HomeMy WebLinkAbout20250989 Rt 9 / South Broadway Special Use Permit Complete Streets Advisory Board Comments 03.18.2026Saratoga Springs Planning Board Re: Complete Streets Advisory Board Comments – Proposed South Broadway Mixed-Use Development Dear Members of the Planning Board, The Complete Streets Advisory Board (CSAB) appreciates the opportunity to review the proposed mixed-use development on South Broadway. Given the intensity of development along this corridor and the City’s commitment to improving safety and accessibility for all users, CSAB would like to offer the following comments. CSAB believes that signalization at the project access point should be considered as part of development. South Broadway is a high-speed corridor, and making left turns onto or from the roadway—particularly during peak travel periods—can be challenging. While the submitted traffic analysis includes a gap analysis suggesting that movements may be feasible, CSAB is concerned that real-world conditions may differ from modeled scenarios. In addition, signalization could provide an opportunity to incorporate pedestrian crossing infrastructure. If a signal is installed, a pedestrian-activated crossing phase could allow residents and visitors to safely cross South Broadway to access the multi-use path network within Saratoga Spa State Park. CSAB also recommends that a multi-use path be constructed along the frontage of the project, extending south to East-West Road. Such a facility would provide a continuous connection to existing routes and support safe travel for pedestrians and cyclists. CSAB notes this improvement could potentially be accommodated within the State right-of-way. With respect to the Traffic Impact Analysis (TIA), the Board has several questions and requests for clarification. The crash data analysis compares conditions along this segment of roadway to statewide averages. While this provides general context, it would also be helpful to understand how crash rates at this location compare with other streets and intersections within Saratoga Springs. CSAB also notes the TIA is dated December 26, 2025. A fatal crash occurred on Route 9 in the vicinity of the project area on September 30, 2025. The Board would appreciate clarification as to whether this incident was considered in the analysis and, if not, why it was not referenced. Of the two injury crashes identified in the analysis, one occurred at East-West Road and another occurred at the adjacent hotel when a driver turning left out of the parking lot collided with a northbound vehicle. This type of turning movement conflict is a particular concern for CSAB. The proposed development will increase the number of vehicles entering and exiting the corridor, thereby increasing the exposure to similar conflicts. CSAB is mindful that traffic volumes in this area have increased in recent years with the addition of nearby destinations such as the hotel and Tree House Brewery. Saratoga Springs Police Department personnel have at times been required to assist with traffic control near these uses, particularly during evening hours when traffic volumes and vehicle speeds can be elevated. In addition, seasonal events at the Saratoga Performing Arts Center can significantly affect traffic patterns along South Broadway. For context, the signal at East-West Road south of the project was installed when traffic volumes were considerably lower than they are today. Even with that signal in place, crossing conditions for pedestrians and bicyclists remain challenging. CSAB appreciates the Planning Board’s consideration of these issues and encourages continued evaluation of infrastructure improvements that enhance safety for motorists, pedestrians, cyclists, and transit users alike.
