The project site consists of one parcel having a total area of approximately 0.574 acres. The site is occupied by an existing 7,500 square foot building and parking area. The tax map number for the parcel is 165.14-1-41. The parcel is in the T-5 Neighborhood Center Transect Zone as zoned by the City of Saratoga Springs. The T-5 Neighborhood Center Zone permits all uses with a site plan and a special use permit approval from the City of Saratoga Springs. The applicant for the project is Marijo English, 22 Moore Avenue, Saratoga Springs, NY 12866. EXISTING CONDITIONS The 0.574-acre parcel is currently occupied by an existing 7,500 square foot single story building, a small accessory shed and asphalt paved driveway and unstriped parking lot. The vacant building was most recently used for the Bath Expressions Showroom at Security Supply Plumbing and Heating. "'w, iiN ... .,W i1 yT � - . w -„, r kw ,�,_ . t.,,,,b wr PROPOSED CONDITIONS The applicant is proposing to lease the existing 7,500 square foot building for a new retail business specializing in the sale of dog food, supplies and services called Chow Bella.The interior only of the building is being modified to accommodate the new use. No exterior or site improvements are proposed other than striping the parking lot to better delineate the parking spaces. Although the building already offers a perfect layout, the proposed interior renovations include retrofitting a retail area for the sale of dog food and supplies, an administrative office, dog grooming salon, several self-wash stations, dog training area and a café wine bar that would serve as a waiting area. In addition to using the space 50 West Avenue Site Plan 3/20/2020 Project Narrative Page 2 for training, two areas will be designated for dog play areas to accommodate large and small dogs separately. The primary intent of the retail business is to offer premium dog food, treats and accessories. In order to promote the retail business, the owner intends to provide the other unique services to create a very inviting social environment. The hope is to set the business apart from other big-box competitors by creating a dog- friendly atmosphere for the Saratoga Springs community. The result of attracting local customers and these mixed uses is to capitalize on bringing people to the business for multiple purposes and create "walk-up" business. The expectation is this will result in a parking scenario that generates a decreased need for parking at the site than that typically expected for a retail use. Pursuant to the City Zoning Ordinance, Section 6.2.6 Off Street Parking Schedule,for a retail use required parking is based on 1 space per 300 square feet of sales area plus 1 per 2 employees. The proposed interior renovations will create a retail area approximately 2,200 square feet. Based upon this, the required parking would be 2,200 sf X 1 space/300sf=7.3 spaces; rounded up to 8 spaces. A maximum of 2 employees are expected at a given time, thus adding 1 space. The total spaces for the retail use would be 9 spaces. Code Section 6.2.3 indicates that in instances of multiple uses,the required off-street parking calculation shall include the minimum standards that apply to each use. An Eating and Drinking Establishment is the closest thing in the code for the café area and 1 space per 4 seats plus 1 per 2 employees is required. In our case, the floor plan shows 10 seats in the café area and the 2 employees max would cover this area. Therefore,the café area would require an additional 2.5 spaces; rounded to 3 spaces. The code has no use like the proposed dog park/play area use that makes up the balance of the building area. As stated previously, the dog park use is proposed as a unique accessory to the retail use as a means of differentiating the business from other competitors. As a result, it is not expected that it will generate additional parking needs. Per the code, we estimate the required parking will be 12 spaces. Based on the applicant's research and expectations, the 13 parking spaces proposed on the site will be adequate to meet the needs of the business. Preliminary Sewer and Water Plans The building has existing water and sewer service connections which will be adequate to meet the needs of the proposed business. Stormwater Management The amount of impervious area (building and paving) that exists on the site will not be changed so there will be no impact to stormwater and no improvements are proposed for this tenant change. SUMMARY It is our respectful opinion that the proposed new use proposed for this vacant property will uphold the City's vision by working with existing land features, employing the zoning guidelines and providing a desirable new business in the City of Saratoga Springs. The applicant and the applicant's engineer look forward to working with the City of Saratoga Springs to advance the site plan and special use permit approvals for this tenant change project.
