Ms. Barden:
Carmina Wood Morris is in receipt of City of Saratoga Springs Plan Review comments
for the above referenced project,which were received in final on November 15, 2019.
We have addressed all comments below in writing and made subsequent revisions to
the Site Plan:
Planning Staff
1. Staff has requested elevation drawings.
Response: We have provided colored elevations.
2. The two residential buildings don't relate to each other. Can they be sited to
provide for better interaction?
Response: Due to the configuration of the site,travel distances from parking to
building,and the necessity to have one common amenity element equal distance to
both buildings,the site plan is drawn as-is. We feel that they do relate to each other
along with the T-4 building to create a nice synergy with a focal point of community
space in the center.
3. The outdoor walking path between the two buildings should connect to an
interior sidewalk and not end at the rear of the parking areas.
Response: Agreed. We propose the new sidewalk be used to avoid walking through
the parking lots. We have updated the Site Plan.
4. Streetscape improvements-sidewalk, curbing, street trees, street lights, per
the City's local street standard - should be provided along both Allen St.frontages.

Response: We are showing sidewalks. Curbing is being provided where possible
due to lack of existing municipal storm water system. If we constructed new curbs in
all locations, this would create major issues with the sheeting of storm water off
Allen Drive. We need direction on how to place the street trees as the City Standard
is for them to be in the ROW,but there is not enough room.
5. At least one of the three curb cuts accessing the mixed-use building should be
eliminated.
Response: We are proposing a connection the NRP access point via the access
easement adjacent to our property. We typically try to avoid dead end parking
areas,but since the southern portion of the T-4 lot would be for the residents of that
building we have shown it as such. The dual curb cuts on the north side are shown to
avoid having the dead end situation and lose any of the parking needed for the
Workforce Training.
6. Ability to reduce parking and have shared parking arrangement?
Response: We have cross street shared parking between the three buildings;we
currently meet or exceed the minimum requirement.
7. Safe pedestrian access from the residences to the non-residential building
should be provided.
Response: We are showing a striped crosswalk between the UR-4 and T-4 sites.
8. Addition of vegetative buffer between the residential parking areas and the
street?
Response: We are currently meeting the City standard.
9. Coordination of traffic mitigation improvements with NRP Group project?
Response: We are not aware of any traffic mitigation improvements required.
10. At least 9 bicycle parking spaces should be provided.
Response: We are showing bicycle parking;refer to revised C-100.
11. The applicant should confirm that at least 10% of the area of the parking areas
are landscaped green space as required.

Response: Both parking lots on the west side(UR-4)meet the requirement at 11.3%.
The parking on the east side(T-4)site complies with the 10.6%
12. Evaluation of recreation land requirements for site plan containing residential
units (7.2.18).
Response: We are not clear on this comment. We have revised the playground area
to be more of a civic space.
Traffic
1. On the plan sheet C-100,on the west side of Allen drive,the plans shows the
relocation of the parking to larger parking lots that are further west on the property.
The site plan does not show sidewalks being installed where the parking currently
exists,which would create gaps in the sidewalk. A sidewalk should be required for the
entire length of the property to and along Church St/9N
Response: Our revised C-100 shows a continuous side walk for the entire length of
the property to Church St.
City Engineer's Office
1. Map of Survey: Final mylar will require seal/signature by a PLS.
Response: Understood and will have provided from surveyor.
2. Dwg. C-001: Provide protection fencing around trees not to be removed.
Response: Will be added to plan.
3. Dwg. C-002: Provide detail for a concrete truck washout station and show
location(s) on Dwg. C-001.
Response: Currently there is one shown on the East T-4 site,another will be added
to the west UR-4 site.
4. Dwg. C-100: Street improvements (walks, lighting, etc...) required per City
Standard Local Street Detail. (*Note: Standard Details available on the City's website)
Response: City Standard Details will be added/referenced on the drawings as
necessary.

