I. Project Description
The project includes the demolition of the existing building and redevelopment of the site to
include a 5-story multi-use building. The building will be a mixture of a hotel, restaurant, and
residential units.
II. Existing Water and Sanitary Sewer Utilities
Municipal water service is provided in the vicinity of the project site by the City of Saratoga
Springs. A 10-inch diameter water main is located in Federal Street and a 6-inch diameter water
main in Congress Street. A hydrant flow test was conducted November 19, 2025 and indicated
static pressures around 11 Federal Street of 87 psi. During the flow test, hydrants flowed at
1,113 gpm with only an 11 psi drop in pressure, providing a theoretical available flow of 2,954
gpm at 20 psi.
Municipal sanitary sewer service is available from the City of Saratoga via the 10” sanitary
sewer main in Congress Street, adjacent to the project site. The sewer main runs northeast on
Congress Street, eventually discharging to the Saratoga County Sewer District pump station at
the intersection of High Rock Avenue and Warren Street. Ultimately the wastewater flows for
conveyance and treatment at SCSD’s wastewater treatment plant in Mechanicville.
III. Projected Water and Wastewater Flows
Anticipated wastewater flows for the project were calculated based on design flows for hotel,
apartments, and restaurant/bar space.
Condo Units (61 bdrm) (110 gpd/bdrm) 6,710 gpd
Hotel Units (120 units) (110 gpd/unit) 13,200 gpd
Bar/Restaurant (150 seats) (20 gpd/seat) 3,000 gpd
Total 22,910 gpd
Average daily flow for wastewater is estimated to be 15.9 gallons per minute (gpm) based on a
24-hour day. Estimated peak hourly flow is 66.78 gpm (4.2 x average).2
Average daily demand for water is estimated to be approximately equal to the wastewater flow
or 15.9 gpm.
IV. Proposed Water and Wastewater Utilities
Proposed Water Utilities
To service the building, two separate water connections are proposed to be installed from the
municipal water main located in Federal Street. The two services will provide both domestic and
fire protection to the building.
Connections and appurtenances, including mechanical joints, tees, isolation valves, thrust blocks,
trenching, bedding, service connections, as well as testing and disinfection will all be specified in
accordance with City of Saratoga Springs and AWWA standards.
Proposed Wastewater Utilities
Sanitary sewer service will be provided by installing a new 8-inch SDR-26 gravity sewer lateral
discharging to the existing 10” Congress Street sewer main. Piping, trenching, bedding, service
connections, and testing are specified in accordance with City of Saratoga Springs standards. In
addition, a 4,000 gallon grease interceptor will be installed below the parking garage to serve the
restaurant kitchen.
