I. Project Description
This report addresses water and sanitary sewer connections to a proposed single-family 3 bedroom house to
eventually be constructed on Lot #2 of a two -lot subdivision of lands at 52 York Avenue recently submitted
for approval by Monette Carli and Collin Christovich. The parcel to be created is in the rear of 52 York Ave-
nue having 50 feet of frontage on the north side of Middle Avenue between Nelson Avenue and Warren Street
It would have a depth of 109.01 feet from the north bounds of Middle Avenue, an area of 5,450.40 square feet
(0.125 acre) and is currently vacant. The applicants propose to offer this lot for sale as a residential building
site, suitable for construction of a two-story wood frame structure, most likely with 3 bedrooms and 2.5 bath-
rooms.
II. Existing Water and Sewer Facilities
Municipal water and sanitary sewer services are available from the City of Saratoga Springs along Middle
Avenue in the form of a 4” diameter water main and an 8” diameter sewer main. The sanitary service
eventually flows to the Saratoga County Sewer District No. 1 (SCSD) and ultimately flows to the SCSD
wastewater treatment plant in Mechanicville.
III. Projected Water and Wastewater Flows
Residential water usage calculator published by U.S. Environmental Protection Agency contains the following
usage benchmarks: 82 gallons per person per day (on average) and 10,000 – 12,000 gallons per month for a
family of 4. Extrapolating the lower figure over the course of a full year translates to approximately 120,000
gal (16,000 cubic feet) per yr.
Typical residential sanitary sewer flow rates range from 45 to 100 gallons per person per day with a standard
design average of approximately 66 to 70 gpcd or 150 gallons per bedroom per day. Assuming a 3 bedroom
house results in an anticipated yearly wastewater flow of 162,000 gallons. An alternative standard of 217
gallons per household per day would significantly reduce the design value. The peak flow rate can vary from
100 gpm to 170 gpm.
IV. Proposed Water and Sewer Connections
Water
Water service to the proposed house shall be provided via a 1” Type K copper lateral. Connections and
appurtenances, including corporation stops, trenching, bedding, service connections, as well as testing and
disinfection, will all be specified in accordance with City of Saratoga Springs and NYSDOH standards.
Sanitary Sewer
The proposed sanitary sewer lateral shall be a 4 inch diameter PVC (SDR-35/26) pipe connection to the sewer
main in Middle Street. It shall be installed at a 2% slope (1/4 inch per foot) with 4 to 6 feet of cover and a
building cleanout near the foundation. It shall be laid on a bed of sand or gravel to ensure stability and
be connected to the public sewer main using a wye fitting.
