216 West Ave Holdings LLC
Application for Special Use Permit
216 West Ave Holdings LLC (the “Applicant”) submits this Application for a Special Use
Permit, dated April 10th, 2026. Applicant is the owner of the parcel located at 216 West Avenue,
Saratoga Springs, New York, with Tax Map No. 178.25-2-1 (the “Project Site”). The uses
permitted at the Project Site are limited to those provided in the UR-2 Zoning District. Applicant
seeks designation of the Project Site as a Neighborhood Commercial Establishment allowing
uses consistent with article 8 of the UDO, including as an office for speech-language pathology
services within the existing structure (the “Project”).
The Project Site has served as several commercial operations historically, including but
not limited to securing a Use Variance as a photography studio in 2010. At that time, the use
variance was granted in part because the retail use of the Project Site dates back to 1963 when
the subject structure mainly served as a retail music and sporting goods business. Such use
variance application also demonstrated it was not feasible to use the Project Site for residential
purposes. Due to its current and historical use, the Project Site constitutes a Neighborhood
Commercial Establishment. The proposed office use will be consistent with the Section I details
attached hereto and minor improvements will be made to the building and site as detailed in the
attached Section II and reflected in the Exhibits.
Approving the Special Use Permit will not pose any adverse effect on adjacent properties,
nor will it degrade the character of the area, but rather will preserve the low-impact commercial
use persisting at the Project Site today.
