1.ELIGIBILITY: An applicant to the Design Review Board for Architectural Review or Historic Review must be
the property owner(s) or lessee, or have an option to lease or purchase the property in question.
2.COMPLETE SUBMISSIONS: Applicants are encouraged to work with City staff to ensure that an application is
complete. The DRB will only consider properly completed applications that contain 1 original and 1
digital version of the application and ALL other required materials as indicated on the application.

4.DESIGN GUIDELINES:
The Design Review Board will evaluate whether the proposed action (construction, alteration or demolition) is
compatible with existing structures and surrounding properties using the following criteria:
•Height – consistent with historic form and context of site and surrounding properties
•Scale – relationship of structure and its architectural elements to human size, form, perception
•Proportion – relationship among building elements including front façade, windows, and doors
•Rhythm – pattern resulting from repeating building elements such as door/window openings, columns,
arches, and other façade elements
•Directional Expression – compatibility with horizontal & vertical expression of surrounding structures
•Massing & Open Space – relationship of structure to open space between it and adjoining buildings
•Setback – compatibility with surrounding structures
•Compatibility of the following with surrounding structures/properties:
-Major building elements (storefronts, doors, windows, roof)
-Building materials
-Color – (in non-residential zoning districts only)
5.DECISIONS: The Design Review Board may approve, approve with conditions, or disapprove an application.
The DRC may impose appropriate conditions and safeguards in connection with its approval including nature/
quality of materials, manner of construction, and design. An applicant may appeal a denied DRC application on
the grounds of hardship.
Application approvals shall expire within 18 months of the filing date unless the project has sufficiently
commenced (i.e. building/demolition permits obtained and construction/alteration begun). Applicants may
request up to 2 extensions if requested before expiration date of prior approval.
6.AGENDA DATE: Check City’s website (www.saratoga-springs.org) for meeting dates. Applications are
placed on an agenda on first-come, first-served basis as determined by the completeness of the application.
7.APPLICATION FEE (NON-REFUNDABLE): Make checks payable to the "Commissioner of Finance”.

CONTRACTOR'S GENERAL CONDITIONS NOTES
1. ALL WORK SHALL COMPLY WITH ALL APPLICABLE GOVERNMENT CODES, RULES AND REGULATIONS INCLUDING BUT NOT
LIMITED TO THE “CODES, RULES AND REGULATIONS OF NEW YORK STATE”, “NEW YORK STATE ENERGY CONSERVATION CODE”,
OSHA, ANSI AND NFPA.
2. THE CONTRACTOR IS TO HAVE FULL SIZED PRINTS IN THE FIELD AT ALL TIMES.
3. THE CONTRACTOR SHALL PROVIDE ONE SET OF MARKED UP AS BUILT PLANS TO ARCHITECT / ENGINEERS SHOWING
DEVIATIONS FROM THESE PLANS AT THE COMPLETION OF THE PROJECT.
4. THE CONTRACTOR TO COMMENCE WORK IMMEDIATELY UPON AWARD OF THE CONTRACT AND PROCEED DILIGENTLY AND
CONTINUOUSLY TO COMPLETION.
5. THE CONTRACTOR SHALL PROVIDE ALL LABOR AND MATERIALS REQUIRED TO COMPLETE THE WORK IN ACCORDANCE WITH
RECOGNIZED GOOD STANDARD PRACTICES.
6. THE CONTRACTOR SHALL COMPLY WITH ALL LAWS, RULES AND ORDINANCES AND ORDERS OF ANY PUBLIC AUTHORITY
BEARING ON THE PERFORMANCE OF WORK.
7. THE CONTRACTOR IS SOLELY RESPONSIBLE FOR ALL CONSTRUCTION MEANS, METHODS, TECHNIQUES, SEQUENCES, AND
PROCEDURES, AND FOR COORDINATING ALL PORTIONS OF THE WORK.
8. THE CONTRACTOR IS TO FOLLOW MANUFACTURER’S SPECIFICATIONS AND INSTRUCTIONS FOR INSTALLATION OF ALL
MATERIALS IN ORDER TO MEET ANY WARRANTY REQUIREMENTS.
