Dear Susan:
C.T. Male Associates Engineering, Surveying, Architecture, Landscape Architecture &
Geology, D.P.C. (C.T. Male), on behalf of Regeneron Pharmaceuticals, Inc. (Regeneron or
Applicant), is providing this submission to supplement the sketch plan/SEQRA
application currently under review by the Planning Board, and respond to verbal
comments made by the Board at the April 23, 2026 meeting. The following attachments
are provided, with a brief explanation of each item below:

National Grid Utility Service Letter – At the request of the Planning Board, National
Grid provided a letter describing the existing and proposed dedicated electrical service
to the Regeneron site. The letter confirms that the facility is served by a radial 34.5 kV
sub‑transmission line that exclusively serves the site, and that all local distribution
serving the surrounding community is on fully separate lines at different voltages.
National Grid concludes that the proposed service “will have no direct impacts on any
residential customers,” and has preliminarily determined that the proposed 12 MVA
service will not negatively impact the local electric system. This letter addresses the
Planning Board’s comment regarding electric utility capacity in the context of
community‑wide impacts and the SEQRA review, while noting that future 115 kV
service will be evaluated through the NYISO process.

Avenue of the Pines Truck Traffic: The Planning Board requested that Regeneron
consider prohibiting truck traffic on Avenue of the Pines, which connects Route 9 to
Route 50 through the Saratoga Spa State Park. We reviewed this request and
determined that truck traffic is already prohibited on Avenue of the Pines, as evidenced
by the following:
• “No Trucks” signage is posted at both the eastbound and westbound entrances
to the roadway.
• Avenue of the Pines is not listed as a Highway Designated as a Qualifying or
Access Highway for Larger Dimension Vehicles in the NYSDOT Truck Book
(2020) and is not a designated truck route.
• The roadway is under New York State Parks maintenance jurisdiction, as it is
located entirely within a State Park.
Based on this existing designation, we believe that this comment is addressed.
