Restoration of Historic Agricultural Property at 49 Muldowney Road and Valley Acres Dear Susan & Members of the Planning Department, I am writing regarding our family’s property located at 49 Muldowney Road and 3249 South Broadway, to share our vision of restoring this historic property to the productive agricultural use that once defined it. This property was once a working farm, supporting beef cattle, fruit orchards, honeybees, and other agricultural activities. This is not simply a land-clearing project or a business venture. It is a long-term stewardship project rooted in agriculture, conservation, family, and community. Our goal is to preserve a meaningful piece of Saratoga Springs’ agricultural heritage while creating something that benefits the land, local farmers, our community, and future generations. Agriculture has been part of my life for as long as I can remember. I grew up on my family’s farm in West Charlton, where I learned firsthand the values of hard work, responsibility, stewardship, and respect for the land. Farming is not simply something I am interested in; it is part of who I am. Jessica shares that passion with me. Together, we want our daughter, Jacqueline, to grow up understanding and embracing agriculture. We want her to know where food comes from, to understand the importance of caring for the land, and to experience the lessons that only agriculture can teach. Beyond our own family, we hope this property can become a place where future generations learn through hands-on agricultural programs, school visits, community events, and 4-H activities. We envision children learning about orchards, pollinators, soil health, conservation, native plants, nursery production, and responsible farming practices. At a time when many families are increasingly disconnected from agriculture, we believe creating places where people can reconnect with the land is incredibly important. Our restoration plan will take many years. The property has been neglected for decades, and returning it to productive agricultural use will require patience, investment, and careful stewardship. We anticipate removing invasive species, restoring the historic irrigation pond, improving soil health, planting orchards, establishing nursery production, creating pollinator habitat, and restoring appropriate areas with native grasses and wildflowers. Restoration of the historic irrigation pond. Nursery stock production, including trees, shrubs, perennials, and other plant material. Honeybee and pollinator support through native flowers, meadows, and responsible land management. Regenerative agricultural practices focused on soil health, biodiversity, water management, and long-term sustainability. Carefully planned agritourism and educational programming that celebrates Saratoga Springs’ agricultural heritage while respecting neighboring properties and the surrounding community. This project is also directly connected to another historic agricultural property in Saratoga Springs: Valley Acres, which our family also owns. For generations, Valley Acres served the community as a respected farm stand and nursery supply business, providing locally grown products throughout the 1950s, 1960s, 1970s, 1980s, and into the 1990s. Our long-term vision is to restore Valley Acres to its original historical significance while updating it to serve today’s agricultural economy. We envision Valley Acres becoming a true regional agricultural support center — a place where products grown on our farm, along with fruits, vegetables, nursery stock, flowers, trees, honey, maple products, meats, baked goods, and other agricultural goods from farms throughout Saratoga County and the Capital Region, can be aggregated and marketed to the public. Our goal is not only to support our own farm. Our goal is to help support many small farms, family farms, nursery growers, and agricultural producers throughout the region by creating a retail and educational destination that connects local producers with local families. We believe this proposal aligns strongly with the purpose of the City’s Agricultural Residential zoning district. Restoring a historic farm to productive agricultural use through orchards, nursery production, pollinator habitat, regenerative practices, and agricultural education is consistent with those goals. At both the state and national level, preserving farmland has become increasingly urgent. The United States has lost a significant number of farms and millions of acres of farmland in recent years. According to the most recent USDA Census of Agriculture, the country lost more than 140,000 farms and more than 20 million acres of farmland between 2017 and 2022 alone. At the same time, family farms continue to represent the overwhelming majority of American farms. Every opportunity to preserve productive farmland, restore dormant agricultural land, and strengthen local agriculture matters. New York State has long recognized agriculture as an important public policy. Article 25-AA of the New York Agriculture and Markets Law reflects the State Legislature’s commitment to encourage farming, protect agricultural lands, and reduce unnecessary barriers to legitimate farm operations. Agriculture and Markets Law §305-a, in particular, directs local governments to administer local laws in a manner that does not unreasonably restrict farm operations within agricultural districts unless necessary to protect public health or safety. We understand and respect the City’s responsibility to protect public health, safety, environmental resources, and the interests of neighboring property owners. We are committed to being thoughtful, responsible stewards of this land and to working cooperatively with the City throughout this process. At the same time, we believe New York law strongly favors the restoration and continuation of agricultural land, and we respectfully request that the City interpret its regulations consistent with that policy. We hope this project will be viewed not as a conventional development proposal, but as the restoration of a historic farm to agricultural productivity in a zoning district intended to preserve agriculture and rural character. It is about honoring Saratoga Springs’ agricultural history while creating something meaningful for the future. Jessica and I recognize that this vision will take years, and possibly decades, to fully realize. We are prepared to make that investment because we believe preserving agriculture is one of the greatest gifts we can leave to our daughter, our community, and future generations.
