Approx. 6,800 feet total Fire Protection •200,000-gallon on-site water tank and fire pump for fire protection •Southeast corner of building Bulk Tanks & Trash Compactors •Trash compactors around the building •Bulk chemical storage for process •Sodium Hydroxide •Phosphoric Acid •Bulk gas storage for process •Liquid CO2 Nitrogen,O2 Covered Walkway •Intended for food service deliveries to minimize carting outside material and food through the building •Near main building entrance Mechanical & Electrical Equipment •Cooling towers •Electrical transformers •115 kV substation (existing feed from northwest) •Emergency backup generators •Northwest quadrant of site Pipe Rack •Proposed along the north side of the building to move raw materials •Elevated pipe rack next to building facade •Rail spur removal Site Access Improvements •Close eastern entrance on Duplainville Road •Remove rail spur next to the building for pipe rack •Widen site access road along the northern perimeter to 25 feet •Add a guard booth and controlled site entrance at western entrance on Duplainville Road Parking Garage •1,000 space garage •Western side of site over existing parking lot •Future need still being evaluated based on production ramp •50-foot max height EAF Focus Areas Impact on Land Overall disturbance = 12.9 ac. New impervious surface = 0.6 ac. Common plan SWPPP General site preparation No large uncontrolled disturbances over course of project Projects done over time as production ramps Impact on Surface Water •No site streams or wetlands •Off-site streams and wetlands •Permits with NYSDEC and USACE for offsite water main. Impact on Groundwater •Process water service from SCWA (Hudson River) •Domestic water service from City (existing) •No construction of wells or new use of groundwater •No subsurface discharges. Public sewer. •Bulk Chemical and Petroleum Storage •NYSDEC CBS/PBS •SPCC Plan •4 x 7k-10k diesel belly tanks in emergency generators •Exterior storage of 10N Sodium Hydroxide and 33% Phosphoric Acid solutions (covered and contained). 1-2 tanks per chemical (8k – 10k gal.) •Other substances stored indoor in smaller containers. Impact on Air Levels of NYS Air Permits Exempt Facility Air Facility Registration (AFR): Smaller operations and combustion installations. No permit conditions or limitations needed State Air Facility Permit: Cap emissions below Title V thresholds. Non-combustion emissions Title V Facility Permit: Major industrial sources of emissions Impact on Air Air Facility Registration (AFR) •Regeneron will need the AFR due to combustion-related emissions (steam boilers) •Multiple heat sources each having greater than 10 million BTU per hour maximum heat input rating. •Process emissions from mammalian cell culture biotechnology are air and water vapor. No regulated contaminants emitted. •All GHG emissions are below EAF thresholds except CO2 (due to combustion sources). •Level is appropriate for this land use and size facility (30,618 tons/year). Small to medium manufacturing or industrial facility. •EAF threshold is 1,000 tons/year. Impact on Plants & Animals •No habitat present or habitat disruption •No federal nexus (no ESA review) •No tree clearing or clear cutting, landscaped islands removed. < 1 ac. new impervious. •Existing industrial site State and Federal listed species at the site: Impact on Aesthetic Resources Impact on Aesthetic Resources PARKING GARAGE Impact on Aesthetic Resources Impact on Aesthetic Resources BULK CHEM & GAS TRASH COMPACTORS Impact on Aesthetic Resources Impact on Aesthetic Resources MECHANICAL AND ELECTRICAL Impact on Aesthetic Resources Impact on Aesthetic Resources PIPE RACK Impact on Transportation Creighton Manning Traffic Study Regeneron (1,000 employees across 3 shifts) AM Peak = 270 trips PM Peak = 319 trips Quad Graphics (800-900 employees) Prior SEQR Record = 389 peak trips Regeneron is expected to generate fewer peak hour trips than what was contemplated in the prior SEQR record for Quad Graphics. Adequate level of service at study intersections. Functioning at Quad Graphics levels. Fewer truck trips than Quad anticipated. Less transportation intensive business. Impact on Transportation Parking Existing Parking = 839 spaces Proposed Parking = 1,439 spaces (including 1,000 space parking garage) Net Increase: 654 spaces Impact on Transportation Circulation Trucks and employees in through western entrance on Duplainville Rd. Employees and visitors in through main entrance on Adams Rd. No tractor trailer traffic at Adams Rd. entrance Use of internal access roads Impact on Noise Temporary Construction Noise •Vehicles •Power tools •Heavy equipment •Light equipment Operational Noise •Exterior cooling towers •Exterior electrical equipment •Interior boilers •Interior air handling equipment •Exterior emergency back up generators •Intermittent use or testing Industrial park setting with industrial neighbors Expected by zoning definition Vegetative buffer and berm along Adams Rd. Use of Setbacks Expected to be similar to previous levels Impact on Odor & Light Odors No routine odors proposed Lighting •Utilizing or replacing in-kind existing site and building lighting •Additional lighting needed will not shine onto adjoining properties or impact sensitive receptors. •Appropriate for site setting and use. No glare or light trespass. •Preservation of berm and vegetative screen along Adams Rd. •New stockade fence is in along Adams Rd.
