Male Project No. 25.0998 Dear Susan: C.T. Male Associates Engineering, Surveying, Architecture, Landscape Architecture & Geology, D.P.C. (C.T. Male), on behalf of Regeneron Pharmaceuticals, Inc. (Regeneron or Applicant), is providing this submission to supplement the sketch plan/SEQRA application currently under review by the Planning Board. The following attachments are provided, with a brief explanation of each item below: List of Attachments Updated Site Master Plan (V3) Attachment 1 No Effect Finding Letter from OPRHP Attachment 2 Updated Site Master Plan (V3) – An updated site master plan is provided and depicts additional water infrastructure on the east side of the parcel. Two (2) 425,000-gallon potable process water tanks and a booster pump station are proposed. The purpose of these tanks is to provide water system redundancy for Regeneron in the event of a water main failure elsewhere in the County system. This proposal was determined through recent meetings with the Saratoga County Water Author ity, which is why these tanks were not shown on the initial site master plan. The dimensions of each tank will be 33 feet high x 47.5 feet in diameter , each occupying roughly 2,500 square feet. The booster pump house will be approximately the same dimensions as the proposed disinfection and water meter building. The tanks will be constructed on concrete pads. The tanks will be set back approximately 820 feet from Adams Road and set behind the existing vegetative buffers in this area of the site, which will minimize visibility from the south. In addition, the proposed overall limit of C.T. MALE ASSOCIATES April 15, 2026 Supplemental Submission Regeneron Saratoga Project Page - 2 disturbance was increased to encompass this water tank area, adding 0.78± acres to the total site disturbance. Design plans for this tank system will be submitted, as required, in future applications to the City. No Effect Finding Letter from OPRHP – A project consultation was submitted to the NY State Office of Parks, Recreation and Historic Preservation (OPRHP) to evaluate potential impacts to historic and cultural resources. The letter provided concludes: “Based upon this review, it is the opinion of OPRHP that no properties, including archaeological and/or historic resources, listed in or eligible for the New York State and National Registers of Historic Places will be impacted by this project.” Clarification on EV Chargers and Bike Parking – In the March 17, 2026 Planning Board submission, we addressed the question about proposed EV chargers on the site. To clarify, Regeneron anticipates having at least 12 EV chargers at the site, including the four existing chargers. The number of EV chargers will be based on business needs and other outside requirements. To further clarify the bike parking proposal, Regeneron will provide covered bike parking near the main entrance of the building and recognizes the existing bike infrastructure near the site and throughout Saratoga Springs. Fire Department Comment from March 2, 2026 (Sent via email): Comment: Will the project be relocating the 2 fire hydrants on the west side of the project in the area of the proposed parking garage? The plans were not clear on this. Response: The hydrants are outside the current proposed footprint of the parking garage and not expected to be relocated. If they need to be relocated, Regeneron will coordinate changes with the Fire Department and City Building Department. Design plans for the parking garage will be submitted, as required, in future applications to the City. Respectfully Submitted, C.T.
