Project Description The 64 Washington Street Site Plan Project involves the demolition of the existing building on the property and the construction of a new 27-unit residential building at 64 Washington Street, Saratoga Springs, NY 12866. The site is bounded by Washington Street to the north and Congress Street to the south. II. Existing Water and Sanitary Sewer Utilities Existing Water Utilities The City of Saratoga Springs municipal water system includes water mains located within both Washington Street and Congress Street. According to City water mapping records, the water main in Washington Street is 8 inches in diameter, while the water main in Congress Street is 6 inches in diameter. The existing building on the site is currently served by the City water system. Although the exact location of the existing water service connection has not been confirmed, it is assumed to connect to the water main in Washington Street. Hydrant flow tests were conducted at hydrants along Washington Street and Congress Street to evaluate existing system conditions. The results of the pressure and fire flow testing are summarized below: Static Pressure Residual Pressure Expected Flow at 20 psi Washington Street 82 psi 79 psi 3,336 gpm Congress Street 87 psi 79 psi 3,345 gpm See Appendix A for flow test results. Existing Sanitary Sewer Utilities The City of Saratoga Springs municipal sanitary sewer system includes sewer mains located within both Washington Street and Congress Street. According to City mapping records, the sanitary sewer main in Washington Street is 12 inches in diameter and is located along the north side of the roadway. Project survey data indicates that the sanitary sewer main in Congress Street is 10 inches in diameter and is located along the south side of the roadway. Both sewer mains ultimately discharge to the Saratoga County Sewer District No. 1 (SCSD) High Rock Pump Station. From there, wastewater is conveyed through the SCSD collection system to the SCSD wastewater treatment plant in Mechanicville for treatment. III. Projected Water and Wastewater Flows The proposed development will consist of 27 residential units, including 5 one-bedroom units, 14 two-bedroom units, and 8 three-bedroom units, for a total of 57 bedrooms. Based on the proposed unit mix and bedroom count, the anticipated wastewater generation rates for the project are summarized in the table below: Description Use Rate Total Use Apartments (57 Bedrooms) 110 gpd/bedroom1 6,270 gpd Total 6,270 gpd Average daily flow for wastewater is estimated to be 6.5 gallons per minute (gpm) based on a 16-hour day. Estimated peak hourly flow is 27.3 gpm (4.2 x average).2 Average daily demand for water is estimated to be approximately equal to the wastewater flow, 6.5 gpm. Instantaneous demand is calculated at 1.4 gpm3 for each unit (27 total units) giving a total instantaneous demand of 37.8 gpm. We offer the following summary of the estimated water demands for the project: Average Day Demand is 6.5 gallons per minute (GPM) over the 16-hour period. Max Day Demand is 13.0 gallons per minute (GPM) based on twice the average. Peak Hourly Flow is 27.3 gallons per minute (GPM) based on 4.2 times the average. Fire Flow Demand is 1,422 gallons per minute (GPM) per NYS Fire Code. IV. Proposed Water, Wastewater, and Stormwater Utilities Proposed Water Utilities To serve the proposed building, a 6-inch DIP water service is proposed to connect to the existing 6-inch municipal water main in Congress Street via a wet tap. The new water service will provide both domestic water supply and fire protection for the building and its occupants. The calculated fire flow is 5,689 gpm, based on the NYS Fire Code Table B105.1(2), for Type 2B for floors 1-4, and Type 1A for the lower parking garage floor. The building will be sprinklered, therefore per Section B105.2 of the fire code the minimum fire flow shall be 25% of the value in Table B105.1(2), which equates for a minimum fire flow of 1,422 gpm at 20 psi for a duration of 4 hours. Based on the hydrant flow tests, the available fire flow from the municipal system is 3,336 gpm, which is greater than the minimum required fire flow. Connections and appurtenances, including valves, trenching, bedding, service connections, as well as testing and disinfection will all be specified in accordance with City of Saratoga Springs and NYSDOH standards. Proposed Sanitary Sewer Utilities To provide sanitary sewer service to the proposed building, a new 6-inch PVC sewer lateral is proposed to connect the building to the existing municipal sewer main in Congress Street. Connections and appurtenances, trenching, bedding, and piping will all be specified in accordance with City of Saratoga Springs standards. Notes 1.