5. Dwg. C-101: Include City Standard Details (i.e.walks, lighting,asphalt,etc...)for
street improvements in R.O.W.
Response: City Standard Details will be added/referenced on the drawings as
necessary.
6. Dwg. C-200: Infiltration basin elevations for Catchment 3P appear to be
reversed.
Response: Elevations will be corrected.
7. Dwg. C-300: How is building roof runoff being managed? Was consideration
given to using GI practices (i.e. bioretention areas) instead of grassed infiltration
basins?
Response: Roof downspouts are to discharge on splash blocks and be directed
towards the infiltration basins. The infiltration basins provide treatment of the
Water Quality volume in the same manner as a bioretention area or rain garden
would.
8. Dwg. C-301: Include City Standard Details (i.e.trench section)for pipe work
located in City ROW.
Response: City Standard Details will be added/referenced on the drawings as
necessary.
9. Dwg. C-400:Water pipe to be Class 52, cement-lined DIP (C-900 pipe not
allowed). Can domestic water and fire service be combined to afford (1)
tap/connection on City water main for each building? Saratoga Co. Sewer District#1 to
approve sanitary sewer connections including design and materials.
Response: Water service and pipe to be changed as noted above. Who submits
plans and reports to Saratoga Co.Sewer District#1 for review? We will address any
comments received.
10. Dwg. C-401: Include City Standard Details (i.e.water service). Gate valve(s) to be
Mueller Series 2361 RW MJ, RH-open operation.
Response: City Standard Details will be added/referenced on the drawings as
necessary.

11. City arborist to review/approve planting details and schedule.
Response: Do we submit to the City Arborist independently of this submittal? We
will address and comment received.
B&L:General
1. Are park benches or low impact lighting being considered in the outdoor
recreation and playground area?This area will have what type of ground surface?
Response: We have revised the playground area to be more of a civic space.
Outdoor lighting can be added as required by city and ownership operations.
Playground surface will be a rubber surface with drainage beneath and a mow strip
around the perimeter.
2. How old are the buildings and will hazardous materials such as asbestos and
underground storage tanks require removal?The demolition plan sheet should
include language of compliance with applicable federal, state and local codes
regarding demolition, material storage and disposal activities
Response: Buildings were built in the 1960's. We have a Phase Ion both properties,
there is likely asbestos in the buildings. We are aware we will have to properly
remediate/dispose during demolition. We will add the requested language.
3. Are buildings slab on grade with no basement or crawl spaces?
Response: Proposed buildings are slab on grade with no basements or crawl spaces.
4. Is there a heavy duty asphalt cross section that will be provided in areas where
trucks such as garbage and fire trucks will utilize?Three inches of asphalt over 8 inch
deep sub-base seems inadequate for durability in this climate.
Response: Heavy Duty pavement can be added to the site plan within garbage truck
paths as recommended by the Geotech Report.
5. Indicate source of mapping and elevations of utilities on the plans. Size of
sewer is noted as 10-inch (reputed).
Response: Elevations and mapping of existing utilities including the sanitary sewer
were provided by the Surveyor.

6. Is there a cover sheet and drawing index available?
Response: We will include a cover sheet and drawing index.
7. See attached City comments from Al flick.
Response: See previously addressed comments above.
B&L: Water and Sanitary Sewer
1. We request confirmation that the new fire sprinkler systems can get the
required fire flow from the proposed and existing water distribution system per NFPA
standards. Discuss internal plumbing connections to existing building and show fire
flow computations in a brief Engineer's Report. Existing hydrant flow tests should be
utilized to confirm required fire flow demand is available from the municipal system
which is noted to be a 6-inch water main. Can the required fire flow demand be
furnished through 4-inch water services, pressure reduction by backflow preventer
and accounting for all pressure losses? Please add a brief section to the report
discussing service sizing, pressure losses and available pressure and capacity at
highest floor sprinkler heads and shower heads 6'above floor level.
Response: Both UR-4 buildings will utilize an NFPA 13R system throughout and the
T-4 building will have a NFPA 13 system for the ground level and 13R above. The
actual calculations will be completed once the design/build Sprinkler Subcontractor
is selected,and generates his permit documents,and the service line will be
confirmed/review. Please refer to Water&Sanitary Engineers Report.
2. How many 1-and 2-bedroom units are proposed? Indicate proposed daily
water demand and include in Engineers Report. Can water service be provided in a
single pipe instead of a dedicated fire and domestic service line? See al flick's
comments.Where are water meters proposed?
Response: We have a total of(55)units on the UR-4, which has a mix of(4)3BD, (31)
2BD,and(20) 1 BD. We have a total of(12)units on the T-4 lot, which has a mix of(8)
2BD and(4) 1 BD. We would prefer one water service as opposed to splitting
domestic and fire.

