer Switch Road calls out mountable curbing. Provide appropriate detail to construct. The applicant has provided a mountable curb detail. The detail should be updated for consistency with the City's typical standard curb detail to the extent possible (e.g., match subbase and subgrade compaction requirements, require 6"subbase under concrete, etc.). d. Sheet 4 - The City has agreed to allow storm water management practices to be installed in Dutchman Way ROW. The HOA will own/maintain these practices. Since street will be publicly dedicated, easements from the City to the HOA need to be identified on the plan as are sewer and sidewalk easements. The applicant has indicated a Utility Easement from the City to the HOA and SCSD#1 on Sheet 4. Notation indicating the extent of this easement should be added to the plans. Draft easement documents should be submitted to the City for review when available. h. Sheet 12-Detail 1 to specify non-shrink grout instead of mortar at pipe penetrations and beneath frame. Susan Barden,AICP Regatta View, 7th Submittal March 27,2020 Page 3 of 3 Detail 1 on Sheet 12 has been updated to indicate non-shrink grout at the frame and cover, but the pipe penetration still indicates mortar. Please revise. All our comments have been addressed to our satisfaction and we feel that an additional review by our office is not required. If acceptable to the City, the outstanding items described above can be satisfied through a final submission to the City Engineering and Planning Departments.
