(B&L) has completed a review of the following reports and information for the Ballston Avenue Townhouse project located at 96-116 Ballston Avenue as prepared by Environmental Design Partnership, LLP (EDP): • EDP Response letter dated July 19, 2019 —B&L and City Departmental Comments: • EDP Response letter dated December 9, 2019—City Engineering Department Comments: • Plan Set (11 Sheets) dated November 5,2018, last revised December 8, 2019;; This review was conducted on behalf of the City of Saratoga Springs. The above referenced documents and information were reviewed only with respect to our scope outlined in our task order/proposal. It is noted that a revised SEAF, survey Map, revised cost estimate, revised engineer's narrative and SWPPP were not provided to B&L in this second submission to verify applicable comments from our first comment letter dated June 14, 2019 were addressed. These items should be submitted as well as any correspondence from CDTA that concurs with the location of the CDTA bus stop shown on the plans. Water and Sanitary Sewer 1. We request confirmation that in lieu of new fire sprinkler systems the 2 hour firewalls are sufficient to the City per their code and NFPA standards. Have hydrant flow tests taken place to predict what proposed fire hydrant near Finley Street can provide? We still recommend sprinkler systems be provided. 2. It is noted that the 8-inch water main does not indicate a connection to an existing main on the west side of the project despite the EDP response comment 2 on page 5 of the response letter-Utility Plan and is shown as dead-ended. The second submission reflects a desire to have the City own and maintain the gravity sanitary sewer and water systems within the bounds of this project. There are concerns for this proposal as the City will not own the project street it traverses. The street also is proposed as a porous pavement application and does not meet the standards of a City Street as a complete street. A 35-foot wide easement is shown for potential ownership by the City. Water and Sewer repairs and routine flushing of the hydrant will be required over its service life and would disturb porous pavement and other surface features as well as power, gas and other utilities in a non-conforming layout. The City will need to consider this proposal carefully with the knowledge that hold harmless agreements and special formation of a Sewage Disposal Corporation pursuant to Article 10 of the NYS Transportation Law are potentially applicable. A hold harmless agreement can absolve the City from repairing the surface and other utility impacts from repairs made to the water and sewer infrastructure and not responsible for those costs. 4. Where will the water meters be located and accessed? Stormwater Storm water Pollution Prevention Plan (SWPPP) 1. Please submit the revised SWPPP. 2. Has sign-off letter from NYSSHPO been received yet? This should be included in final SWPPP when received; 3. A drywell has been added on the east side of the intersection of Finley Street and Ballston Avenue. Please provide data in the SWPPP/stormwater calculations regarding the drainage area it will handle and performance during the typical design storm events. 4. Time of concentration values are proportioned according to Hydrocad help documents but could not be found in UNH Storm Center documents confirming this approach. We agree time of concentration will be impacted at a longer duration than traditional pavement but this hydrologic approach needs more confirmation by other sources than an "it is believed" statement from Hydrocad. Other methods include modeling as traditional pavement and then modeling porous section as a "pond" structure with storage, infiltration and effects of proposed underdrain on outflow hydrograph. Please clarify. Michael Veitch, Business Manager City of Saratoga Springs January 15, 2020 Page 3 of 4 Plans Sheet 2 of 11-Site Plan 1. Only one bike rack is shown of unknown capacity. A second bike rack should be considered as residents using bicycles for commuting and children are likely to need more bicycle spaces. Sheet 3 of 11-Existings Conditions and Removals 1. Add brief notes pursuant to OSHA CFR 29 that demolition and disposal practices will be required to follow Federal, State and Local codes. 2. Include notes on plans regarding what backfill soils and compaction requirements are proposed in structure demolition areas. Include NYSDEC section on de-compaction in SWPPP. Sheet 4 of 11 Grading and Drainage 1. Where are roof drain discharges located? Indicate locations and method of energy dissipation (rip-rap and scuppers). 2. We recommend increasing size of 4-inch underdrain at south edge of porous pavement that conveys drainage to SMA#7 to improve freezing potential and for needed capacity during intense rainfall events. Consider 6-inch underdrain below porous pavement. 3. Indicate area of all rip-rap practices to prevent erosion at end of storm drainage pipes, particularly at SMA#7. Provide detail of rip-rap aprons utilizing at least 12-inches of light rip-rap over stabilization fabric. Sheet 5 of 11 Utility Plan 1. See City comments on tapping valve and sleeve. 2. We recommend looping the water main to one on Finley Avenue since it stops just short of it. This comment has yet to be addressed on the plans. Sheet 6 of 11 Planting Plan 1. Verify that all proposed water and sewer infrastructure including services are at least 10' from proposed trees and deep rooted shrubs. Showing the utility layers at a lighter line intensity is often advisable so landscape installers have that as reference. Sheet 7 of 11 Erosion and Sediment Control Plan 1. We recommend re-locating concrete washout area near equipment staging area near units 8 and 9 since outgoing trucks will access Finley anyway and it will provide greater separation from proposed infiltration basin SMA#7. NO Michael Veitch, Business Manager -- - City of Saratoga Springs January 15, 2020 Page 4 of 4 Sheet 11 of 11 Stormwater Details 1. What is diameter of Drywell 3? This could be a larger diameter depending on drainage area/runoff quantities. It will need to be traffic rated and its inlet grate will have to work with proposed curb. Please provide a detail for this structure. 2. Per NYSDEC Design Manual section 6.3.3 incorporate a fine gravel or sand layer above the coarse gravel for the infiltration trench detail. This will serve as a filter layer and likely not to be blinded off like a filter fabric could over time. Please refer to City of Saratoga Springs comments provided separately and address with revised documents and detailed response letter. If you have any questions please contact us.
