Dear Mr. Wright:
Creighton Manning Engineering & Surveying, PLLC (CM) has conducted a Traffic Assessment for the proposed
Saratoga Springs Condo Hotel development located at 11 Federal Street in the City of Saratoga Springs. This
assessment has been developed based on information provided in the site plan prepared by Newman Architects,
PC dated June 15, 2026 (see Attachment A).
1.0 Project Description
The proposed project includes the demolition of an
existing vacant building located in the northwest corner
of the Federal Street/Congress Street intersection and
the construction of two new buildings that are
connected by a two-floor lobby, office, and amenity
area. The building located on the west side of Federal
Street will consist of 21 condominium units and a spa
with miscellaneous amenities for residents. The building
located on the north side of Congress Street will include
a hotel with 120 rooms, a 3,281 square-foot (SF)
restaurant that will be accessible to the general public,
meeting rooms, and miscellaneous amenities for hotel
guests. Underground parking will be provided at the site
with separate, full-access driveways for hotel guests and
condominium residents. The proposed access for
condominium residents will be provided on the west
side of Federal Street approximately 300-feet north of
Congress Street while the proposed access for hotel
guests will be provided on the north side of Congress
Street approximately 250-feet west of Federal Street. A drop-off area for the hotel will also be provided on the west
side of Federal Street approximately 100-feet north of Congress Street. It is anticipated that the proposed
development will be fully built and occupied by 2028. The project location is shown on Figure 1.
2.0 Existing Conditions
Roadway Serving the Site
Federal Street is classified as an urban local road that runs in a north-south direction between Washington Street
and Congress Street. Federal Street has a total pavement width of 40-feet and provides one travel lane in each
direction with on-street parking on both sides of the road. Five-foot wide sidewalks are provided on both sides of
Federal Street and the City of Saratoga Springs has a citywide 25-mph speed limit.

Congress Street is classified as an urban local road that runs in an east-west direction that extends from Broadway
on the east to S. Franklin Street/Grand Avenue to the west. Congress Street provides 13 to 14-foot wide through
lanes in each direction and a 12-foot wide two-way left-turn lane (TWLTL) near the project site. The TWLTL begins
just east of the Congress Plaza parking lot driveway (directly adjacent to the project site) and ends at the Wendy’s
driveway east of the site. On-street parking is not permitted on Congress Street immediately adjacent to the project
site. Five to six-foot wide sidewalks are provided on both sides of Congress Street and the City of Saratoga Springs
has a citywide 25-mph speed limit. Land uses along the road generally consist of commercial uses such Congress
Park Centre and Congress Plaza.
Study Area Intersection
Federal Street/Congress Street – This is a three-leg intersection operating under stop-sign control on the
southbound Federal Street approach. The eastbound Congress Street approach provides a TWLTL for exclusive left-
turns and a through lane while the westbound Congress Street approach provides a single lane for shared
through/right-turn movements. The southbound Federal Street approach provides one lane for shared left and
right turn movements. There is a marked crosswalk on the west and north legs of the intersection. Sidewalks are
also provided on both sides of Federal Street and Congress.
Transit Accommodations
The Capital District Transit Authority (CDTA) provides transit service in the project area on Broadway with the
closest bus stop located approximately 0.15 miles east of the site. The following bus routes run near the project
site on Broadway:
• Route 450 (Schenectady to Wilton Mall via Route 50) – This route runs between the Gateway Plaza Mobility
Hub in the City of Schenectady to the Wilton Mall in the Town of Wilton via NY Route 50. The service operates
on weekdays and on weekends with a bus once every 50 minutes on average.
• Route 540 (NX – Northway Express) – This is a commuter route that runs from the Empire State Plaza in the
City of Albany up to the City of Saratoga Springs and the Village of Ballston Spa using I-787, I-87, and NY Route
50. The service operates on weekdays only with a bus approximately once
every ½ hour (on average) in the morning from about 6:00 to 7:30 a.m.
and during the afternoon from about 5:00 to 7:00 p.m.
The details of these bus routes are located under Attachment B. Bus stops
with small shelters are provided for Routes 450 & 540 on the east and west
side of Broadway just north of Congress Street (see Photo #1). Good
pedestrian connections are provided between the bus stops and the
proposed Saratoga Springs Condo Hotel development.
Pedestrian Accommodations
Sidewalks are provided on all streets in the immediate vicinity of the proposed development. The sidewalks will be
maintained adjacent to the new buildings. ADA compatible curb ramps with detectable warning strips will be
maintained on the northwestern corner of the Congress Street/Federal Street intersection which connects to the
marked crosswalks.
Data Collection
Turning movement counts were conducted at the study area intersection on Thursday, July 23, 2026 during the
morning peak period (7:00 to 9:00 a.m.) and the evening peak period (4:00 to 6:00 p.m.) and on Saturday, July 25,
2026 during the Saturday mid-day peak period (11:00 a.m. to 2:00 p.m.). The observed peak hours occurred from
8:00 to 9:00 a.m. during the AM peak hour, from 4:15 to 5:15 p.m. during the PM peak hour, and from 11:00 a.m.
to 12:00 p.m. during the Saturday peak hour.

