Housing-KCG Development LLC
Redevelopment of the 5.1-acre site by removing (8) 4-unit buildings and
replacing them with three buildings that will have a total of 67 residential units
and 12,000 s.f. of retail space.
Location: Allen Drive off Kirby Road on south side of Church Street (NYS Rt.9N) and
south of Tait Lane

Decision: No Significant Countywide or Intercommunity Impact
In accordance with the Memorandum of Understanding (MOU) between the City of
Saratoga Springs Planning Board and the Saratoga County Planning Board, the above-
noted site plan review application has been reviewed by staff and with necessary
concurrence has been deemed to present no significant county-wide impacts.
The project was reviewed and approved in August of this year in reference to an
application for a Special Use Permit. The project material then noted was the following:
The subject property to be redeveloped is located in the city's UR-4 and T-4 districts
and comprises a total of 5.1 acres located on both sides of Allen Drive:
West side of Allen = UR-4 (3.8 acres),
East side of Allen = T-4 (1.3 acres).
Building construction will begin with the demolition of 8 existing apartment buildings
(single-story, 4-unit bldgs.) on Allen Drive - 6 on west side, 2 on east side.
New construction on Allen Drive will involve three 2-story buildings with a total of
(now) 67 dwelling units (with a mix of market-rate rentals and below-market):

12 units, and
A mixed-use component with 12,000 s.f. of commercial and/or retail space.
The property will be serviced by public water, a 6"-main on Allen and public sewer, a
10"-main also on Allen. The parcels/buildings will access an existing road system and
new off-street parking is proposed to meet city standards for T-4 zoning. An on-site
stormwater management area of detention and infiltration ponds will be constructed
as there is no city storm system to tie into.
In its previous recommendation of approval, the SCPB noted that what is being
proposed for development is in accord with and favorable to the criteria established as
the review standards for a special use permit, is in harmony with and promotes the
general purposes and intent of the Comprehensive Plan and Zoning Ordinance.
We note that the current application material no longer requests of the zoning board of
appeals a variance for the frontage build-out, as it is no longer required.
