HomeMy WebLinkAbout20260092 158 Woodlawn Ave Special Use Permit Narrative A APPLICATION NARRATIVE FOR HISTORIC CARRIAGE HOUSE SPECIAL USE PERMIT AT 158 WOODLAWN AVENUE Property and Project Information Allan and Sherrie Turkheimer (the “Applicant”), owners of 158 Woodlawn Avenue, Saratoga Springs, with Tax Map Number 165.44-1-56 (the “Property”) in the Urban Residential – 3 zoning district, currently live in and occupy the residential primary structure on the Property. In the rear of the Property is a historic carriage house, first constructed in 1910, which until recent renovations showcased a water system that was used to wash horses in the now converted garage area of the barn. The historic carriage house was renovated in 2006 to update the structure and permit its use as a workshop on the first level and the second story a storage/office space. The Applicant now desires to convert this finished area to a residential unit. Project Description The Applicant submits to the City of Saratoga Springs Planning Board the Special Use Permit Application attached hereto as Exhibit B. The Applicant desires to renovate the historic barn and convert it to residential use (the “Project”). Such historic carriage house use is permitted in the UR-3 zoning district of the UDO subject to the standards set forth in UDO Article 8 (GG), as reflected below: “GG. Dwelling - Historic Carriage House/Barn 1. Definition An outbuilding that was either a: 1) historic carriage house that historically served as storage of horse-drawn carriages and tack, and sometimes contained living quarters for grooms and coachmen, or 2) barn, which is a structure for the storage of farm products or feed, housed farm animals, and/or stored farm equipment, which has been converted into a second dwelling unit on the lot. 2. Standards a. Conversion of a historic carriage house or barn into a dwelling is only allowed on a lot with one single family dwelling. b. Only historic carriage houses or barns listed or eligible for listing as historic properties on the local, state, or national historic register or are listed or eligible for listing as contributing properties to the historic district are eligible to be used as a second dwelling on the same lot as principal dwelling.
