In the matter of the application

Universal Preservation Hall (UPH) Signage
25 Washington Street
Saratoga Springs, New York 12866
involving Architectural Review of signage within the Transect-6 Urban Core district, tax parcel
#165.67-1-13 within the City of Saratoga Springs.
In accordance with 6 NYCRR Part 617, the Design Review Commission classifies this request as
a SEQR Type II action – exempt from further SEQR review.
And, in accordance with the objectives, standards and guidelines contained in the City Zoning
Ordinance Article 240-7.5 Architectural Review, the Design Review Commission issues the
following decision on December 11, 2019:
Approve with the following conditions:
1. The DRC recognizes that this project is a community-wide, public/private partnership undertaken by a
non-profit organization that has enabled the thorough restoration of a significant historic resource and
state and national register property.
2. The electronic sign will be no larger than 4’ x 7’ and will occupy the exact location and dimensions as
the existing building signboard. The signboard surround will be restored to original historic appearances.
3. The electronically displayed message will be a static image that displays the current or upcoming venue
offerings. The message will not move, flutter, revolve, or otherwise be animated.
4. There shall be no advertising displayed on the signboard other than the current venue offering. No
advertising for off-site activities is permitted.
5. Final detail specifications are to be submitted for administrative review and approval.
Note: this approval shall expire 18 months from the issuance date unless any
necessary building permit has been issued and actual work begun.

As a result of this decision, the applicant:
may proceed with the proposed project as approved