9. THE CONTRACTOR SHALL NOT INTERRUPT EXISTING UTILITY SERVICE WITHOUT AUTHORIZATION FROM THE OWNER.
PROVIDE TEMPORARY SERVICE DURING INTERRUPTIONS UNLESS OTHERWISE DIRECTED BY THE CLIENT OR OWNER’S
REPRESENTATIVE.
10. ALL ITEMS OR MATERIALS WHICH ARE NOT SPECIFICALLY REFERRED TO ON THESE DRAWINGS ARE TO BE SELECTED BY THE
ARCHITECT FROM THE MANUFACTURER’S STANDARD SAMPLES SHOWING FULL RANGE OF TEXTURES AND COLORS AVAILABLE.
SUBMIT THESE APPROPRIATE DOCUMENTS & SAMPLES TO THE ARCHITECT VIA THE SUBMITTAL PROCESS OUTLINED IN THE
SPECIFICATIONS BOOKLET.
11. THE CONTRACTOR IS TO FIELD VERIFY ALL EXISTING CONDITIONS PRIOR TO BEGINNING WORK. NOTIFY ARCHITECT /
ENGINEER OF ANY DISCREPANCIES OR CONCERNS.
12. DRAWINGS ARE NOT TO BE SCALED FROM FOR FIELD WORK PURPOSES. INDICATED DIMENSIONS ARE TO THE CENTERLINE
OF STEEL, FACE OF STUDS AT NEW GYPSUM BOARD PARTITIONS, FACE OF EXISTING WALL OR FACE OF CMU. IF DIMENSION IS
MARKED AS "CLEAR" IT IS FROM FACE OF FINISH TO FACE OF FINISH.
13. MINOR ITEMS OF WORK SUCH AS CUTTING, BLOCKING, TRIM, ETC. SHALL BE PERFORMED AS REQUIRED TO MAKE THE WORK
COMPLETE, WHETHER SHOWN OR NOTED ON THE CONTRACT DOCUMENTS OR NOT.
14. CONTRACTOR IS FULLY RESPONSIBLE FOR VERIFYING QUANTITIES AND TAKE OFFS. THE ARCHITECT'S REVIEW IS NOT TO
DETERMINE QUANTITIES.
SITE INSPECTIONS - SEE SPECIFICATION SECTION
DURING VARIOUS STAGES OF THE PROJECT, THE ARCHITECT WILL INSPECT THE CONSTRUCTION OF THE PROJECT FOR CONFORMANCE WITH
THE DRAWINGS AND SPECIFICATIONS. WHILE THIS INSPECTION LOOKS FOR GENERAL CONFORMANCE WITH THE CONSTRUCTION
DOCUMENTS, THE CONTRACTOR IS SOLELY RESPONSIBLE FOR ENSURING THE PROJECT IS BUILT PER THE CONSTRUCTION DOCUMENTS.
NEITHER THE ARCHITECT NOR THE CLIENT ARE LIABLE FOR ITEMS THAT MAY HAVE BEEN OVERLOOKED DURING INSPECTIONS. CONTRACTOR
TO NOTIFY THE ARCHITECT MINIMUM 7 DAYS IN ADVANCE FOR THE FOLLOWING INSPECTIONS.
REQUIRED SITE INSPECTIONS ARE AS FOLLOWS:
FOOTINGS FORMS AND PLACEMENT - ONCE THE FOOTINGS ARE FORMED AND PRIOR TO POURING CONCRETE THE ARCHITECT WILL INSPECT
THE SITE TO MAKE SURE THE FORMS ARE IN THE RIGHT LOCATIONS AND REINFORCEMENT IS PLACED PROPERLY. THE STRUCTURAL ENGINEER
IS ALSO PRESENT FOR THIS INSPECTION.
FOUNDATIONS - ONCE THE FINAL FOUNDATION WALLS ARE POURED AND READY TO BE BACKFILLED, THE ARCHITECT WILL COME TO THE SITE
TO INSPECT THE FOUNDATIONS, FOUNDATION DRAINAGE AND WATERPROOFING AND INSULATION. THIS IS A CRITICAL INSPECTION TO ENSURE
THAT ALL WORK IS IN PLACE BEFORE THE WORK IS BURIED WITH BACKFILL.