The Existing 2026 traffic volumes at the study area intersection during the AM, PM, and Saturday peak hours are
shown on Figure 2-1. The raw turning movement count data is included under Attachment C.
3.0 Traffic Assessment
Trip Generation
Trip generation determines the quantity of traffic expected to travel to/from a given site. The Institute of
Transportation Engineers (ITE) Trip Generation, 12th edition, is the industry standard used for estimating trip
generation for proposed land uses based on data collected at similar uses. The trip generation of the proposed
development was estimated using the following Land Use Codes (LUC):
• LUC 310 for a Hotel
• LUC 221 for Multifamily Housing (Mid-Rise)
• LUC 931 for a Fine Dining Restaurant
It is noted that many of the restaurant patrons will be hotel guests and condominium residents. In order to provide
a conservative estimate, this analysis assumes that all restaurant patrons originate from outside of the
development.
Table 1 summarizes the trip generation for the proposed development for the weekday AM, PM, and Saturday mid-
day peak hours which coincide with peak conditions of the adjacent street network and the proposed development.

The proposed project is expected to generate 47 new vehicle trips during the AM peak hour, 83 new vehicle trips
during the PM peak hour, and 87 new vehicle trips during the Saturday mid-day peak hour. It is noted that this
represents a conservative analysis since it does not account for an internal trip credit.
Future Traffic Volumes
To evaluate the impact of the proposed development, traffic projections were prepared for the expected year of
completion, 2028. Historical traffic volume data found in the latest version of the Traffic Data Report published by
NYSDOT indicates that traffic volumes on nearby roadways have generally decreased over the past several years;
therefore, a general background growth rate of ¼ percent per year was applied to existing traffic on the study area
roadways in order to provide a conservative analysis. In addition, CM contacted the City of Saratoga regarding any
other planned/approved developments in the area that might affect future traffic volumes. It was determined that
traffic from the proposed 64 Washington Street Residential Development would increase traffic conditions near the
project site. It is noted that the general background growth rate will account for traffic associated with other
developments located further away from the proposed project. These trips were added to the general background
growth to develop the 2028 No-Build traffic volumes, representing future traffic volumes in the study area without
the proposed development. These volumes are illustrated in Figure 2-2.
Traffic generated by the project was distributed on the study area roadways based on the existing turning
movement counts conducted at the study intersections and expected travel routes. The trip distribution patterns
for the proposed development and the associated trip assignment volumes are shown on Figure 3 through Figure

5. It is noted that parking at the proposed development will be dedicated to condominium residents and hotel
guests only. General public patrons of the restaurant will not be permitted to park in the underground parking lots
on-site. It is assumed that restaurant patrons will use available nearby on-street parking on Federal Street,
Washington Street, Congress Street, Broadway, Railroad Place, and Franklin Street. In addition, Congress Park
Centre provides available parking immediately adjacent to the site that is free for the first 2-hours. Aerial 1 shows
the streets that have available on-street parking options and the near-by parking lot. The site generated trips were
added to the 2028 No-Build traffic volumes resulting in the 2028 Build traffic volumes for the weekday AM, weekday
PM, and Saturday mid-day peak hours. The 2028 Build traffic volumes (Figure 6) represent the future traffic volumes
after the project is complete.
Traffic Operations
Intersection Level of Service (LOS) and capacity analysis relate traffic volumes to the physical characteristics of an
intersection. Intersection evaluations were made using the Synchro 12 Software, which automates the procedures
contained in the Highway Capacity Manual. Table 2 summarizes the results of the level of service calculations for
the proposed project. The detailed level of service analyses are included under Attachment D.

