A sketch site plan review for site improvements to redevelop the vacant Quad Graphics facility for use as
a Regeneron pharmaceutical manufacturing facility in the Industrial - General district.

Reviewed by the Saratoga County Planning Board on March 19, 2026.
Decision: Request Additional Information
Comment: The SCPB reviewed the above-referenced project and determined that the internal site
items related to the re-purposing of the existing industrial building did not pose major concerns for the
Board.
However, the Saratoga County Planning Department received correspondence from the City of Saratoga
Springs Planning Staff on 3.5.26 indicating concerns with the traffic patterns around the facility and the
potential for these impacts to be increased with the rehabilitation of this facility. In addition, the
correspondence questioned the County’s willingness to consider or complete these improvements. The
applicant’s traffic study dated January 30, 2026 was summarized for Board members. The City of
Saratoga Springs Planning Staff indicated that they are in the process of having the applicant’s
completed traffic analysis reviewed by a third party.
The SCPB is requesting that third party analysis of the applicant’s traffic study to continue its review of
the project. The applicant should be directed by the City of Saratoga Springs Planning Board to evaluate
the concerns identified in the 3.5.26 correspondence as part of the SEQR review being completed for
the approval of the Regeneron Master Plan.
