RE: t73 Lake Avenue—Demolition and Nefr Cnstruction
Dear Tanie:
The Saratoga Spzings Freservation Faundation revicEved t}e applieatin for the demolition of
existing stn€cture and construction of a two-stary, two-family residence at 173 Lake Avenue.
The Foundation dces sot object to the demolition of the existing structure because it lacks
architectural or historic significanee.
While the site is located in an Arclitectural Review, the New Construction FIistoric District
Design Guidelins should be considered.
New Buildings:
• Architectura] styles for new construction should reflect and represent tlae periad in
whicl itas built. The style of nev construction should be conpatible wi[h
surrounding buildings buC should not give the false €mpression of being historic.
Construction methods and materials can differentiate new constrctiw from histaric
structures.
• Tle placement 3nd onentaticn of nebuildings should be consistent wiEh
neighbonng buildings. Maintinirg a consistent streetscape and fa4ade setback is
recommended.
• Building inass shuld he appropriate to the size of the lot. A large lot can eneraly
accommodate a larger structure, while a small stncture is more appropriate for a
smaller lot.
• Building height and scale should be consistent witi the existing streetscape and
neighborinbuilding patterns. Historic streetseape often have a variation an buildirsg
scale and massing that ccntnbute to the visual interest and unique historic character
of the street. Variation is prottroted. but extrrne difference shauld be avoided.
• Bu'sldings wit17 large, uninterrupted massing shauld be broken into smaller visual
components consistent with nexghborinb buildiizgs.
• Rooflines and shapes shuld be consistent with surrounding historic strucures.
• New construction windows and doors should complement the window and door size,
patters and rhythm of neighboring historie buildins.
• Faade rhythm shauld naintain the vertcal ar horizontal emphasis that is prevalent
on the street.
• Porc]}es are a significant architectural feature and typical of residences in Saratoga
Springs. Porches appropriate to the mass and sele af the buildin; are encauraged in
new construction.
• Primary entrances ta the building should orient to the street and be wel] designated.

• Ne«construction materialshould be comparible w°ith ard cornplement the
surrounding histonc buildins. Contemporary materials may be used provided they
do not negat'rvely impact historic character of the neihboring buidings. T'he use of
vinyl is discauraged.
Under 7.5,5 Desin Considcrations of the City of Saratoga Springs Histonc Review
Ordittance for Architecrural Reviev,:

faade elements is cansistnt with tle sub}ect structurend consistentvith neighboring
stnictures.
J. Materials

buildangs.
K. Colors

The proposed structure takes cues from theraftsian architectural style, papular betyeen
i 910 and 1930. The identifying features of this sEyle include: a low-pitched roof with wide
nnenclosed eaves overhang; exposed roof rafters, decorative beams or braces uder the
ables, partia] or fuil-width porch with roof supported with tapered columns.
Tie Foundation daes not ohject to the praposed strucTure, but has concerns about tEae
prnportion and treatment of the f'rontable; the baiustrade, columns and gable nf thfi-ont
porch; and the winclaw fenestration af the east and west elevatians. Lastty, while not
adcfressec in the application, the historic brick sidewalk cn Lake Avenue should be presened.
Thank yau in advance far your though[1ul consideration.
Sincerely,
