Historic Review • Reorganized section into three sections: Applicability, Approval Standards, Demolition Review. • Minor edits to Applicability per staff recommendations. • Addition of reference to the Secretary of Interior Standards and a linked reference to the Historic District Guidelines document on the City’s website. • Minor additions to clarify design considerations for repair or alteration or additions/new construction. • Corrected the demolition review for Historic Districts to include clearer criteria and DRB decision path options. H. Architectural Review • Moved and reorganized section into three sections: Applicability, Approval Standards, Demolition Review. • Minor edits to Applicability per staff recommendations. • Addition of language to distinguish Approval Standards in the Architectural District, consistent with the intent of the district. • Established a separate demolition review for the Architectural District which provides for the DRB to recommend designation when it determines a property has significance and is eligible. Only if the Council designates can the regulations for historic preservation and demolition review be applied. I. Designation of Local Landmarks and Historic Districts • Added application and public hearing requirements, clear procedure steps and criteria for the designation of local landmarks and historic districts consistent with best practices and SHPO comments and guidance. J. Hardship Appeals of Design Review Board Decisions • Added an economic hardship appeal process with criteria back to the DRB, per SHPO model law. K. Appeals • Added an appeal to the City Council, per SHPO model law.
