Male Project No. 25.0998 Dear Susan: C.T. Male Associates Engineering, Surveying, Architecture, Landscape Architecture & Geology, D.P.C. (C.T. Male), on behalf of Regeneron Pharmaceuticals, Inc. (Regeneron or Applicant), is providing this submission to supplement the sketch plan/SEQRA application currently under review by the Planning Board, based on discussion at the May 14, 2026 workshop meeting. The following attachments are provided, with a brief explanation of each item below: List of Attachments Updated Part 1 Full EAF (Clean Version) Attachment 1 Updated Part 1 Full EAF (Redlined Version) Attachment 2 Updated Site Master Plan (V4) Attachment 3 Updated Part 1 Full Environmental Assessment Form (EAF) – An updated full EAF is provided to document for the SEQR record updates made to the project since the first submission on February 3, 2026. For your convenience, we are also providing a redlined version so that the Planning Board can see where updates were made. Updated Site Master Plan (V4) – The following Master Plan updates are provided to align with the Full EAF and current development metrics: - Adjusted the proposed limit of disturbance line around the proposed process water tanks and access to the north. - Removed the outdated line work and callout that states “Future City Domestic” on the north side of the site, since Regeneron will purchase water from the C.T. MALE ASSOCIATES May 18, 2026 Supplemental Submission Regeneron Saratoga Project Page - 2 Saratoga County Water Authority and will be supplied by a proposed 20-inch main as shown on the master plan. - Re-balanced the site statistics table on the Overall Zoning Review sheet, to account for 0.8± acres of proposed new impervious surface associated with redevelopment activities. The slight increase in total impervious area is due to the proposed process water tanks. Tree Replacement – Regeneron commits to replacing significant trees that will be removed from the site, mostly in the western parking lot area, in accordance with the City standards for tree replacement. Landscaping plans and tree replacement metrics will be presented on future site plan applications. City Water Supply – Regeneron proposes to connect to the Saratoga County Water Authority system and will construct two storage tanks on site for operational and redundancy needs. This application does not include requesting additional water supply from the City of Saratoga Springs for planned phases of development. If in the future, through the due course of water system upgrades that the City may undergo, there is a change in the City’s water supply that would allow Regeneron to be partially supplied as an emergency backup source, Regeneron would work with the Department of Public Works (DPW) at that time.
