Barden,AICP Principal Planner City of Saratoga Springs 474 Broadway Saratoga Springs,NY RE: Faden West Ave. Dear Ms. Barden: Lansing Engineering is pleased to submit this letter in response to the November 25, 2019 comment letter regarding the above noted project. The following summarizes the comments followed by our response. 1. Comment: The Traffic Department indicated that it was/is adamantly opposed to the proposed on-street parking along the west side of West Avenue. Response: The plan has been revised to remove the on-street parking along West Avenue. 2. Comment: The proposed site plan does not show the number and locations of ADA required on-site handicap parking spaces. Response: The plan has been revised to show required handicap parking spaces. 3. Comment: The combined traffic study performed for the Station Lane and Washington Street(RT-29) land developments and the review by the City's Traffic Engineering consultant recommended that with the development of adjacent lands along Station Lane would require the installation of a marked crosswalk, including a pedestrian activated rapid flash beacon(RRFB)crossing West Avenue at Station Lane be provided. Response: The plan has been revised to provide a marked crosswalk, wilh RRFB, crossing West Ave. 4. Comment: The proposed site plan shows a painted and hatched out curb extension along Station Lane east of the site driveway and west of West Avenue that is intended to divert traffic from the raised curbed on-street parking bump-out island and provide a bus stop. This plan to use pavement markings is unacceptable as they will not be seen when the road is covered with snow or road salt, and will not be maintained by the City. The proposed pavement markings should be replaced with a properly designed raised curb line. Additionally, CDTA prefers that their buses remain in the travel lane when picking up or dropping off passengers. Response: The plan has been revised to show raised curb line in the area of the proposed bus stop. 2 of 2 Faden West Ave. December 27, 2019 Attached will be a copy of the revised plan set for your review.
