Board of Directors Adam N.Favro The Colonial Revival House built in 1896 is a contributing building to the East Side President Historic District listed on the National Register of Historic Places. Based on research of James Gold Sanborn Maps the original porch was a partial front porch with a turret roof at the Vice President southeast corner and, most likely, a porte-cochere. This house appears to be very similar Dmitriy Yt,molayev to the house located at 19 Marion Place, which was designed by prominent local architect Treasurer R.Newton Brezee in 1899. Most likely, the original porch at 173 Phila Street was similar in size and materials as 19 Marion Place. However, at some point after 1972 the Linda Harvey-Opiteck original porch was removed and replaced with a simple full-width porch. Demolition of an existing porch is to be avoided. James Kettlewell • A porch and its elements, replaced due to severe deterioration, should match the emeritus original in size, shape, rhythm,dimensions, material and quality. Duplication is preferred. Keep original elements to use as a pattern. If duplication is not Staff possible, try to locate features at an architectural salvage location. Samantha Bosshart • If replacing a previously removed porch, it should replicate the original in size, Executive Director design and materials, or be based on historical documentation. • If no historic evidence is available the porch should match the design, materials, Nicolaship of the architectural style and period of the historic building. The use of pressure treated wood is appropriate for concealed substructure. The use of booster rails may be appropriate solution to making the original balustrade should be limited to the minimal height required by code, unless the original or historic balustrade was higher. • The use of pre-cast stairs and concrete flooring is discouraged. • Latticework and skirting boards,when used should be placed in a frame. The use of natural materials is preferred. The use of vinyl latticework is inappropriate. The Foundation does not object to the removal of the existing full-width porch because it is not original and its detailing is not appropriate for the style of the house. However, as stated above, if replacing a previously removed porch,the porch should"replicate the original in size, design and materials, or be based on historical documentation." The research provided indicates that the original porch was a partial front porch not a full- width porch. Therefore the Foundation recommends that the porch be restored as a partial-width porch and be in-keeping with the design and materials of 19 Marion Place. The Foundation objects to fiber glass columns and recommends wood columns. Should the Design Review Commission approve a new full-width porch that is not based on any historic documentation, the Foundation recommends full-height wood columns supported by stone veneer piers and that the primary stairs be similar to the east stairs, constructed of wood, not concrete with bluestone treads and stone veneer wing walls. The Foundation appreciates the effort and investment the applicant is making to this prominent character-defining feature of this historic property.
