I. Introduction
The proposed project involves the development of eight (8) single family residential homes and
one (1) multifamily building located within the JW Hemmingway PUD at Nelson Avenue. The
total bedroom count for the project is 48 bedrooms. The property is currently undeveloped.
Municipal water exists within Frank Sullivan Place and Nelson Avenue. Municipal sewer exists
in Nelson Avenue.
Water will be supplied for domestic and fire protection through a new 6-inch branch lateral
which will connect to the 6-inch main on Frank Sullivan Drive. This existing 6-inch main is
owned by the City of Saratoga Springs.
For sanitary sewer collection, new laterals will connect to the existing 8” sewer main in Nelson
Avenue, owned by the City of Saratoga Springs.
II. Project Description
The JW Hemmingway PUD project proposes the construction of eight (8) single family
residential homes and one (1) multifamily building. The total bedroom count is 48.
III. Existing Water and Sanitary Sewer Utilities
Municipal water service is currently provided by the City of Saratoga Springs. A 6” diameter
water main located in Frank Sullivan Place and a 12” diameter water main in Nelson Avenue.
The city of Saratoga Springs provided flow data for the 6” water main on Nelson Ave and
Wright Street. The existing main has a static pressure of 73 pounds per square inch (psi). During
the flow test, hydrants running at approximately 1,260 gallons per minute caused the residual
pressure to drop to approximately 60 psi giving a theoretical available flow of approximately
2,691 gallons per minute at 20 pounds per square inch (psi). Additional flow tests will be
completed prior to construction to confirm the existing pressure of the 6” municipal water main.
Municipal sanitary sewer service is available from the City of Saratoga Springs via a 8” sewer
line within Nelson Ave. Wastewater along Nelson Avenue is conveyed by gravity to the north
and ultimately discharges to the Saratoga County Sewer District #1 wastewater treatment plant.

IV. Projected Water and Wastewater Flows
The tables below provide information on the anticipated wastewater flow rates for the project:

For the entire project, average daily flow for wastewater is estimated to be 4.9 gallons per minute
(gpm) based on an 18-hour day. Estimated peak hourly flow is 20.9 gpm (4.27 x average).2
Average daily demand for water is estimated to be approximately equal to the wastewater flow
or 4.9 gpm. The Total Instantaneous demand for the project is 225.0 gpm.

For the purpose of input into the City of Saratoga Springs water model, we offer the following
estimated water demands for the project:

To service the project, the existing 6” ductile iron waterline on Frank Sullivan Place is proposed
to be tapped and a new 8” ductile iron waterline extended north along Frank Sullivan Place. A
new 6” ductile iron waterline will be extended on site with individual water service connections
to the proposed structures. Building 7 is proposed to protected by automatic sprinklers.
The two homes along Nelson Avenue will have individual ¾” services from the Nelson Ave
water main.

Needed Fire Flow (NFF) calculations using the ISO Guide for Determination of Needed Fire
Flow are presented in Attachment B. The calculation shows a NFF of 1,000 gallons per minute.
This calculation is for a non-sprinklered building.
For a building protected by an automatic fire sprinkler system, the ISO states:
“The NFF for residential occupancies (such as apartment buildings, lodgings and rooming
houses, board and care facilities, hotels, motels and dormitories) protected by an automatic fire
sprinkler system installed in accordance with the general criteria of NFPA 13R, Standard for the
Installation of Sprinkler Systems in Residential Occupancies up to and including Four·Stories in
Height, is the demand at the base of the automatic sprinkler riser”.
“The minimum NFF is 1,000 gpm at 20 psi for a duration of 2 hours”.
Using the minimum given by ISO, the NFF for building 7 is 1,000 gpm.
For 1 and 2 family dwellings not exceeding 2 stories in height, ISO uses the following needed
fire flows:
Using the minimum given by ISO, the NFF for all the proposed single family buildings
(Building 1-6, 8 & 9) is 1,500 gpm.
Hydrant flow test data indicates 2,691 gpm available at 20 psi. Based on this information, there
is adequate fire protection water supply available at the site.
The water services proposed for the residential buildings are ¾” diameter. Building 7 is proposed
to have a 6” diameter connection to supply the automatic fire sprinklers. Each building will be
metered separately.
Connections and appurtenances, including tapping sleeves and valves, mechanical joints, tees,
isolation valves, fire hydrants, thrust blocks, trenching, bedding, service connections, as well as
testing and disinfection will all be specified in accordance with City of Saratoga Springs
standards.

Sanitary wastewater will be piped from each building via 6-inch PVC C-900 laterals installed at
a minimum slope of 1.0%. The building laterals flow into one 6-inch PVC C-900 line that will be
connected to the existing 8” sewer main on Nelson Ave. Sewer cleanouts have been located at
each building lateral, as well as multiple sanitary manholes on site, for servicing.
All sanitary sewer mains, laterals, manholes and manhole connections will be furnished, installed
and tested in accordance with City of Saratoga Springs standards.