FRAMING - THE ARCHITECT WILL INSPECT AT REGULAR INTERVALS TO MAKE SURE THE FRAMING IS PROCEEDING PER THE CONSTRUCTION
DOCUMENTS. THESE VISITS ARE OFTEN DONE BY THE STRUCTURAL ENGINEER. A TYPICAL SET OF INSPECTIONS WOULD OCCUR AS EACH
FLOOR IS COMPLETED, AND PRIOR TO THE CONTRACTOR PROCEEDING TO THE NEXT FLOOR OR ROOF. ONCE ALL FRAMING AND SHEATHING IS
COMPLETE THE STRUCTURAL ENGINEER WILL PROVIDE A LETTER TO THE ARCHITECT AND THE CLIENT IDENTIFYING ANY ITEMS NEEDING
RESOLUTION BEFORE THE CONTRACTOR CAN CONTINUE WITH OTHER PORTIONS OF CONSTRUCTION.
INSULATION - THE ARCHITECT WILL COME TO THE SITE ONCE THE CONTRACTOR IS COMPLETE WITH INSULATION TO INSPECT THE INSULATION
AND VAPOR BARRIER INSTALLATION. THE ARCHITECT WILL PROVIDE A LETTER IDENTIFYING ANY REMEDIATION THAT MAY BE NEEDED BEFORE
THE CONTRACTOR CAN CONTINUE WITH OTHER PORTIONS OF THE CONSTRUCTION.
WINDOWS AND DOORS - THE ARCHITECT WILL INSPECT THE INSTALLATION OF THE WINDOWS AND DOORS BEFORE THE SIDING OR INTERIOR
FINISHES ARE INSTALLED ONCE THE CONTRACTOR HAS INDICATED ALL WINDOWS AND DOORS AND ASSOCIATED FLASHING IS INSTALLED. THIS
IS ONE AREA OF A HOUSE WHERE LEAKS ARE PREVALENT DUE TO IMPROPER INSTALLATION. THE ARCHITECT WILL IDENTIFY ANY REMEDIATION
NEEDING ATTENTION AND WORK WITH THE CONTRACTOR TO RESOLVE ANY ITEMS.
ROOFING - THE ARCHITECT WILL INSPECT THE ROOFING INSTALLATION FOR COMPLIANCE WITH THE CONSTRUCTION DOCUMENTS. DUE TO
THE NATURE OF ROOFING HAZARDS, THE ARCHITECT'S INSPECTION IS LIMITED TO VISUAL INSPECTION FROM THE GROUND AND ACCESS BY
LIFT PROVIDED BY THE CONTRACTOR. DEPENDING ON THE COMPLEXITY OF THE ROOF, THE ARCHITECT MAY RECOMMEND THAT THE ROOF
WORK BE INSPECTED BY A THIRD-PARTY INSPECTION SERVICE TO ENSURE COMPLIANCE WITH THE CONSTRUCTION DOCUMENTS AND THE
ROOFING MATERIAL MANUFACTURERS REQUIREMENTS TO ENSURE THAT ALL ELEMENTS FOLLOW ANY MANUFACTURER WARRANTY
REQUIREMENTS.
ELECTRICAL AND PLUMBING WALKTHROUGH - THE ARCHITECT WILL MEET WITH THE OWNER, THE CONTRACTOR AND THE CONTRACTOR’S
APPROPRIATE SUB-CONTRACTORS ON SITE TO DO A WALKTHROUGH TO APPROVE A FINAL LAYOUT FOR ALL SWITCHES, OUTLETS, PLUMBING
FIXTURES, AND OTHER RELATED ELECTRICAL AND PLUMBING ITEMS, AS WELL AS ANY BLOCKING REQUIREMENTS FOR MISCELLANEOUS ITEMS.
DURING THIS WALKTHROUGH, THE CONTRACTOR WILL HAVE PREVIOUSLY MARKED LOCATIONS FOR ALL ITEMS, AND THE ARCHITECT WILL
REVIEW AND MAKE ANY LAST-MINUTE ADJUSTMENTS THAT MAY BE REQUIRED. THE ARCHITECT WILL ISSUE THE CONTRACTOR A REVISED
LAYOUT DRAWING FOR RECORD.
DRYWALL AND INTERIOR WALL SHEATHING - ONCE THE FINAL DRYWALL IS COMPLETE, TAPED, AND ALL COMPOUND INSTALLED AND SANDED,
THE ARCHITECT WILL DO A FINAL INSPECTION OF ACCEPTANCE PRIOR TO FINAL FINISHES BEING APPLIED.
