To the Design Review Board,
This year, Saratoga Arts has once again been invited by the New York State Council on the Arts
(NYSCA) to participate in the Governor ’s CHARM mural initiative. This program awards arts
organizations funding to facilitate the installation of murals throughout the service area they’re
assigned. Last year we were given six counties in the Mohawk Valley, but not our own. It was
part of the “Capital Region” service area, and the site that oversaw that region did not elect to
install any in Saratoga County last year. When approached this time, I specifically asked that we
be given the opportunity to beautify our own community, and NYSCA agreed. My goal now is to
have that funding impact Downtown Saratoga Springs.
The artist (Juliana Haliti: aka Monarch) and I have identified three different sites in the city
whose owners have signed off to have a mural on their exterior.
- A wall on Beekman St, our historic arts district
- A wall on Maple Ave. outside the Night Owl
- A wall in Putnam Alley, the mural on which would pay tribute to the city’s Plan of Action
and revitalization.
All these have excellent visibility and foot traffic, and we believe would be an exciting and
welcome addition of public art in our community. Thank you for your consideration and support

Artist Statement:
Monarch is a mixed media artist and muralist making geographically and/or subject
specific collages of ecology that both celebrates and brings attention to nature and
history.
Bio:
They are a 2023 Capital Walls muralist as well as an inaugural Troy Art Block selected
muralist. Troy Art Block was named Best New Festival in 2023 by USA Today.
In addition their artwork has been exhibited locally and nationally including, 4 Elements
Studio in Utica, NY, The Hyde Collection in Glens Falls, NY, H Galleries in Ventura, CA,
Tomato Mouse in Brooklyn, NY, MOZAIK Virtual Future Art Awards, DAB Art Co. in Los
Angeles, CA, Saratoga Arts in Saratoga, NY, The Arts Center of the Capital Region in
Troy, NY, and The College of Saint Rose in Albany, NY.
