2452 STATE ROUTE 9 LANBIND ENGINEERING, PCMALTA,NYITE3 01 T[518)899-5243 F[518)899-5245 December 10, 2019 Mr. Mark Torpey, Chairman Planning Board City of Saratoga Springs 474 Broadway Saratoga Springs,NY 12866 RE: Station Lane Apartments(Askew) City Project No. 17.062/20190467 Dear Mr. Torpey: Lansing Engineering has reviewed the October 4,2019 comment letter prepared by Bradley Grant,Barton& Loguidice, D.P.C., and the comments provided August 28, 2019 by email from Al Flick, City of Saratoga Springs Senior Engineering Technician regarding the above noted project. The following summarizes the comments followed by our responses. 1. Comment: It is our understanding you have met with al Flick regarding the enclosed comments from Mr. Flick. Please include responses on how resolved in the next response letter. Response: The comments from Al Flick and their corresponding responses have been added to the end of this comment letter. 2. Comment: Please include revision dates on plans. Response: All revision dates are located in the title block on the right side of all plan sheets. 3. Comment: Regarding the long flat storm pipes on Station Lane, if there is no practical alternative, consider putting 4-foot sumps on all of them(only 3 have them now)and adding hoods/snouts to the outlet pipes. This would help keep the pipes cleaner and minimize maintenance. Still not ideal,but it would keep things in the sumps instead of the pipes. Response:Due to the various site constraints including the existing Station Lane being flat and limited elevation changes on site, the desired pipe slopes and pipe cover is unachievable.As a result, the drainage piping within stormwater management system#2 is proposed at a 0%slope. Per Section 6.4.3 of the New York State Stormwater Design Manual,pretreatment of stormwater can be calculated using the Camp-Hazen equation in order to determine the minimum square feet of required sedimentation basin. Sizing calculations are included within Appendix D of the SWPPP and demonstrate(2) 4'x4'inside diameter structures with 4'deep sumps are required for pretreatment. The site plans proposed(3) deep sump catch basins for pretreatment. The stormwater management system was discussed at a meeting on May 1, 2019 between Matt Zeno,Albert Flick, and members of Lansing Engineering and determined to be adequate given the existing site conditions and constraints.However,per your suggestion, all of the structures along the piping run for stormwater management system#2 have been revised to specify 4'deep minimum sumps. Additionally, hoods/snouts have been required on all outlet pipes within these structures.A hood/snout detail has been added to Sheet DT-2. Station Lane Apartments December 10, 2019 2 of 5 4. Comment: Comment on frequency of cleaning necessary and note on the plans that the applicant will maintain these until the project is built out and disturbed area fully vegetated and stabilized. The City will have to be vigilant about cleaning the sumps in the future but less frequently than construction period where soil surfaces are not stabilized and dependent on temporary practices such as sediment basins/traps. Response: Sheet UG-1 has been revised to add note#6 that all deep sump structures shall be cleaned and maintained by the applicant until full build-out of the project is completed. Additionally, it has been noted that the sumps shall be cleaned out yearly by the City of Saratoga Spring Department of Public Works.All storm structures placed in roadways should typically be cleaned once a year and these structures shall be placed on the same schedule for yearly maintenance. 5. Comment: Sanitary lateral cover ranges from 11 to 14 feet for the 3 buildings.Not sure whether this is too deep for City standards. Perhaps they should go out at 4 to 5-foot of cover and drop into the main?Is there a reason to be so deep with these laterals?Can any of the laterals be direct connected at existing sanitary manholes for better access/maintenance? Response: Sanitary laterals are typically installed with approximately 4'of cover and a 2.0% minimum slope and drop to the sanitary main as shown on Detail 4 of Sheet DT-3. The inverts on Sheet UG-1 have been revised to provide 4'of cover and a drop into the main. The call-out has been revised to reference the Sanitary Sewer Service Connection Detail for clarity.A connection into the main PVC sanitary line will provide for easier construction as compared to core-drilling a manhole in the public street for the contractor. 6. Comment: There was no updated engineering report submitted and subsequent submission will require input from MEP consultant for the fire protection and backflow prevention needs as indicated in Lansing's response letter. Please provide revised Engineers report when available. Response: The previously submitted engineering letter report indicates based on the hydrant flow test provided by the City of Saratoga Springs the fire flow provided at the project site is 1,658 gpm. The calculations based on the complete square footage of one dwelling unit indicated a required fire flow of 1,500 gpm which incorporates the sprinkler system into the building design. The data provided indicates there is adequate capacity to serve the proposed buildings. The interior piping and sprinkler systems will be designed by the Architect and MEP Engineer(which the applicant has not contracted with to complete this service at this time) and if it is determined additional appurtenances must be installed within the building to provide adequate pressure at the 3`d floor of the building to supply the sprinkler systems and domestic water services, the design shall be provided by the Architect and MEP Engineer prior to application of a building permit.As a conservative measure the water service sizing has been upsized to provide 6"DIP water services to the buildings. If the Architect and MEP Engineer indicate smaller services will provide adequate fire protection and domestic water service, reduction in sizing shall be coordinated with the City of Saratoga Springs Department of Public Works and Engineering Department. 