In accordance with 6 NYCRR Part 617, the Planning Board classified this action as an Unlisted Action, initiated coordinated review and sought lead agency status on September 5, 2019. The Planning Board accepted lead agency status and issued a Negative SEQRA Declaration on November 21 , 2019. Having properly noticed and conducted a public hearing on November 21 , 2019, as required, on the proposed use; And, upon evaluation of the application based on the City's enumerated criteria to ensure that the proposed use(s) will not adversely affect surrounding properties and community character; And, in accordance with requirements set forth in the City Zoning Ordinance, chapter 240, article 7. 1 "Special Use Permit" the Planning Board issues the following decision on November 21 , 2019 (passed 6-0-in favor: Totino, Fabozzi, Horton, Boivin, Bonitatibus, Jenks): Approve special use permit for 67 affordable housing units consistent with approved funding levels from NYS HCR and up to 12,000 sq. ft. retail/workforce training facility. The Board notes that the applicant will institute a displacement plan for the existing residents. Note: this approval shall expire 18 months from the issuance date unless all conditions have been complied with and actual work begun.
