Owner Signature: t Date: Owner Signature: Revised 01/2021 Third and Fourth Floor Conversion to Hospitality/Habitable Space from Current 4th Floor Vacant Space This project proposes the conversion of the existing third- and vacant fourth -floor space into hospitality/habitable units. The space contains clear evidence of its previous use as multiple hospitality units, including a common bathroom. The proposed exterior modifications are minimal and are intended to preserve, and, where possible, enhance the building's historic character. The most significant exterior improvement is the historically accurate restoration of the fourth -floor window configuration. Existing single -pane windows will be replaced with historically appropriate divided -light windows consistent with historic photographs of the building (see Exhibits). The new windows will also satisfy current energy code requirements while restoring the building's original architectural appearance. On the south dormer, an existing modified window will be removed and replaced with a recessed sliding glass door and balcony. The south dormer was intentionally selected because its setback and location make it minimally visible from street level. Although the north dormer would provide occupants with more desirable views of Congress Park and Broadway, it would also be significantly more visible from the public right-of-way and Saratoga Springs' urban core. Locating the modification on the south elevation minimizes its visual impact while preserving the building's historic streetscape. Modem building systems require the installation of mechanical ventilation. Roof vents will be located in discreet locations with minimal visibility from street level, nearly four stories above grade. All vents will be painted to match existing building material. Similarly, a metal ridge vent on the south dormer will be finished to blend with the existing slate roof, minimizing its visual impact. In addition, extensive repairs will be made to cracked and delaminated slate throughout the historic roof matching existing color and size. A new exterior condenser will be installed on the second -floor flat roof adjacent to the interior courtyard. It will be screened from public view by the existing building located on W. Circular and existing condensers already located in that area. A roof vent and venting skylights are also proposed for a small section of the fourth -floor flat roof that is currently covered with a rubber membrane. These elements will have little, if any, visibility from street level. A shed -style canopy supported by historically appropriate iron brackets is proposed over the rear entrance walkway to provide protection from falling snow and ice during the winter months. Due to its location, the canopy will have little, if any, visibility from Broadway or the adjacent public sidewalk (see Exhibits). Overall, the proposed exterior alterations have been carefully designed to minimize their visual impact while allowing the adaptive reuse of the currently vacant upper floor. The restoration of the historically accurate fourth -floor divided -light windows represents a substantial enhancement to the building's historic appearance and more than offsets the limited visual impact of the new mechanical elements. No additional roof penetrations are proposed. The proposed improvements preserve and enhance the building's historic character while returning long -vacant space to productive use. Collectively, the exterior modifications are either historically restorative or intentionally designed to be largely imperceptible from the public right-of-way, ensuring that the building's architectural integrity remains intact while allowing for the continued preservation and economic viability of this historic structure.
