106 CHURCH STREET SUBDIVSION
Project Narrative
June 26, 2026
INTRODUCTION
The proposed project site is located at 106 Church Street in the City of Saratoga Springs, Saratoga County,
New York. Specifically, the site of the proposed action is located 700 feet south of the Church
street and the Van Dam Street intersection. The project area has parcel identification number 165.50-2-
49 with a total project area of approximately 0.34 acres. The applicant and owner of the parcel for the
project is William Dee 425 Western Highway Suite #2 Tappan, NY 10983.
This project consists of the construction of 2 new two-story single-family residences, refurbishing and
relocation of an existing 2 family residence. An existing carriage house will also be refurbished into single
bedroom apartment. Site work will include grading, paving, landscaping, utilities, sidewalks, and storm
water management. The proposed project supports the goals and intent of the City of Saratoga Springs
Zoning Code and helps to strengthen the fabric of the existing neighborhood in the Historic District by
developing new market rate housing in the City of Saratoga Springs. The project will be developed in
accordance with all local, state, and federal requirements.
EXISTING CONDITIONS
Existing Land Use and Zoning
The project area is located within the Urban Residential 3 (UR3) district as outlined by the City of Saratoga
Springs Zoning Code. Under existing conditions, the southeastern portion of parcel 165.50-2-49 along
Church Street includes an existing 1,034sf two-story two-family residential building and an existing 768
sqft carriage house. The remaining portion of this parcel includes a driveway, parking area and some grass
areas.
There are currently two existing curb cuts associated with the 106 Church Street parcel. The primary
access extends from Church Street, and the secondary access extends from Knapp Place. Both curb cuts
are full access.
Soils
According to maps from the Natural Resources Conservation Service (NRCS), the onsite soils are classified
as follows:
Windsor Loamy Sand, WnA – Windsor loamy sand, 0 to 3 percent slopes is a very deep, excessively
drained soil formed in sandy glacial outwash and eolian deposits on outwash plains, dunes, beach
ridges, and other glaciofluvial landforms. Surface runoff is negligible due to the nearly level slopes,
and saturated hydraulic conductivity is high to very high throughout the soil profile. Depth to the
seasonal high-water table is greater than 6 feet, and depth to bedrock is greater than 6 feet.

Wetlands
There are no wetlands onsite under jurisdiction of ACOE or NYSDEC.
PROPOSED CONDITIONS
Under proposed conditions the existing 2 family residential building along Church Street and the carriage
house will remain but the two family home will be relocated to the northern portion of the site. The
proposed project includes the subdivision of the lot into 3 parcels and construction of two 1,020-sf single-
family buildings on the southeastern and central portion of the project site. This structures will be a 2-
story single family structure. Adequate access, parking, and circulation is proposed on the remaining
portions of the site located behind the proposed buildings with access from Knapp Place. A subdivision is
included in the proposed action and is depicted in the plan set.
Ingress and egress to the site is proposed via the existing curb cut Knapp Place associated with the existing
106 Church Street development with full access. The existing curb cut on church will be removed. Any
modifications to the existing curb cuts will be designed in accordance with all local, state, and federal
regulations.
PROPOSED INFRASTRUCTURE
Water supply and sanitary sewer service will be provided by the City of Saratoga Springs DPW.
The total anticipated average daily water and wastewater demand for the project is estimated to be 2,450
gallons per day based on the following:

Design Average Daily Wastewater Flow = Total Wastewater Flow x 20% reduction for water
saving measures
Design Average Daily Wastewater Flow = (1,000 gpd) x (80%) = 800 gpd
Stormwater Management
The proposed development includes approximately 0.35 acres of disturbance. As total site disturbance is
less than 1 acre, a Storm Stormwater Pollution Prevention Plan (SWPPP) is not required by NYSDEC. Runoff
generated by the proposed site plan and impervious surfaces will be collected and conveyed to existing
drainage pathways. In general, the design of the project will follow the natural topography as closely as
possible, using existing site topography and drainage features to convey stormwater runoff. The
stormwater conveyance system and appurtenances shall be designed and constructed in accordance with
all local, state, and federal requirements and are proposed to be operated and maintained by the owner.
SUMMARY
The 106 Church Street Subdivision project will uphold the City’s vision by working with existing land
features, following the required zoning requirements, and expanding market rate homes within the City
of Saratoga Springs to reduce the strain on demand for existing single-family homes. The proposed project
supports the goals and intent of the Church Street corridor and helps to strengthen the fabric of the
existing development in the corridor. The applicant and the applicant’s engineer look forward to working
with the City of Saratoga Springs to advance this project.

Re: Report for the Structural Inspection of the Existing Garage Located at 106 Church
Street in Saratoga Springs, NY. (25063)
Dear Mr. Roman,
As requested, Shamrock Engineering P.C. has performed a visual structural inspection of the
garage at the above referenced address. As discussed and agreed to, the inspection was
performed for the purpose of determining if it is feasible and safe to renovate the existing
building. This letter presents the findings and conclusions of our inspection.
Prior to commencing work, we were provided access to the site and the building. In total, there
are three buildings on the site, our work was limited to the garage that is located in the southeast
corner of the site. The garage is a wood framed structure with wood siding. At the time of our
visit, the building was visibly leaning to one side, windows were missing, and there were holes
in the siding. Where visible, the wall framing appears to be deteriorated and bearing directly on
dirt. There is a noticeable bow in the ridge of the roof indicating the walls are bowing out and/or
the rafters are deteriorated.
Based on our observations, the building is structurally unsound and not safe to enter for repairs
or demolition.
It is important to note, Shamrock Engineering has performed a limited, visual, structural,
inspection of the garage only. We in no way imply the absence or presence of defects,
deteriorations, infestations, etc. for the site or the other building on the site.
