NOTICE OF DECISION
IN THE MATTER OF THE APPLICATION #2019077I
ALLENDALE SUPPORTIVE HOUSING
40 AND 42 ALLEN DRIVE
SARATOGA SPRINGS, NY 12866
Involving the premises with tax parcel no. 165.9-1-12.1, in the City of Saratoga Springs, on an application for site
plan review for supportive housing apartments and workforce training center within the Urban Residential —4
(UR-4) and Transect—4 (T-4) Districts.
In accordance with 6 NYCRR Part 617, the Planning Board classified this action as an Unlisted Action, initiated
coordinated review and sought lead agency status on September 5, 2019. The Planning Board accepted lead
agency status and issued a Negative SEQRA Declaration on November 21, 2019.
And, in accordance with objectives, standards and guidelines contained in the City Zoning Ordinance, chapter
240, article 7.2 "Site Plan Review",the Planning Board issues the following decision on November 21, 2019
(passed 6-0-in favor: Totino, Fabozzi, Horton, Boivin, Bonitatibus,Jenks):
Approve site plan set dated November 18, 2019 with the following conditions:
I. The Applicant shall provide streetscape improvements along both Allen Dr. street frontages and along
Church St. consistent with the City's local street standards—including sidewalks, street trees, street
lighting, and curbing where possible—final design to be to the satisfaction of DPW.
2. The modification to the front of the mixed-use building to include wing walls or similar architectural
feature to meet the minimum frontage build-out requirement shall be reviewed and approved for
zoning compliance by the Zoning and Building Inspector and final architectural drawings shall be
reviewed and approved by the DRC.
3. The parking plan shall be reduced by a minimum of 18 parking spaces.
4. The interior outdoor recreation and playground area shall be framed by wall/fence/vegetative buffer to
separate the parking area from the recreation area.
5. Shade trees and additional plantings shall be provided within the outdoor recreation area.
6. Final administrative approval by the Chair of the revisions to the site plan as identified above.
7. Final plans shall be provided to the satisfaction of the City's designated engineer and DPW.

The applicant is required to:
I. Deliver a letter of credit or cash escrow in the amount approved by the City Engineer to the City per Article
7.2.15 of the City of Saratoga Springs Zoning Ordinance. This must occur prior to final signature by the
Planning Board Chair.
2. Submit one (I) mylar and two (2) paper copies of the final approved site plans for signature by the Planning
Board Chair within eighteen (18) months of approval as per Article 7.2.12 of the Zoning Ordinance.
Note: this approval shall expire within eighteen (18) months of the signature of final plans if the applicant has not
started actual construction as per Article 7.2.14 of the Zoning Ordinance.