The impact of the project can be described by comparing the analysis of the No-Build and Build operating
conditions:
• Congress Street/Congress Street – The level of service analysis indicates that the southbound Federal Street
approach will operate at LOS B through full build-out of the site with an increase in average vehicle delay less
than one second during the peak hours. In addition, the eastbound left-turn movement from Congress Street
will operate at LOS A during the peak hours through Build conditions. No mitigation is recommended.
• Federal Street/Site Driveway – It is recommended that the eastbound Site Driveway operate under stop-sign
control and provide one lane entering and exiting the site. The level of service analysis indicates that all
movements at this intersection will operate at LOS A after build-out of the site during the peak hours.
• Congress Street/Site Driveway – It is recommended that the southbound Site Driveway operate under stop-
sign control and provide one lane entering and exiting the site. The level of service analysis indicates that the
eastbound left-turn movement from Congress Street will operate at LOS A while the southbound Site Driveway
approach will operate at LOS B after build-out of the site during the peak hours.
4.0 Site Access Assessment
Congress Street Hotel Driveway – As noted
above, access to the underground parking lot
associated with the hotel use will be provided
via one driveway located on Congress Street
approximately 250-feet west of the unsignalized
Federal Steet intersection. This will replace an
existing curb cut located in approximately the
same location. The site plan shows an
approximate 40-foot long loading zone in front
of the proposed building located just east of the
parking lot driveway (See Figure 7). It is noted that vehicles and delivery
trucks within the loading zone may temporarily limit sight lines looking
left for motorists trying to exit the parking lot driveway; however, this
condition is similar to other driveways located in urban settings. It is noted
that on-street parking is not permitted on Congress Street in the vicinity
of the proposed Site Driveway associated with the hotel use.
Federal Street Condominium Driveway – Access to the underground
parking lot associated with the condominiums will be provided via one
driveway located on Federal Street approximately 300-feet north of the
unsignalized Congress Steet intersection and approximately 150-feet
south of the signalized Washington Street intersection. This will replace
an existing curb cut located along the project frontage. It is noted that
sight lines for motorist entering and exiting the underground parking lot
driveway should be maintained to the extent possible. A review of the
Manual on Uniform Traffic Control Devices – 2023 (MUTCD) indicates that
there should be a minimum 20-foot “No Parking Zone” provided between
an intersection and on-street parking in order to provide adequate sight
lines which is based on the Uniform Vehicle Code (UVC). It is
recommended that an approximate 20-foot “No Parking Zone” be
provided on either side of the proposed Site Driveway on Federal Street
as shown on Figure 8.

A review of the site plan indicates that an approximate 40-foot long loading/drop-off zone is proposed south of the
Site Driveway near the main condominium entrance. It is recommended that the loading area for condominium
residents be limited to 15-minute parking similar to what is provided in front of The Saratoga Hilton. Figure 8 shows
the unobstructed sight line from the Site Driveway through the “No Parking Zone”. It is noted that sight lines that pass
through the adjacent loading zone could be temporarily impacted by a vehicle or delivery truck if it was stopped in that
area. It is noted that these conditions are consistent with other urban areas and it is anticipated that motorist will edge
forward to see around any sight line obstructions.
Federal Street Hotel Lobby Loop – The site plan indicates that a loop driveway will be provided so that patrons of the
hotel can be dropped off at the main lobby on Federal Street (see Figure 8). Similar “No Parking Zones” should also be
considered near the exit of the driveway loop to maintain sight lines.
Parking Lot Driveway Recommendations
It is noted that vehicles exiting the underground parking lots will
have limited sight distance to pedestrians as they approach the
sidewalk when exiting the parking lots due to the structure of the
buildings; however, this condition is similar to the existing
parking garage access provided at 70 Railroad Avenue as shown
on Photo 2. It is recommended that the following conditions be
implemented in order to minimize driver and pedestrian conflicts
at the parking lot driveway intersections on Federal Street and
Congress Street:
• Provide “Stop” signs (MUTCD Sign R1-1) on the minor
street approaches of both parking lot driveways.
• Ensure that the parking ramp to sidewalk transition does not exceed six percent.
• Provide “In-Street Pedestrian Crossing “signs (MUTCD R1-6) to alert motorists as they enter and exit
the parking lots of possible pedestrian conflicts similar to those provided at the Woodland Avenue
Parking Garage (See Photo 3).
• Provide curb ramps from the sidewalks prior to the driveways so that pedestrians are aware that they
are crossing a driveway. A sidewalk treatment should be extended across the driveways to provide a
visual cue to drivers as they exit the parking lots. A similar treatment is provided at the Price Chopper
parking garage on Railroad Avenue (See Photo 4).
5.0 Conclusions
The proposed project includes the demolition of an existing vacant building located in the northwest corner of the
Federal Street/Congress Street intersection and the construction of two new buildings that are connected by a two-
floor lobby, office, and amenity area. The building located on the west side of Federal Street will consist of 21

