The Foundation dc�es s�ot object to the demolition of the existing structure because it lacks architectural or historic significanee. While the site is located in an Arcl�itectural Review,the New Construction FIistoric District Design Guidelin�s should be considered. New Buildings: • Architectura] styles for new construction should reflect and represent tlae periad in whicl� it�as built. The style of ne�v construction should be co�npatible wi[h surrounding buildings buC should not give the false €mpression of being historic. Construction methods and materials can differentiate new constr�ctiw� from histaric structures. • Tl�e placement 3nd onentatic�n of ne���buildings should be consistent wiEh neighbonng buildings. Maint�inir�g a consistent streetscape and fa4ade setback is recommended. • Building inass sh�uld he appropriate to the size of the lot. A large lot can �enera�ly accommodate a larger structure, while a small stn�cture is more appropriate for a smaller lot. • Building height and scale should be consistent wit�i the existing streetscape and neighborin�building patterns. Historic streetseape often have a variation an buildirsg scale and massing that cc�ntnbute to the visual interest and unique historic character of the street. Variation is prottroted. but extr�rne difference shauld be avoided. • Bu'sldings wit17 large, uninterrupted massing shauld be broken into smaller visual components consistent with nexghborinb buildiizgs. • Rooflines and shapes sh�uld be consistent with surrounding historic struc�ures. • New construction window�s and doors should complement the window and door size, patter��s and rhythm of neighboring historie buildin�s. • Fa�ade rhythm shauld �naintain the vert�cal ar horizontal emphasis that is prevalent on the street. • Porc]}es are a significant architectural feature and typical of residences in Saratoga Springs. Hcight The Commission sha71 consid�r whether the hei�ht of the proposed structure is coanpatible with the historic fonn and context of tlte site and nei�hbonng prc�pezties and any specific zonine district inten#. B. Scale The Cc�mmission shall cc�nsider whether the scale of the proposed structure is io�n}�atib�e with the rel�tianship of the building and its architecturat elements to neighhoring structures a�ie�cominunity character. D. Praportion The Comin�ssion shall consid�r whether the proposed structure and its architectural eie�nents, including fror�t facades,windc�ws, doors and bays, are consistent with the dnminant propartion of neight�oring structures and site. F. Architectural Rhyrh�n The Canunission shal] consider whether the architectural, rhythmic pattern resulting fram repeated ele�nents such as wEndow and door openings,calumns,a�rches,and other fa�ade elements is cansist�nt with tl�e sub}ect structure�nd consistent�vith neighboring stnictures. J. Materials Materials used in new construction shall be compatible with those traditionally used in the neighbonng area. Gonteinparary mater�als are aceeptable prov-ided that the overall texture, colnrs and details of the bui]ding are ca�npatible with nei�l�boring buildangs. K. Colors Colors used in new construction sha1I be c�ompatible r��ith neighbonn�buildings. The proposed structure takes cues from the�raftsi�an architectural style, papular bet�yeen i 910 and 1930. The identifying features of this sEyle include: a low-pitched roof with wide nnenclosed eaves overhang; exposed roof rafters, decorative beams or braces u��der the �ables,partia] or fuil-width porch with roof supported with tapered columns. T�ie Foundation daes not ohject to the praposed strucTure,but has concerns about tEae prnportion and treatment of the f'ront�able; the baiustrade, columns and gable nf th�fi-ont porch; and the winclaw fenestration af the east and west elevatians.