7. Comment: In order to get credit for conservation of natural areas as a GI practice, a conservation easement needs to be executed that ensures perpetual protection of the conserved area and which specified how the natural vegetation will be managed. Has this been done/discussed? Response: The conservation of natural areas consists of NYSDEC wetlands and 100'adjacent areas and the conservation prohibits any disturbance or future development within this area. The area will remain in its current wooded and undisturbed conditions.A draft of the restrictive covenants for the conservation area along with a description of properties and map of the area is attached for review. The documents shall be signed by the applicant and notarized and filed with Station Lane Apartments December 10, 2019 3 of 5 the City of Saratoga Springs prior to the issuance of a Certificate of Occupancy for the development. 8. Comment: It is not clear how the applicant is meeting SPDES permit sizing requirements. It appears that the Conservation of Natural Areas and Tree Planting/Tree Pits practices meet the minimum RRv, but the total WQv is not fully reduced or treated though these practices. The Jellyfish practices would need to provide a total of 3,222 CF or 0.074 AF of treatment for sizing criteria to be met. I didn't want to dig too deep into this as you may have already looked, but we can discuss further if needed. Response: The two Jellyfish Structures have been designed to treat a minimum of 0.107 acre-feet combined as shown in the Basin Calculation Sheets in Appendix D of the SWPPP. However, as a conservative measure the Jellyfish Structures will treat up to and including the 1-year storm event which is greater than the 90% WQv storm event. ?tan Continents: 9. Comment: ED-1: The existing waterline does not appear to be labeled on the Existing Conditions sheet as previously commented. This label should be added to the plans. Response: The plans have been revised to include the size and type of the existing waterline along Station Lane. 10. Comment: LM-1: Please clarify whether the proposed guiderail at the top of the retaining wall is to be the detailed metal box-beam or some other material. Given the setting,Applicant should consider a timber guiderail more appropriate for a grassed lawn area. Response: The plans have been revised to specify metal box-beam guiderails. The Applicant has requested to reuse the existing guiderail that will be removed along Station Lane and the new guiderail material shall match that of the existing guiderail. 11. Comment: LM-1: Proposed guiderail along Station Lane sidewalks appears to conflict with the sidewalk itself near the utility pole on the east end of the site. See also City comments regarding sidewalk layout and utility pole relocation. Response: The overall layout of the sidewalk,guiderail, and utility pole has been revised to eliminate the jog in the sidewalk and all location conflicts. The sidewalk has been relocated to provide a grass/tree belt area between the edge of pavement and sidewalk and the guiderail has been relocated on the downslope side of the sidewalk. The guiderail will continue for the entire length of the sidewalk along Station Lan,from the easterly property line to the east side of the 6- unit building. The guiderail will be placed at the top of the proposed retaining wall.Additionally, the existing utility pole will be located within the grass/tree belt and will not require relocation. 12. Comment: UG-1: The easternmost catch basin on Station Lane is not called out with frame and invert elevations. Likewise,the pipe from this catch basin to CB6 and from CB6 to OCS2 are not specified. Revise plan as necessary. Response: Sheet UG-1 has been revised to include the callouts for CB7 and the pipes described in the above statement. 13. Comment: DT-2: Please clarify titles of details land 7. It appears that detail 1 is intended for use on the catch basins,while detail 7 is intended for use on the drainage manholes. See also City comments on frame and grate/cover standards. Should it be determined that a 4- foot deep sump and outlet hoods are Station Lane Apartments December 10, 2019 4 of 5 appropriate for all catch basins due to the flat slope of the storm pipes,the catch basin detail should be revised to specify these elements. Response: The names of details 1 & 7 have been revised to specify catch basin and drainage manhole and the specific frame/cover standards have been revised per Al Flick's comments below. Additionally, detail 1 has been revised to include a note stating CB1 through CB7(catch basins along the 0%storm sewer piping run) and DMH1 shall be constructed with 4'minimum sumps and outlet hoods/snouts. 