Cover Sheet 2. Layout Plan 3. Existing Conditions and Removals Plan 4. Proposed Utility Easement Plan 5. Grading Plan North 6. Grading Plan South 7. Utility Plan North 8. Utility Plan South 9. Water and Sanitary Details Following are our observations/comments: As the project has previously been reviewed for site plan approval and is now being reviewed for subdivision approval,the numbers in this letter do not correspond with the numbering in our previous review letters. Appendix H, Item 2.H.1 of the City's subdivision regulations notes that"the owner shall offer to the City"Class A Type Usable Land" equal in size to at least 10%of the owner's subdivided tract. In lieu of offering Class A land, the owner may be able to offer Type B land or pay a recreational fee.The applicant is not proposing to offer recreational land and has indicated intent to pay recreational fees pending discussion of a fee credit in exchange for the long-term maintenance of the Route 9P Seasonal Use Pathway.The City should determine an acceptable approach for meeting this requirement of the subdivision regulations, and Chazen has no further technical comments regarding this matter. Subdivision Plans 2. The final Subdivision Plat must be signed and sealed by a Professional Engineer or Licensed Land Surveyor in accordance with the City's subdivision regulations. Please provide. 3. The phone number for the Owner must be included on the subdivision plans in accordance with the City's subdivision regulations. Please provide. 4. Appendix H, Item 2.F.8.f of the City's subdivision regulations states that the minimum length for vertical curves required where there is a change in grade exceeding 1% is 100 feet.Three of the four vertical curves proposed for Dartmouth Way do not meet the minimum length requirement. Please revise. 5. Appendix H, Item 2.F.8.g of the City's subdivision regulations state that if the road grade is less than 1%(note station 3+50 to station 6+70 is less than 1%)the road cross section slope shall be increased per the City's standards. Since there is no notation on the plans or details, please indicate how this requirement is met. 6. The City should note that the sidewalk and pedestrian path locations shown in the subdivision application have been revised from the locations shown in the site plans last reviewed by our office, dated May 15, 2019. 7. Please clarify what is planned for the proposed pedestrian path where it crosses Regatta View Drive— the drawings show a hatch reflecting the removal of asphalt and repaving using the standard detail for the path provided on Sheet 2. We assume only a cross walk will be painted at this location and ADA ramps installed. 8. The grading plan has been modified from what was shown on the site plans last reviewed by our office, dated May 15, 2019.The locations, sizes, and number of underground infiltration practices have also been modified. However, an updated SWPPP has not been provided so we can't confirm that it still meets the NYSDEC SWMDM requirements. Please provide the updated SWPPP reflecting all the changes noted. 9. The SWPPP should be updated to reflect GP-0-20-001 which became effective January 29, 2020. Susan Barden,AICP Regatta View, 6th Submittal February 17, 2020 Page 3 of 3 10. The City should note that the landscaping plan has been modified from what was shown on the site plans last reviewed by our office, dated May 15, 2019. Specifically,the number of trees has been reduced. 11. The subdivision plans are lacking a pavement termination and sawcut detail.This detail was provided on the site plans last reviewed by our office. Please provide. 12. The Sanitary Manhole detail provided on Sheet 16 of the subdivision plans is not the City's standard manhole detail which was provided on the site plans last reviewed by our office. Please provide. 13. Al Flick with the City of Saratoga Springs has also provided technical comments for the applicant to address which are listed below: a. Sheet 2-Note#1 states the HOA not responsible for snow/ice removal from multi-use path. Confirm NYSDOT is in agreement since path lies in their ROW? b. Sheet 2-Landscape median at entrance from Dyer Switch Road calls out mountable curbing. Provide appropriate detail to construct. c. Sheet 3-Include note stating limits of clearing to be delineated in the field in accordance with the City's no-cut buffer policy. d. Sheet 4- The City has agreed to allow storm water management practices to be installed in Dutchman Way ROW. The HOA will own/maintain these practices. Since street will be publicly dedicated, easements from the City to the HOA need to be identified on the plan as are sewer and sidewalk easements. e. Sheet 7&8-Additional water valve shown at north and south end of Dutchman Way. Tapping valves to remain, remove other proposed valves. f. Sheet 8-Locate water main away from curb similar to northern half of Dutchman Way to avoid impact to curb from future repairs/maintenance. g. Sheet 8-Relocate WQU for SMA#2 into road to eliminate manhole covers in sidewalk. h. Sheet 12-Detail 1 to specify non-shrink grout instead of mortar at pipe penetrations and beneath frame. In order to expedite and simplify the review of revised materials we would appreciate if the next submission be accompanied by a response letter that describes the revised materials and how our comments were/were not integrated.
