MALE ASSOCIATES Engineering, Surveying, Architecture, Landscape Architecture & Geology, D.P.C 50 Century Hill Drive, Latham, NY 12110 518.786.7400 FAX 518.786.7299 www.ctmale.com Civil Engineering  Environmental Services  Survey Services  Land Services  Architecture  Energy & Building Systems Services  Electrical Engineering Project Narrative Regeneron Pharmaceuticals Phase 1 Site Development 56 Duplainville Road May 29, 2026 Description of Existing Site and Use Regeneron Pharmaceuticals, Inc. is redeveloping the 62.1 acres parcel, previously home to Quad Graphics, Inc, under tax parcel 177-6-66, in the City of Saratoga. The site address is 56 Duplainville Road, within the Grande Industrial Park, located between Adams Road and Duplainville Road. The site has parcel frontage and two paved entrances on Adams Road (a City street) and a rear paved entrance on Duplainville Road (CR-46). The site is adjoined to the north, east, and west by roadways and other industrial facilities and properties in the W.J. Grande Industrial Park. An active rail spur is present along the northern parcel boundary that connects to the nearby rail yard east of the site. The rail spur is situated within a separate adjoining tax parcel. The site is adjoined to the south by a wooded buffer along Adams Road, and residential, school, and parkland properties beyond to the south The site was previously home to Quad Graphics, which was a printing plant that operated from the 1980s until 2023, and was the original owner and developer of the site. The site contains a principal vacant industrial building that totals 907,574± square feet (sf) and is 32.5 feet tall, excluding mechanical equipment. Ancillary site improvements include asphalt parking lots and driveways, concrete walkways, landscape and hardscape areas, a small recreational park and pavilion, and exterior mechanical equipment, tanks, and several permanent and temporary accessory structures. The site contains 823 existing parking spaces that include 10 ADA accessible spaces. Additional spaces exist for trailer parking, truck loading zones, and loading docks. The impervious coverage of the site (including buildings) is 63.1% of the parcel area (±62.1 acres). Site utilities include public water, public sewer, storm sewer, electric and site lighting, and natural gas (provided by National Grid). We note that the total existing principal building area (907,574± sf) excludes the western portion of the previously approved “Building M”, (then referred to as Building 8). The site plan for Building M was approved by the City Planning Board in December 1997, for a total area of 159,330 sf. The eastern portion of this building (80,033± sf) was subsequently constructed by Quad Graphics and added onto the C.T. MALE ASSOCIATES Civil Engineering  Environmental Services  Survey Services  Land Services  Architecture  Energy & Building Systems Services  Electrical Engineering facility, while only a foundation was constructed for the western portion of the building (79,297± sf), which remains today as an existing impervious surface. This remaining portion of Building M is intended to be erected by Regeneron in the same footprint, as previously approved. The proposed overall principal building area as noted in this application (986,871± sf) includes the western portion of Building M, all of which has been previously approved by the City Planning Board. Description of Proposed Site and Use Regeneron manufactures injectable pharmaceuticals operating under SIC Code 2834. Production processes operate independently as batch production, utilizing mammalian cell culture biotechnology, followed by purification steps as the sole means of production. Although not a phased project per se, redevelopment of the site is expected to occur on different schedules, the necessary site work for Regeneron to commence pharmaceutical production by 2030. This proposal is the site work associated with the first portion of work to be completed at this time, referred to as the Phase 1 site plans. This portion of the proposed project includes utilizing and repurposing the existing site buildings and facilities as much as possible. Updates that are needed for this manufacturing use will occur primarily within the interior of the building, but there are exterior site improvements that are needed to support the manufacturing of pharmaceuticals. The majority of the exterior site improvements are focused on the northern portion of the property. A summary of the work included is as follows: Demolition pavement and miscellaneous equipment in areas of improvement, Removal of a rail spur, Relocation of northern access road, Installation of trash compactors (multiple locations), Bulk chemical and gas storage to the northeast, Sidewalk at the southeast corner of the building, Cooling towers, transformers, generators, electrical duck banks, electrical vaults and switch gear at the northwestern portion of site, Exterior pipe racking along the northern and northwestern side of the building. Site emergency backup generators, Parking area re-striping, C.T. MALE ASSOCIATES Civil Engineering  Environmental Services  Survey Services  Land Services  Architecture  Energy & Building Systems Services  Electrical Engineering Two (2) 500,000 Water Tanks, with booster pump station, at the eastern portion of the site, Sanitary Sewer Pump Station and forcemain The Site