NOTICE OF DECISION
In the matter of the application

43 Phila St. Noah’s Exterior Modifications

Saratoga Springs, New York 12866
involving Architectural review of exterior modifications - paint and awning/signage and a sidewalk cafe within the Urban Core (UC)
District, tax parcel #165.68-1-8, within the City of Saratoga Springs.
In accordance with 6 NYCRR Part 617, the Design Review Board classifies this request as a SEQR:
Type II action – exempt from further SEQR review
And, in accordance with the objectives, standards and guidelines contained in the Unified Development Ordinance Article 240 -
13.9 Architectural Review Applicability and Approval Standards, the Design Review Board issues the following decision on May
6, 2026:
Approve the plans with the following conditions:
1. All conduit on the front and alley side of building to be removed
2. Exterior televisions and speakers to receive necessary City approvals
3. Brick on the first-floor front façade to be painted to match proposal for side façade
4. The rear of the side façade that is currently purple to be painted to match proposal; only first floor will be painted
5. Applicant to provide awning specs for administrative approval
6. Applicant to submit new tables and chairs for administrative approval

As a result of this decision, the applicant:
