From: "Irene Peronto" <iperonto©gmail.com> To: "Bradley Birge" <bbirge@saratoga-springs.org> Cc: "David Pentkowski" <dhp©ppflaw.com> Sent: Monday, December 16, 2019 7:21:40 AM Subject: 62 Van Dam St Blackler AVSBCC, LLC Good morning Mr. Birge, There were three windows, facing West, on the West side of 62 Van Dam Street when Mr. Blackler purchased the property. The placement of two of the eight windows in the documents submitted by Mr. Blackler face directly into my home. They should not be allowed. There were no window cut-outs on the West side of the building when the asphalt siding was removed. I believe one of the members of the O'Donnell family is still in the area who can confirm the lack of or existence of covered up window cut-outs. The drip line of the covered porch that was illegally enlarged both in height and footprint and converted to living space was barely on Mr. Blackler's side of the property line a year ago. It is currently on my side of the property line. This section of the building appears to be leaning. The original kitchen is the area with the sloped roof. The roof was where the siding is angled. Mr. Blackler raised the height of the kitchen roof after the order to remove the illegal addition was issued. This additional height continues to block light from my home. From the Design Review Commission meeting minutes of 6/17/15; "Steven Rowland, Chairman stated a site visit was made. No foundation is currently under this home." https:IIm.saratoga-springs.orglhlprrntmessage?id=96387&tz-America/New York 1/2 12/16/2019 Zirnbra From the Design Review Commission meeting minutes of 7/1/15; "Steven Rowland, Chairman stated we have had time to view the existing structure in the field during our workshops. The applicant supplied a detailed report for demolition of the structure. No alternative land available to be purchased. The amount of damage present and lack of a foundation under the building makes it cost prohibitive to repair or restore what currently exists there." Mr. Blackler covered the base of the building with cement board. He put concrete on the ground around the perimeter of the building. Some of this concrete extends onto my property. There is still no foundation under this building. Thank you for your time.