Plan design package references work as designed by others or designed under separate cover for reference only. These include the following: Guard Shack by Adams Road, designed by others, Guard Shack by Duplainville Road, designed by others, Transformers, generators, electrical vaults, and switch gear, designed by others, Pipe rack, designed by others, Water Tanks and Booster Pump, designed under separative cover, Fire Service Water Tank and Booster Pump, designed under separate cover, Offsite Water Improvement, designed under separate cover, Sanitary Sewer pump station and forcemain, designed under separate cover, Off site sanitary sewer improvements, designed under separate cover, Utilities Information regarding utility demands (power, water and sanitary sewer) were submitted to the City under the SEQRA/sketch plan application in February 2026. Please refer to those documents for this information. A copy of the February 3, 2026 Preliminary Engineer’s Report for Water and Sanitary Sewer is included with this submission. Parking The existing site parking is approximately 839 spaces, this includes 10 ADA spaces but excludes existing trailer parking. The proposed development at the northwest portion of the site will eliminate parking spaces. No changes to the parking lot at the main entrance off Adams Road is proposed. After this phase of site development there will be 731 parking spaces, that includes 10 ADA spaces. There will be areas for EV parking, this total number is to be determine later based on Regeneron’s needs. They will be located near the main entrance and parking lot. Parking requirements during the construction phase shall consist of up to 800 contractors and 100 employees during the peak construction phase of work. The construction phasing plan shows approximately 1,008 parking spaces, including temporary parking areas, with an additional 28 trailer spaces to accommodate the C.T. MALE ASSOCIATES Civil Engineering  Environmental Services  Survey Services  Land Services  Architecture  Energy & Building Systems Services  Electrical Engineering needs during this phase. This additional temporary parking is accomplished by re- striping some areas on the west side of the building and allowing temporary parking in the Building M footprint. Lighting No changes to the existing site lighting are proposed as part of this proposal. Within the site plan application is a plan that shows the existing lighting. The project will add lighting only in areas of the cooling towers for security and safety. All proposed lighting will be down lighting and maintain minimal level of footcandles for safety. Landscaping The proposed site work on the west and northwest portion of the site will remove up to 70 existing parking lot island trees and trees adjacent to the building as these trees are in conflict with proposed utilities and equipment. The site plan includes a landscaping plan that identifies these trees and shows planting of 35 new trees on site (primarily by the water tanks), and includes a provision to allow for the remaining half of the trees (another 35) to have a fee in lieu of planting to be provided to the City for tree planting at other sites across the City. Storm Water Management The estimated amount of land disturbance for the Phase 1 site work is approximately 12.3 acres of the overall 62.1± acre parcel. Since this disturbance exceeds 1 acre, the Applicant is required to prepare apply for permit coverage under the SPDES General Permit (GP-0-25-001), which requires the preparation of a SWPPP and the submission of a completed Notice of Intent (NOI) to the NYSDEC prior to starting construction. Please refer to the Stormwater Pollution Prevention Plan dated May 2026 for information on the proposed project as it relates to stormwater management. SEQRA Regeneron Pharmaceuticals submitted a sketch plan and SEQRA package to the City of Saratoga Springs Planning Board in February of 2026. The project received a negative declaration of environmental significance on May 21, 2026. The Phase 1 site work is consistent with this record. A short environmental assessment form is provided with this application, however, no additional SEQRA findings are required for this action. C.T. MALE ASSOCIATES Civil Engineering  Environmental Services  Survey Services  Land Services  Architecture  Energy & Building Systems Services  Electrical Engineering Pedestrian Connectivity As part of the sketch plan and SEQRA review conducted previously by the City, pedestrian connectivity to the site was discussed. As noted in the SEQRA record, Regeneron has committed to facilitating an extension of a pathway within Veteran’s Memorial Park, near the tennis courts. This extension will be designed by the City as part of proposed upgrades to the Park, with Regeneron providing a fee to complete that work. Regeneron will coordinate with the Parks department on this plan. Construction Schedule The anticipated construction schedule extends from late July 2026 to January 2028. Work will only commence after site plan approval and building permit approval. This construction schedule includes both interior and exterior construction activities. It is anticipated for temporary parking areas, office trailers, laydown and additional garbage locations to be needed during this phase. An anticipated construction phasing plan has been completed for this submittal package.