EXTERIOR SIDING AND TRIM - THE ARCHITECT WILL VISIT THE SITE AT APPROPRIATE INTERVALS TO INSPECT THE INSTALLATION OF THE
EXTERIOR SIDING AND TRIM, INCLUDING ANY STONE VENEER. WE WILL ASK THE CONTRACTOR TO PROVIDE A MOCKUP OF ONE PORTION OF
THE BUILDING TO SHOW THE INSTALLATION THAT WE CAN REVIEW WITH CLIENT FOR FINAL APPROVAL.
INTERIOR FINISHES - THE ARCHITECT WILL TYPICALLY PERFORM SITE INSPECTIONS AT VARIOUS PERIODS DURING THE FINAL INSTALLATION OF
FINISHES TO EXAMINE QUALITY AND OVERALL INSTALLATION.
MILLWORK AND COUNTERTOPS - THE ARCHITECT WILL PERFORM A SITE INSPECTION TO REVIEW THE FINAL INSTALLATION OF MILLWORK AND
CABINETRY ONCE THE INSTALLATION IS COMPLETE.
SUBSTANTIAL COMPLETION INSPECTION - ONCE THE CONTRACTOR INDICATES THEY HAVE ‘SUBSTANTIALLY’ COMPLETED THE PROJECT THE
ARCHITECT WILL PERFORM AN INSPECTION. THE ARCHITECT WILL THEN ISSUE A PUNCH LIST OF ITEMS REMAINING FOR FINAL COMPLETION OF
THE WORK.
FINAL COMPLETION INSPECTION - ONCE THE CONTRACTOR INDICATES THEY ARE COMPLETE WITH ALL WORK AND ANY ITEMS IDENTIFIED ON
THE SUBSTANTIAL COMPLETION PUNCH LIST THE ARCHITECT WILL INSPECT THE SITE TO VERIFY. IF ANY ITEMS REMAIN INCOMPLETE, THE
ARCHITECT WILL ISSUE A FINAL PUNCH LIST TO THE CONTRACTOR.
SHOP DRAWING AND SUBMITTAL REVIEW -
SEE SPECIFICATION SECTION 013300
TO ENSURE THE PROJECT IS BUILT ACCORDING TO THE PLANS AND SPECIFICATIONS THE CONTRACTOR SHALL SUBMIT SHOP DRAWINGS AND
SUBMITTALS TO THE ARCHITECT & CLIENT FOR THE MATERIALS THEY ARE PURCHASING FOR THE PROJECT. CONTRACTOR SHALL FIRST
REVIEW THE SUBMITTAL FOR GENERAL CONFORMANCE WITH THE SPECIFIED PRODUCTS AND THEN SUBMIT TO THE ARCHITECT. SUBMISSION
TO THE ARCHITECT INDICATES THAT THE CONTRACTOR HAS FINISHED THEIR REVIEW AND HAS DEEMED THE SUBMITTAL COMPLETE AND
READY. CONTRACTOR SHALL SUBMIT SUBMITTALS AND SHOP DRAWINGS IN A TIMELY MANNER. THE ARCHITECT HAS UP TO SEVEN (7)
WORKING DAYS TO REVIEW AND RESPOND. THE CONTRACTOR IS SOLELY RESPONSIBLE FOR SUBMITTING WITH ENOUGH TIME TO ALLOW FOR
THE REVIEW AND ANY POSSIBLE RESUBMISSION IN THE EVENT THE SUBMITTAL IS NOT APPROVED. THE ARCHITECT WILL REVIEW THESE FOR
CONFORMANCE WITH THE DESIGN AND COORDINATION FOR OTHER VARIOUS ASPECTS OF THE PROJECT. THE FOLLOWING SUBMITTALS ARE

THESE MEETINGS SHOULD BE BETWEEN THE CLIENT, CONTRACTOR, ARCHITECT, AND ANY SUB-CONSULTANTS THAT MAY BE
NEEDED, DEPENDING ON WHAT IS GOING ON AT THE PROJECT SITE. THE CONTRACTOR IS REQUIRED TO ATTEND THESE
MEETINGS TO ADDRESS ANY OPEN ITEMS DURING CONSTRUCTION SO THAT ISSUES CAN BE RESOLVED IN A TIMELY MANNER.
