Project Description The project includes the demolition of the existing parking lot and redevelopment of the site to include a 6-story multi-use building. The building will be a mixture of a hotel and restaurant. II. Existing Water and Sanitary Sewer Utilities Municipal water service is provided in the vicinity of the project site by the City of Saratoga Springs. A 10-inch diameter water main is located in Federal Street and a 10-inch diameter water main in Washington Street. A hydrant flow test was conducted at hydrants along Washington Street to evaluate existing system conditions. The results of the pressure and fire flow testing are summarized below: Static Pressure Residual Pressure Expected Flow at 20 psi Washington Street 82 psi 79 psi 3,336 gpm Municipal sanitary sewer service is available from the City of Saratoga via a 12” sanitary sewer main in Washington Street, adjacent to the project site. The sewer main runs east on Washington Street, eventually discharging to the Saratoga County Sewer District pump station at the intersection of High Rock Avenue and Warren Street. Ultimately the wastewater flows for conveyance and treatment at SCSD’s wastewater treatment plant in Mechanicville. III. Projected Water and Wastewater Flows Anticipated wastewater flows for the project were calculated based on design flows for hotel and restaurant space. Hotel Units (90 units) (110 gpd/unit) 9,900 gpd Restaurant (139 seats) (35 gpd/seat) 4,865 gpd Total 14,765 gpd Average daily flow for wastewater is estimated to be 10.3 gallons per minute (gpm) based on a 24-hour day. Estimated peak hourly flow is 42.7 gpm (4.15 x average).2 Average daily demand for water is estimated to be approximately equal to the wastewater flow or 10.3 gpm. We offer the following summary of the estimated water demands for the project: • Average Day Demand is 10.3 gallons per minute (GPM) over the 24-hour period. • Max Day Demand is 20.6 gallons per minute (GPM) based on twice the average. • Peak Hourly Flow is 42.7 gallons per minute (GPM) based on 4.15 times the average. IV. Proposed Water and Wastewater Utilities Proposed Water Utilities To service the building, a water connection is proposed to be installed from the municipal water main located in Federal Street. The service will provide both domestic and fire protection to the building. Connections and appurtenances, including mechanical joints, tees, isolation valves, thrust blocks, trenching, bedding, service connections, as well as testing and disinfection will all be specified in accordance with City of Saratoga Springs and AWWA standards. Proposed Wastewater Utilities Sanitary sewer service will be provided by installing a new 6-inch SDR-26 gravity sewer lateral discharging to the existing Washington Street sewer main. Piping, trenching, bedding, service connections, and testing are specified in accordance with City of Saratoga Springs standards. In addition, a grease interceptor will be installed within the building to serve the restaurant kitchen. Notes 1.
