I .3 to ensure that the proposed use would not adversely affect surrounding properties and community character the Board finds the following: The density, intensity and compatibility of the use with the neighborhood and community character: The applicant failed to satisfy this criteria. The Board found that while in some instances a Neighborhood Bed & Breakfast would be compatible within the Urban Residential — I District, the subject neighborhood is not one of those areas. This low density neighborhood is dominated primarily by single-family residences. The neighborhood is too far and too removed from the economic center of the City. The long-term economic viability of the site, neighboring properties and districts: The applicant failed to satisfy this criteria. The Board found that economic viability comes into question with regard to impacts on the neighborhood and the value of neighboring properties with a Bed & Breakfast in this single-family neighborhood.
