Valyou 1. Existing Site Conditions The project site is located at 75 Weibel Avenue in the City of Saratoga Springs and consists of an existing commercial building and associated parking areas. The parcels currently contain a developed site with an established building, paved parking areas, and supporting site infrastructure. The existing building is currently occupied by a dental office and is served by an existing parking lot containing 25 total spaces. Stormwater from the existing impervious surfaces generally drains across paved areas and surrounding pervious lawn areas. Site topography includes a small natural depression that provides localized surface storage of runoff during storm events. No formal stormwater management practices currently exist on the site. 2. Proposed Site Conditions The proposed project consists of utilizing a portion of the existing commercial building for a cannabis retail store. The project primarily involves an interior tenant fit -out with minor exterior site modifications. Site improvements include the construction of an approximately 3,560 square foot parking lot expansion to accommodate additional parking demand. The expansion will provide six employee parking spaces and one additional customer parking space. A new dumpster location is also proposed on the site. The majority of the site will remain unchanged, with the existing building, circulation patterns, and most of the existing parking areas remaining in place. Total site disturbance for the proposed site modifications is 0.24 acres. 3. Additional Stormwater Controls To address runoff generated from the proposed parking lot expansion, stormwater storage and infiltration measures have been incorporated into the site design. Forthe purposes of evaluating runoff from the proposed impervious surfaces, a runoff volume of 1.5 gallons per square foot was used to simulate a 25-year storm event. Based on the proposed 3,560 square foot parking lot expansion, the potential runoff volume was calculated as follows: 3,560 SF x 1.5 gal/SF = 5,340 gallons Converting this volume to cubic feet: 5,340 gallons _ 7.48 gallons per cubic foot = approximately 714 cubic feet To manage this runoff, a stone infiltration trench will be installed along the edge of the newly paved area. The trench will measure approximately 2 feet in width and 2 feet in depth and will be constructed with clean, washed stone to allow temporary storage and infiltration of stormwater runoff from the adjacent pavement. The trench will capture and infiltrate a portion of the runoff generated from the new impervious surface. June 10, 2026 City of Saratoga Springs Planning Board 474 Broadway Saratoga Springs, NY 12866 Re: 75 Weibel Avenue — Request for Extension of Special Use Permit Approval Members of the Planning Board: Please find enclosed an application requesting an extension of the Special Use Permit approval for the above -referenced project. Following the Planning Board's review of the project, our engineering team prepared and submitted an amended site plan package addressing the comments and questions raised by the Board and City staff. That response was submitted on March 11, 2026 remains under review by the City's engineering and planning staff. To date, City staff has not completed its review of the revised submission. We have been advised that, in order to preserve the existing approvals while that review process continues, we should request an extension of the Special Use Permit approval. Accordingly, the enclosed application has been submitted for the Board's consideration. There have been no material changes to the project, the property, or the surrounding neighborhood since the original approval was granted. We remain committed to working collaboratively with City staff to address any remaining comments and move the project forward. Thank you for your consideration of this request. This area will provide supplemental surface storage for stormwater runoff not fully captured by the infiltration trench during larger storm events. The depression allows temporary ponding and gradual infiltration, further reducing the potential for off -site runoff. Together, the infiltration trench and existing depression provide sufficient on -site storage and infiltration capacity to manage runoff generated by the proposed parking expansion. 4. Conclusion The proposed project consists primarily of a tenant change within the existing commercial building and a relatively small expansion of the existing parking area totaling approximately 3,560 square feet of new impervious surface. Stormwater runoff generated by the proposed parking expansion was evaluated using a design volume of 1.5 gallons per square foot, representing a simulated 25-year storm event. This results in an estimated runoff volume of approximately 5,340 gallons (714 cubic feet). Stormwater management for the project will be provided through a combination of stone infiltration trenches located along the new paved area and an existing on -site depression with an estimated storage capacity of approximately 800 cubic feet. The existing depression alone provides sufficient storage capacity to accommodate the estimated runoff volume associated with the design storm event, while the infiltration trench provides additional attenuation and promotes infiltration of runoff from the new pavement. Given the relatively small increase in impervious surface area and the available on -site storage and infiltration capacity, the proposed stormwater management measures will adequately control runoff generated by the project and minimize potential impacts to surrounding properties. patterns.