14. Comment: VP-1: The turning diagrams provided for dumpster maintenance show tight maneuvers. The applicant may consider a larger curb radius on the entrance from Station Lane and may need to consider some layout changes to the parking lot.As of now,there are at least 2 parking spots that are very near to the truck overhang. Response: The radii at the entrance from Station Lane are shown at 5'which is the City Standard according to the City of Saratoga Springs Type 2 Driveway(Commercial)Standard Detail.A copy of the detail is attached for reference.Additionally,the turning movements provided by the vehicle turning template in AutoCAD are conservative and the actual turning movements completed by the garbage truck will provide for greater distance of the truck overhangs from the parking stalls as shown on the plan. The reverse turning movement has been revised further to provide more distance from the truck overhang and the parking stalls under concern. Al Flick Comments: 15. Comment: Proposed sidewalk is located directly adjacent to curb line with no allowance for snow storage when plowing street. As such, can grass/tree belt be incorporated between walk and curb? Response: The sidewalk has been relocated to provide a grays/tree belt area between the roadway curb and sidewalk.As a result,the proposed guiderail has been relocated on the downslope side of the sidewalk along Station Lane. See Sheet UG-1 for the revised sidewalk layout. 16. Comment: Relocate street side utility pole situated at east end of project to avoid jog in sidewalk. Response: Due to the relocation of the sidewalk, the utility pole will be located within the grass/tree belt area proposed. See Sheet UG-1 for further details. 17. Comment: As noted by Barton&Loguidice in June 24, 2019 comment letter, storm pipe(400 LF) constructed at 0%slope(flat)will result in sediment build-up in pipe requiring increased maintenance. The City agrees. Please pursue other options suggested by Barton&Loguidice in their comment letter. Likewise,proposed 4-ft sump in drainage structures is not conventional design standard. Response: Due to the various site constraints including the existing Station Lane being flat and limited elevation changes on site, the desired pipe slopes and pipe cover is unachievable.After analyzation of the existing site and the site constraints the storm system is limited to the proposed design. In a comment letter from Barton&Loguidice dated October 4, 2019 a suggestion was made to construct all catch basins in the storm piping run with 4'deep sumps and include orifice hoods/snouts on the outlet pipes in order to keep sediment and contaminants in the structures and out of the pipes. This revision has been made based on the suggestion. Per Section 6.4.3 of the New York State Stormwater Design Manual,pretreatment of stormwater can be calculated using the Camp-Hazen equation in order to determine the minimum square feet of required sedimentation basin. Comment: Provide T/F and invert elevations for most easterly catch basin proposed on Station Lane. Response: The T/F and invert elevations for the most easterly catch basin (CB7) have been added to the plans. See Sheet UG-1 for the catch basin callout. 19. Comment: Catch Basin Detail—Frame& grate should be specified as Campell No. 2816B as noted on the City Standard Detail. (Note: EJ5419 is acceptable equivalent). Response: The Catch Basin Detail has been revised to specify the City of Saratoga Springs Standard model above. 20. Comment: Manhole Detail—(Frame&cover/grate should be specified as Campbell No. 1009-8 as noted on the City Standard Detail. Response: The Manhole Detail has been revised to specify the City of Saratoga Springs Standard model above. I sent out the most recent invoice and held approximately$930 of overage beyond the$4,600 escrow amount.At the time of the second B&L comment letter was needed and figured the escrow could be dealt with for the third submission as the letter needed to go to keep the project moving. Our proposal for review of this project assumed "The number of submissions, and thus the final effort to complete a thorough review of the project on behalf of the City of Saratoga Springs is 3 unknown at this time and is dependent upon the complexity of the project and issues that arise as the project moves forward.Therefore,the fee is only an estimate based on past experience and may be subject to change."The typical formula is one in depth review and a modest follow-up review to confirm all has been satisfied.This flat site is a challenging one and required some more effort for stormwater than is typical. Thus$930 of the$2,400 requested is to cover that overage and the remainder is to review a third submission not anticipated. As noted in our second comment letter there were remaining issues of an updated engineers report which is important to verify adequate fire protection is available, san. Sewer lateral connections into manholes where possible/depth considerations, stormwater calculations/conservation easement pertaining to system sizing, sidewalk conflicts with pole and various plan revisions responsive to comments. I would agree these should be able to be revised but my request did not have the benefit of how responded to by the design engineer.To keep a good project moving I will reduce our request for additional escrow to$1900 (from $2,400) for a total escrow of$4600+$1,900=$6,500.
