NOTICE OF DECISION
In the matter of the application - #20251031

Involving the premises with tax parcel no. 165.67-4-101 in the City of Saratoga Springs, on an
application for site plan review to move and relocate the existing stone parish house to 30 Washington
Street and construct a new spa building with pool in the Urban Core (T-6) District.
In accordance with 6 NYCRR Part 617, the Planning Board classified the action as Unlisted and issued a
Negative SEQRA Declaration on January 22, 2026 passed 7-0 in favor: Pingel, Ferrante, Mayo,
McTygue, King, Stellato, White;
And, in accordance with Site Plan Review approval standards in the Unified Development Ordinance,
Article 13.5, the Planning Board issued the following decision on January 22, 2026 passed 7-0 in favor:
Pingel, Ferrante, Mayo, McTygue, King, Stellato, White:
Approve site plan set dated October 31, 2025 with the following revisions and conditions:
1. Install one street tree within a tree grate in the ROW and in front of the new spa building.
2. Plant a tree in the empty planting area in front of the Adelphi Hotel on Washington Street.
3. Consider a chamfer to the building corner at the entrance to the pedestrian alley and adding
building lighting along the side of the building to illuminate the pedestrian alley, subject to DRB
review and approval.
4. Install a grow wall including plantings in conjunction with the portion of the fence adjacent to the
pedestrian alley.
5. The existing stone knee wall in front of the present parish house location shall be repurposed as
part of the project.
6. Manage Adelphi Hotel trash handling to eliminate containers on the street. Pick-up trash every
day. Ensure trash pick-up service gets the trash from inside and not emptying containers that
are placed on the street. This condition applies to all Adelphi Hotel trash, not just trash
associated with the new building.
7. Final plans are subject to DPW approval, which includes the physical relocation of the parish
house structure.
The applicant is required to:
1. Provide documentation of conformance with all required conditions of approval.
2. Deliver a letter of credit or cash escrow in the amount approved by the City Engineer to
the City. This must occur prior to final signature by the Planning Board Chair.
3. Submit two (2) paper copies and one (1) electronic copy of the final approved site plan
set for signature by the Planning Board Chair within eighteen (18) months of approval as
per Article 13.5 of the Unified Development Ordinance.
Note: this approval shall expire within eighteen (18) months of the signature of final plans if the applicant
has not started actual construction as per Article 13.5 of the UDO.