DURING THESE MEETINGS WE WILL REVIEW THE FOLLOWING ITEMS:

MOCK-UP REQUIREMENTS
CONTRACTOR SHALL CONSTRUCT THE FOLLOWING MOCK-UPS FOR REVIEW AND APPROVAL. CONTRACTOR TO NOTIFY
ARCHITECT WHEN MOCK-UPS ARE READY TO BE REVIEWED ON SITE. ONCE MOCK-UPS ARE APPROVED CONTRACTOR MAY
PROCEED WITH REMAINING WORK.
1. SIDING AND EXTERIOR FINISHES: CONTRACTOR TO BUILD A MOCK-UP THAT SHOWS STONE AND STONE CAP INSTALLATION
WITH ALL FLASHINGS. MOCK-UP SHOULD INCLUDE SIDING AND TRIM ABOVE STONE AND INCLUDE A CORNER TO SHOW
CORNER BOARDS OR OTHER EXTERIOR FINISH TRANSITIONS. MOCK-UP CAN BE DONE AS WORK TO REMAIN IN PLACE.
2. FASCIA AND SOFFIT: CONTRACTOR TO MOCK, ON THE GROUND, SAMPLE SHOWING THE FASCIA, SOFFIT, AND DRIP EDGE
INSTALLATION. MOCK-UP SHOULD BE TO SCALE AND SHOULD SHOW ENOUGH TO REPRESENT THE DRIP EDGE, FASCIA
MATERIAL, SOFFIT MATERIAL AND VENTING, AND TRANSITION TO VERTICAL SIDING.
3. EXTERIOR WINDOW AND TRIM: MOCK-UP CAN BE DONE AS WORK IN PLACE AT A WINDOW OR DOOR. MOCK-UP SHOULD
SHOW WINDOW, INSULATION IN SHIM SPACES, FLASHING TIE IN AT HEAD, JAMB, AND SILL, INCLUDING END DAMS AT FRAMED
OPENING. MOCK-UP SHOULD INCLUDE A PORTION OF EXTERIOR TRIM SHOWING HEAD, JAMB, AND SILL COMPONENTS.
4. INSULATION: MOCK-UPS CAN BE DONE AS WORK TO REMAIN IN PLACE. MOCK-UPS SHOULD BE DONE IN THE FOLLOWING
CONDITIONS AND SHOULD INCLUDE AIR BARRIERS, VENTING AND INSULATION.
A. RIM JOIST AT BASEMENT SHOWING VAPOR BARRIERS, INSULATION PLACEMENT AND DEPTHS.
B. RIM JOIST AT SECOND FLOOR FRAMING SHOWING VAPOR BARRIER, INSULATION PLACEMENT AND DEPTH.
C. INSULATED HEADERS AT DOOR AND WINDOWS.
D. ROOF TOP PLATE SHOWING ANY VAPOR BARRIERS, INSULATION AND ANY VENTING PRODUCTS. MOCK-UPS SHOULD BE
DONE AT ALL VARYING ROOF CONDITIONS.
5. INTERIOR TRIM: MOCK-UP SHOULD BE DONE FOR THE FOLLOWING CONDITIONS:

AND ESTABLISH A BENCHMARK FOR THE FIRST-FLOOR FINISH ELEVATION. THE OWNER AND ARCHITECT SHOULD BE NOTIFIED TO

B. NOM 2" THICK UNFACED MINERAL FIBER PIPE INSULATION SIZED TO
THE OUTSIDE DIA OF PIPE OR TUBE, AND SECURED WITH MIN 8 GA STEEL
WIRE @ MAX 12" OC. FOIL-SCRIUM-KRAFT, OR ALL SERVICE JACKET
MATERIAL SHALL BE WEAPPED AROUND THE OUTER CIRCUMEFERENCE
OF THE PIPE INSULATION WITH THE KRAFT SIDE EXPOSED. THE ANNULAR
SPACE BETWEEN INSULATED PENETRATING ITEM AND THE DGE OF THE
OPENING SHALL BE 0".
4. MIN 3/8" BEAD OF INTUMESCENT SEALANT FILL MATERIAL SHALL BE
