HomeMy WebLinkAbout20260245 64 Washington St Special Use Permit Traffic Assessment March 31, 2026 Ms. Amber Mathias - Director of Project Development Bonacio Development 18 Division St, Suite 401 Saratoga Springs, NY 12866 RE: Traffic Assessment, 64 Washington Street Development, Washington Street, City of Saratoga Springs, Saratoga County, New York; CM Project No. R251953.00 Dear Ms. Mathias: Creighton Manning Engineering & Surveying, PLLC (CM) has conducted a traffic generation assessment for the proposed 64 Washington Street Development located on Washington Street in the City of Saratoga Springs. This evaluation is based on the proposed “Special Use Permit Sketch Plan” prepared by The LA Group dated March 25, 2026 (Attachment A). 1.0 Project Description The project consists of the redevelopment of a parcel that is currently occupied by a residential group home operated by Saratoga Bridges which provides residential opportunities for individuals with developmental disabilities. The existing building will be demolished and the current use will be relocated to an alternative site. A new building will be constructed to provide 25 condominium units at 64 Washington Street. Vehicular access to the parking lot will be provided via an existing curb cut on Congress Street located approximately 320- feet west of Federal Street. It is noted that the existing driveway located on Washington Street will be eliminated. Pedestrian access to the development will be provided via entrances on Congress Street and Washington Street. A qualitative review of the existing driveway on Congress Street indicates that adequate sight lines are provided to enter and exit the development. The project location is shown on Figure 1. 2.0 Existing Conditions Roadway Serving the Site Washington Street (NY Route 29) generally travels in an east-west direction through the City of Saratoga Springs and is classified as an urban principal arterial other roadway that is on the National Highway System (NHS). Adjacent to the project site, Washinton Street generally provides a 25-foot wide roadway with a single lane in each direction and on-street parking permitted on the north side of the road. Land uses along the roadway generally consist of commercial and residential uses with a couple of churches located east of the site. Sidewalks are provided on both sides of the road and the City speed limit is 25-mph. The roadway is classified as an urban local road that generally provides access to commercial land uses. Congress Street generally provides a 32-foot wide roadway adjacent to the project site for two-way traffic. Sidewalks are provided on both sides of the road and the City speed limit is 25-mph. Transit Accommodations The Capital District Transit Authority (CDTA) provides transit service in the project area on Broadway with the closest bus stop located approximately 0.2 miles east of the site. The following bus routes run near the project site on Broadway:  Route 450 (Schenectady to Wilton Mall via Route 50) – This route runs between the Gateway Plaza Mobility Hub in the City of Schenectady to the Wilton Mall in the Town of Wilton via NY Route 50. The service operates on weekdays and on weekends with a bus once every 50 minutes on average.  Route 540 (NX – Northway Express) – This is a commuter route that runs from the Empire State Plaza in the City of Albany up to the City of Saratoga Springs and the Village of Ballston Spa using I-787, I-87, and NY Route 50. The service operates on weekdays only with a bus approximately once every ½ hour (on average) in the morning from about 6:00 to 7:30 a.m. and during the afternoon from about 5:00 to 7:00 p.m. The details of these bus routes are located under Attachment B. Bus stops with small shelters are provided for Routes 450 & 540 on the east and west side of Broadway just north of Congress Street (see Photo #1). Good pedestrian connections are provided between the bus stops and the proposed 64 Washington Street Development. 3.0 Trip Generation Assessment Trip generation determines the quantity of traffic expected to travel to/from a given site. The Institute of Transportation Engineers (ITE) Trip Generation, 12th edition, is the industry standard used for estimating trip generation for proposed land uses based on data collected at similar uses. The trip generation for the 25 condominium units was estimated based on Land Use Code (LUC) 220 for Multifamily Housing (Low- Rise). Table 1 summarizes the trip generation estimate during the AM and PM peak hours of the site which coincides with peak operating conditions of the adjacent street network. It is noted that the existing residential facility currently generates traffic during the AM and PM peak hours which indicates that traffic destined to this parcel will not all be new to the area. Traffic Volume Conditions Traffic generated by the proposed project was distributed onto the surrounding roadway network based on probable travel routes to the parking lot. This distribution of traffic results in a maximum increase in traffic of approximately 12 new vehicle trips during the AM and PM peak hours to a roadway located adjacent to the project site. The magnitude of the new vehicle trips generated by the site is less than the ITE threshold of 50 site- generated vehicles at a single intersection or roadway which would trigger the need for detailed intersection analysis as noted in the Multimodal Transportation Impact Analysis for Site Development (2023). This guidance was developed as a tool to identify locations where the magnitude of traffic generated has the potential to impact operations at off-site intersections and screen out locations from requiring detailed analysis that do not reach the 50-vehicle threshold and are unlikely to require mitigation. The anticipated traffic volumes for the 64 Washington Street Development will be below the 50-vehicle threshold indicating that detailed intersection analysis is not needed and that the site generated traffic will be accommodated by the existing roadway network. 4.0 Conclusions The project consists of the redevelopment of a parcel that is currently occupied by a residential group home operated by Saratoga Bridges which provides residential opportunities for individuals with developmental disabilities. The trip generation summary indicates that after redevelopment of the site, the residential project will generate a total of 12 trips during the AM peak hour and a total of 12 trips during the PM peak hour. It is noted that the existing residential facility currently generates traffic during the AM and PM peak hours which indicates that traffic destined to this parcel will not all be new to the area. It is expected that there will be a maximum increase in traffic of approximately 12 new vehicle trips on the adjacent roadways in a single peak hour as a result of this project. The magnitude of the new vehicle trips generated by the site is less than the threshold which would trigger the need for detailed analysis. In addition, the existing sidewalk network provides good pedestrian access adjacent to the site and allows residents to access local transit facilities.