vehicle trips during the PM peak hour, and 87 new vehicle trips during the Saturday mid-day peak hour. It
is noted that this represents a conservative analysis since it does not account for an internal trip credit.
• On-site parking for the proposed development will be dedicated to condominium residents and hotel
guests only. General public patrons of the restaurant will not be permitted to park in the underground
parking lots on-site. It is assumed that restaurant patrons will use available nearby on-street parking on
Federal Street, Washington Street, Congress Street, Broadway, Railroad Place, and Franklin Street. In
addition, Congress Park Centre provides available parking immediately adjacent to the site that is free for
the first 2-hours.
• The level of service analysis indicates that the study intersection will continue to operate at good levels of
service after development of the site during the peak hours.
• It is recommended that the Site Driveway approaches provide one lane entering and exiting the site and
operating under stop control. The level of service analysis indicates that all movements at the Site Driveway
intersections will operate at LOS B or better after build-out of the site during the peak hours.
• It is recommended that an approximate 20-foot “No Parking Zone” be provided on either side of the
proposed Site Driveway on Federal Street.
• An approximate 40-foot long loading/drop-off zone is proposed on Federal Street south of the Site
Driveway near the main condominium entrance. It is recommended that the loading area for condominium
residents be limited to 15-minute parking.
• A loop driveway will be provided so that patrons of the hotel can be dropped off at the main lobby on
Federal Street. Similar “No Parking Zones” should be considered near the exit of the driveway loop to
maintain sight lines.
• It is noted that vehicles exiting the underground parking lots will have limited sight distance to pedestrians
as they approach the sidewalk when exiting the parking lots due to the structure of the buildings; however,

Navigator Smart Card and Mobile App Fares:
Pay As You Go Fare - $1.30 for each of the first three rides, while the

while the fourth and up are free for the rest of the day.
Frequent Rider - $65 for unlimited rides for 31 consecutive days
from the first day of use.
Frequent Rider Half Fare -$32.50 for unlimited rides for 31 consecutive
days from the first day of use.
Children 46” and under ride free when accompanied by a fare paying adult.
Citizens age 65 and over, disabled individuals, Medicare card holder, and
veterans are entitled to ride for half fare on CDTA’s fixed route service. A
valid Half Fare Navigator card is required when paying half fare on the bus.
CDTA’s policy is to be fully compliant with Title VI of the 1964 Civil Right
Act, which states that no one shall be excluded from participation in, denied
the benefits of or discriminated against due to race, color, or national origin.

What is the Northway Xpress?
The NX offers comfortable forward-facing coach
seating with amenities such as Wi-Fi and onboard
restrooms and a climate controlled environment.
CDTA’s Northway Xpress is a premium commuter
service that runs from Saratoga County locations,
including park & ride lots along the Northway (I-87)
to downtown Albany.
Does the NX connect
to other CDTA Services?
Yes! Connections to other CDTA services from
destinations in downtown Saratoga and downtown
Albany make it easier to get where you need to go.
And, if you purchase the NX Frequent Rider Pass,
riding any bus at any time in the CDTA system is
included at no extra charge.
What is CDTA’s Navigator?
CDTA’s Navigator offers the convenience of a reloadable smart card or mobile ticket to get the most out of riding
NX service. There are two easy ways to pay when you use Navigator:
PAY AS YOU GO:is just like having cash on your card or mobile phone. Pay a discounted rate for each NX ride
and use the same card on regular route bus service, BusPlus or FLEX On Demand services.
NX FREQUENT RIDER:this monthly pass is valid for 31 days of unlimited rides from the rest day use from the
specified NX Zone. Plus, you get to enjoy access to the regular route system, BusPlus and FLEX On Demand at
no extra charge!
Make sure to register your card to an online account to qualify for balance protection in case your Navigator card
is ever lost or stolen.

LOS Definitions
The following is an excerpt from the Highway Capacity Manual, 6th Edition (HCM).
Level of Service Criteria for Unsignalized Intersections
Level of service (LOS) for Two-Way Stop-Controlled (TWSC) intersections is determined by the computed or measured control
delay. For motor vehicles, LOS is determined for each minor-street movement (or shared movement) as well as major-street
left turns by using criteria given in Exhibit 20-2. LOS is not defined for the intersection as a whole or for major-street approaches
for three primary reasons: (a) major-street through vehicles are assumed to experience zero delay; (b) the disproportionate
number of major-street through vehicles at a typical TWSC intersection skews the weighted average of all movements, resulting
in a very low overall average delay for all vehicles; and (c) the resulting low delay can mask important LOS deficiencies for minor
movements. LOS F is assigned to the movement if the volume-to-capacity (v/c) ratio for the movement exceeds 1.0, regardless
of the control delay.
The LOS criteria for TWSC intersections are somewhat different from the criteria used in Chapter 18 for signalized intersections,
primarily because user perceptions differ among transportation facility types. The expectation is that a signalized intersection
is designed to carry higher traffic volumes and will present greater delay than an unsignalized intersection. Unsignalized
intersections are also associated with more uncertainty for users, as delays are less predictable than they are at signals, which
can reduce users' delay tolerance.
The LOS criteria for All-Way Stop-Controlled (AWSC) intersections are given in Exhibit 21-8. LOS F is assigned if the v/c ratio of
a lane exceeds 1.0, regardless of the control delay. For assessment of LOS at the approach and intersection levels, LOS is based
solely on control delay.
