Re: Response to Comments Summary Proposed Mixed-Use Development 33-35 Caroline Street City of Saratoga Springs, NY Dear Ms. Valyou, On behalf of our client, we are pleased to submit this response to comments summary to the City of Saratoga Springs Office of City Engineer for the above-mentioned project. This summary is in response to the letter from the City of Saratoga Springs dated July 8, 2026, as noted below with our responses in bold italics. The following materials are included with this submission: A. An electronic copy of the Site Development Plan Documents, prepared by Bohler Engineering NY, PLLC, dated June 12, 2025, last revised July 14, 2026. B. An electronic copy of a dewatering letter, prepared by Dempsey Construction & Development, dated July 14, 2026. C. An electronic copy of the Basic SWPPP, prepared by Bohler Engineering NY, PLLC, dated July 16, 2026. D. An electronic copy of the revised Letter of Credit. The following are our responses to comments from the City of Saratoga Springs: 5. Utility Plan “For Comment 5.b, City standards require a minimum 12-inch storm sewer. The plans shall be revised accordingly. Blind 45-degree bends are not permitted. There is an existing manhole located north on Pavilion Place. The City prefers straight storm drain connections wherever feasible. Please revise the proposed alignment accordingly." Two 45-degree blind connections are still shown. A manhole structure is required at the 90-degree connection. Provide rim and invert elevations for the proposed manhole, existing Pavilion Avenue manhole, and the building service pipe at the point of exit. The utility plan has been revised to propose a connection to the existing catch basin in Pavillion Place per coordination with the city. A catch basin has been proposed at the 90-degree connection and rim/invert elevations for the existing and proposed catch basins have been provided as requested. As such, the previously proposed bends have been removed. Elevation of the storm line at the building point of exit has also been identified. Any added storm structures and piping shown on the revised plans have been incorporated into the revised Letter of Credit. 9. Construction Phasing Plan "For Comments 9.b.ii, 9.b.iv, and 9.e.iii, the submitted plans contain inconsistencies between the traffic control plan, truck turning exhibits, crane staging plan, and construction staging operations. If the crane is in place and portions of the right-of-way are occupied for staging activities, a revised plan shall be provided demonstrating how vehicular traffic will be maintained under those conditions. The vehicle turning exhibits do not appear to reflect the same conditions shown on the crane and staging plans." Sheet C-301 Please show traffic flow when crane is in ROW. Sheet C-301 has been revised to depict vehicle circulation while the mobile crane is staged within the Pavilion Place right-of-way. A no-parking area has been identified adjacent to the crane to maintain a City of Saratoga Springs 474 Broadway, DPW [Date] Saratoga Springs, NY 12866 Page 2 of 2 www.BohlerEngineering.com clear travel path during crane operations. Please refer to the “Vehicle Turn and Parking – Mobile Crane” inset on Sheet C-301. Groundwater Reference Dempsey Construction & Development Letter dated 6/29/26 This letter appears to contradict the Geotechnical Engineering Report. Please provide a dewatering plan identifying proposed discharge locations, methods for off-site water disposal, and applicable sediment and erosion control measures. See attached letter prepared by Dempsey Construction & Development with the requested information. Electrical Service The developer is typically responsible for costs associated with the required service extension and site electrical work, subject to National Grid's service review and requirements. The line placement is still inadequate and is not ideal for city infrastructure. Update the plans so the electrical line does not wrap around the building. The applicant acknowledges the comment regarding service-extension costs and National Grid's service review requirements. The electrical service routing remains under coordination with National Grid and the project team and will be revised as needed based on that coordination. Cost associated with the current electric line installation route has been added the attached LOC. Letter of Credit Comments Item 68 - Update Manhole Structure The Letter of Credit has been revised to include the additional Catch Basin shown on the revised plans. Item 72 - Update Electric line Updated as requested. Update Project name - 33-35 Caroline Street Updated as requested. Basic SWPPP Per UDO Article 17, § 240-17.5(A)(3), nonresidential and mixed-use developments disturbing between 0.25 and 0.49 acres require a Basic SWPPP. Please provide the required SWPPP documentation before the Pre-Con Meeting. A Basic SWPPP has been prepared and is included with this submission. Tree Diversity Proposed tree plantings do not meet UDO § 240-11.2(D) species diversity requirements. Revise to provide a minimum of two tree species. The plan has been revised to provide a minimum of two proposed tree species. Both trees are on the City’s approved tree species list. ADA Sidewalk Match existing sidewalk configuration. See picture below. Sidewalk configuration has been revised as requested – refer to the attached plans.
