I. E�IGIBI�ITY:An applicant to the Design Review Commission for Architectural Review or Historic Review
must be the property owner(s) or lessee, or ha�e an option to lease or purchase the property in question.

complete. The DRC will only consider properly completed applications that contain 1 oriqinal and 1

Note—Ordinary maintenance or repair that does not involve a change in material, design or outer appearance
is exempt from Historic or Architectural Review.

4. DESIGN GUIDELINES:
The Design Review Commission will evaluate whether the proposed action (construction, alteration or
demolition) is compatible with existing structures and surrounding properties using the following criteria:
• Height—consistent with historic form and context of site and surrounding properties
• Scale— relationship of structure and its architectural elements to human size, form, perception
• Proportion— relationship among building elements including front fa�ade, windows, and doors
• Rhythm — pattern resulting from repeating building elements such as door/window openings, columns,
arches, and other fa�ade elements
• Directional Expression—compatibility with horizontal &vertical expression of surrounding structures
• Massing &Open Space— relationship of structure to open space between it and adjoining buildings
• Setback—compatibility with surrounding structures
• Compatibility of the following with surrounding structures/properties:
- Major building elements (storefronts, doors, windows, roo�
- Building materials
- Color— (in non-residential zoning districts only)
5. DECISIONs:The Design Review Commission may approve, approve with conditions, or disapprove an
application. The DRC may impose appropriate conditions and safeguards in connection with its approval
including nature/quality of materials, manner of construction, and design. An applicant may appeal a denied
DRC application on the grounds of hardship.
Application approvals shall expire within I 8 months of approval unless the project has sufficiently commenced
(i.e. building/demolition permits obtained and construction/alteration begun). Applicants may request up to 2
extensions if requested before expiration date of prior approval.

7. APP�ICATION FEE: Make checks payable to the "Commissioner of Finance" and attach to top of original
application. Fees are non-refundable.

Proiect Narrative:
The house at 206 Nelson Avenue is modest in size (footprint of 1,420 sf) and is listed on the National
Register of Historic Places as a contributing building to the East Side district(along with 385 other
properties. Reference#82001267.)
There are no photos or supporting documentation for 206 Nelson Avenue.We have reached out to the
Saratoga Springs Preservation Foundation,the Library and SHPO for additional documentation and
original photos, however the only information is the house is indicated on a Sanborn Map dating back to
1900.
In consideration of this, we are proposing to retain the front portion of the residence. (as indicated
above.) and remove the rear portion.The rear portion has undergone interior renovations and
modifications over time and does not have any original architectural features that are significant. The
stone foundation is located under the front portion of the home.The rear portion has a concrete
masonry unit foundation and crawl space.

Rear Portion to be removed.
The exterior of the house is clad in vinyl with vinyl window replacement windows. In addition,the power
lines are extending over the lot and currently sagging below required standards.
Currently,the house is 8"from the north property line,thus it is not compliant with current Zoning
setbacks nor does it comply with distance requirements for the Building Code.

The floors indicate significant settling that has occurred.The current ceiling height is less than 7'-6", so
less than code requirements for today's standards.
This poses some challenges as the original house is quite small and low in ceiling height and has
structural sagging. Currently the first floor has only a 7 foot ceiling height which is not code compliant
for habitable spaces.

DRC Process to Date
October 2019—Original submission was made to DRC for total demolition.
Project was not presented to the DRC due to concerns over total demolition.
January 2020—Revised Submission was submitted and presented as a "sketch discussion"
April 2020 - Revised submission to DRC submitted. As there is water damage and a need to move the
project, client is requesting to be placed on a May meeting. (or as soon as feasible
during this time with COVID-19)