3. Verify water main size as it is indicated as 6-inch (reputed).
Response: Watermain size(6")was provided by surveyor,assumed to be based off
record drawings,but will be verified with City DPW.
4. Provide minimum of 2.0% slope for sewer laterals for multi-resident buildings
that will likely include non-flushable wipes in wastewater.
Response: Proposed building sewer lateral slopes will be reviewed. If possible,
slopes will be increased to 2.0%.
5. Indicate source of mapping and elevations of utilities. Size of sewer is noted as
10-inch (reputed). Indicate name and date of surveyor/survey.
Response: Utility mapping was provided by surveyor. All utilities will be verified
with City DPW.
6. All water main and services shall be 5 foot burial depth. Revise details that
show 4'-6"depth.
Response: Utility plan calls for 5'minimum cover on water services. Details will be
revised to reflect this.
B&L: Stormwater Pollution Prevention Plan (SWPPP)
1. The site proposes 5 infiltration basins on the west side of Allen drive and a
perforated pipe network for the east side.There were only two test pits and infiltration
tests performed generally in the center of the site on the west side. At least two to
three more areas should be investigated on the north and south ends of the site at
infiltration basin areas 1P and 6P. Another should be performed on the east side of
Allen drive in our opinion as soil conditions and groundwater table can fluctuate.The
CT Male soils Report recommended additional tests in the actual locations on page 3
of their report and we concur.
Response: Additional test pits will be performed at the locations of the proposed
infiltration ponds/systems.
2. Infiltration practices will need some level of pre-treatment and suggest 2' deep
sump pits for the drainage structures.
Response: The sumps in the proposed catch basins can be increased to 2'to provide

pre-treatment.
3. There is concern for how the perforated piping system on the east side is
maintained and protected. Snout devices could help keep flotsam out of the pipes and
sumps could be vacuumed out regularly. Provide additional language in the post
construction inspection and maintenance section of the SWPPP.Standing water above
invert elevations of perforated pipe after storm events is an indication that system
may need cleaning.
Response: Additional maintenance language can be added. Snout Devices or traps
can be added to the inlets to the infiltration pipe system.
4. We recommend moving the perforated piping on the east side closer to the
building and farther away from the north, south and easterly property lines to
minimize re-charge close to the adjacent properties. Shorter pipe lengths could be
possibly be offset by using 15-inch pipe instead with greater storage for intense storm
events. Specify perforation pattern with holes or slots all around circumference of pipe
and not rely on just holes near the bottom.
Response: The proposed infiltration system on the east site will be re-examined.
The current system was designed to allow infiltration throughout the entire pipe
system,therefore allowing infiltration over a greater area and not point loading the
infiltration area to a small footprint. Perforation patterns of the pipes will be
specified.
5. Provide answer to NOI question 19.
Response: The NOI will be completed once comments addressed and final design is
complete.
B&L: Plans
Sheet C-001
1. Supplement with demolition notes indicating materials anticipated,temporary
storage (if any) and rapid disposal in accordance with prevailing Federal, state and
local laws.
Response: Any required additional notes will be added to the sheet.

2. Are light wall packs proposed on buildings? Northerly exit of north building
does not seem lighted.
Response: No, we have covered entrances which have recessed lighting. All egress
points will be provided with the required minimum footcandles.
3. Check all detail legend symbols/numbers. Concrete walk to playground is
labeled handicap sign.
Response: The walk to the playground is called out with triangle Note#7"Outdoor
walking path,coordinate with owner". Hexagon Detail Note#7 refers to the
Handicapped Parking Sign.
Sheet C-101
4. Label and detail sign at handicap ramp.
Response: The sign at the handicapped ramp is called out with triangle Note#1
"Install"No Parking"sign,MUTCD sign No.P1-1C"and is also called out and shown
on the Handicapped pavement Markings&Signage Detail#6 on C-101.
5. Is a heavy duty asphalt section proposed?
Response: Heavy Duty pavement was not called out,but will be added as required
for the garbage truck routes
6. Provide detail for dumpster concrete slab with all information to construct for
this high impact and dynamic force application.
Response: The dumpster pad is called out with Detail#48-Concrete Slab on Grade.

7. Label all contours, particularly within infiltration basins and provide note of
bottom elevation proposed across flat bottom.

trees and park benches should be considered for adults supervising children at play in
our opinion.
Response: The tree symbols are existing trees to remain, will be called out.
Additional shade trees and park benches can be added if required.

16. Consider coniferous tree buffer on west side of playground to shield existing
properties from noise and supplement fence.
Response: Additional tree buffer will be considered.
Sheet LP-100
17. Provide lighting levels at each building, particularly entrances. Are low-level
lighted bollards along playground path proposed?
Response: We are proposing LED can lights in the porches;we could do a wall pack
light over the stair exits where we don't have a canopy for downlights.
18. Specify lighting fixtures and downcast features. Are LED lights proposed?
Response: We will specify light fixtures.
